Governance Explanations

Form 990, Part VI, Section B, line 11B

The Form 990 was prepared by a Certified Public Accountant. The prepared Form 990 was forwarded to the Chief Financial and Administrative Officer for review. Following the review by the CFAO, the Form 990 was forwarded to the management team and to all members of the governing Board prior to filing.

Form 990, Part VI, Section B, line 12C

Each Member of the Board of Directors is required to complete a conflict of interest form. Those forms are reviewed by the Board Chair and any perceived or actual conflicts of interest are addressed.

Form 990, Part VI, Section B, line 15

The Organization has adopted a policy with regard to establishing the compensation of the CEO, CFO and CFAO that fulfills the requirements for invoking the rebuttable presumption of reasonableness under Treas. Regs. 53.4958-6. Pursuant to that policy, the process for determining the compensation of the Organization's CEO, CFO and CFAO included a review and approval by independent persons, a review of comparable compensation data and contemporaneous substantiation of the deliberation and decision making process. The compensation of the other members of the management team was established by the CEO based upon the compensation earned by persons performing like services for like organizations.

Form 990, Part VI, Section C, line 19

The Institute's Form 990 is available upon request. The Institute's governing documents, conflict of interest policy, and financial statements available as required by the State of California and the federal government.

Financial Statement Notes

Part X, Line 2:

Income Taxes - The Institute is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code. The Institute has also received recognition of its exempt status from California and Washington D.C. The Institute's status as a publicly supported charity is subject to the Internal Revenue Service's (IRS) 5-year look back period which requires a reporting of the Institute's revenue sources through the end of 2019. Failure to meet the criteria for classification as a publicly supported charity could result in the Institute being declared a private foundation. The Institute's management believes that it will satisfy the IRS' required criteria and will be able to maintain its publicly supported charity status. The Institute has applied the accounting principles related to accounting for uncertainty in income taxes and has determined that there is no material impact on the financial statements. With some exceptions, the Institute is no longer subject to U.S. federal and state income tax examinations by tax authorities for years prior to 2015.

IRS990/Desc0In the area of Early Childhood Learning, LPI focused on preparing a diverse, high-quality early childhood workforce in two reports. The first, the Early Childhood Essentials Framework, synthesizes the field's knowledge of the essential skills children should acquire before they enter kindergarten and the related skills and competencies early childhood educators must cultivate in order to provide high-quality early learning experiences. The second report, Promising Models for Preparing a Diverse, High-Quality Early Childhood Workforce, described the fragmented state of early educator preparation programs, provided case studies of innovative early educator preparation programs, and identified policy recommendations for states building upon lessons from New Jersey's preschool program. In the area of Educator Quality, LPI launched the Educator Preparation Laboratory in 2019 in partnership with Bank Street College of Education. The Lab's goal is to transform educator preparation across the country and bring practice, policy, and research into closer alignment around deeper learning and equity-focused practices. LPI also had a program of study to inform the broader goal of ensuring that all schools and districts are led by quality leaders, including starting two national surveys, drafting a review of the literature on leader preparation and professional development, and partnering with the Southern Education Foundation on the Racial Equity Leadership Network. In the area of Equitable Resources and Access, LPI continued its work to build the knowledge of state legislators and legislative staff to help advance equitable and adequate school finance systems through its partnership with the National Conference of State Legislatures (NCSL) and the NCSL Education Finance Fellowship. LPI also launched several studies using data from the Civil Rights Data Collection (CRDC) focused on teacher quality, advanced course access, and discipline (in partnership with the UCLA Civil Rights Project). In the area of Whole Child Education, LPI continued to advance a set of research and policy initiatives that aim to bring deeper learning to scale to meet the academic, social, and emotional needs all students. LPI was involved in multiple strands of work: 1) conducting original research networking efforts to advance deeper learning, performance assessments, and other student-centered, whole child educational practices; 2) informing state and federal policy to support whole child approaches to education, including the implementation of practices aligned with the science of learning and development; and 3) advancing local, state, and federal community school initiatives through a coordinated research agenda.
