The Form 990 was prepared by a Certified Public Accountant. The prepared Form 990 was forwarded to the Chief Financial Officer for review. Following the review by the CFO, the Form 990 was forwarded to the management team and to all members of the governing Board prior to filing.

Form 990, Part VI, Section B, line 12C

Each Member of the Board of Directors is required to complete a conflict of interest form. Those forms are reviewed by the Board Chair and any perceived or actual conflicts of interest are addressed. Although the Institute did not have a whistleblower or document retention policy in place by the end of the 2015 year, both policies were adopted by the Board in 2016.

Form 990, Part VI, Section B, line 15A

The Organization has adopted a policy with regard to establishing the compensation of the CEO and the CFO that fulfills the requirements for invoking the rebuttable presumption of reasonableness under Treas. Regs. 53.4958-6. Pursuant to that policy, the process for determining the compensation of the Organization's CEO and CFO included a review and approval by independent persons, a review of comparable compensation data and contemporaneous substantiation of the deliberation and decision making process. The compensation of the other members of the management team was established by the Board based upon the compensation earned by persons performing like services for like organizations.

Financial Statement Notes

Part X, Line 2:

The Institute is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code. The Institute has submitted applications for exemption to the State of California and the District of Columbia. The Institute has applied the accounting principles related to accounting for uncertainty in income taxes and has determined that there is no material impact on the financial statements. The Institute's status as a publicly supported charity is subject to the Internal Revenue Service's 5-year look back period, which requires a reporting of the Institute's revenue sources through the end of 2019. Failure to meet the criteria for classification as a publicly supported charity could result in reclassification as a private foundation. The Institute's management believes that it will achieve the IRS's required criteria and will be able to maintain its classification as a publicly supported charity under IRC Section 509(a)(1).

IRS990/Desc0The Learning Policy Institute (LPI) had its public launch in September of 2015. Below are highlights of our work and accomplishments:Educator quality:In September and October, LPI and its partner, EdSource, commissioned The Field Poll to conduct a survey of voters in California about the emerging teacher shortage. On November 17, LPI and EdSource released the results, documenting public views about solutions to the problem. Results were discussed in a teleconference briefing, attended by nearly 170 members of the press, researchers, advocates, school districts, and education stakeholder groups. (Finding are are also available on our Web site.)LPI completed an analysis of teacher supply and demand in California and is working on an analysis of teacher supply and demand nationally. The California research resulted in a report issued in early January of 2016. The national analysis of teacher supply and demand will provide projections of teacher shortages using the most recent national data, with research-based recommendations for addressing the shortages. Early childhood education:In 2015, LPI's Early Childhood Education (ECE) team developed and began research on its core research project: case studies of promising state programs in early childhood learning. The case studies in four states-Washington, Michigan, West Virginia, and North Carolina-detail the design and implementation of the states' preschool programs and will draw lessons for other states interested in improving or expanding their programs. Although the reports themselves will not be published until June of 2016, our researchers prepared a brief outlining best practices from the four states, and a summary of research based features of high quality early childhood programs to inform policymakers. Deeper learning:In November, the Learning Policy Institute and Jobs for the Future held a timely discussion in Washington, D.C. on how U.S. schools can provide a more equitable and empowering education for all young people, not just the elite few who typically have access to what is often called 21st century learning or "deeper learning." The event featured a discussion of key research findings and recommendations in two reports released by Jobs for the Future. LPI has been conducting a study of teacher preparation to support deeper learning for students and has been working to support the development of the California Performance Assessment Collaborative (CPAC) that is working to launch an official statewide pilot to inform state policymakers about the supports and conditions needed to broadly implement high-quality graduation performance assessments that are authentic measures of college, career, and civic readiness.

The Institute has submitted applications for exemption to the State of California and the District of Columbia. The Institute has applied the accounting principles related to accounting for uncertainty in income taxes and has determined that there is no material impact on the financial statements. The Institute's status as a publicly supported charity is subject to the Internal Revenue Service's 5-year look back period, which requires a reporting of the Institute's revenue sources through the end of 2019. Failure to meet the criteria for classification as a publicly supported charity could result in reclassification as a private foundation. The Institute's management believes that it will achieve the IRS's required criteria and will be able to maintain its classification as a publicly supported charity under IRC Section 509(a)(1).
