IRS990ScheduleI/SupplementalInformationDetail/ExplanationTxt0ORTOP IMPLEMENTS AN ANNUAL TEAM SUPPORT PROCESS TO AWARD FINANCIAL SUPPORT TO TEAMS WHO WOULD OTHERWISE BE UNABLE TO AFFORD TO PARTICIPATE. TEAM COACHES OR OTHER AUTHORIZED REPRESENTATIVES SUBMIT AN APPLICATION DESCRIBING THEIR TEAM AND MAKING THE CASE FOR THEIR SUPPORT USING BOTH QUALITATIVE AND QUANTITATIVE MEASURES. INDEPENDENT REVIEWERS SCORE THE APPLICATIONS BASED UPON A SCORING RUBRIC THAT ASSESSES TEAM'S NEED AND ABILITY TO MEET THE ORGANIZATION'S STRATEGIC OUTREACH AND RECRUITING GOALS. SCORING IS BLIND, WITH APPLICATIONS IDENTIFIED ONLY BY NUMBER. AWARDS ARE PROVIDED ON A ROLLING BASIS UNTIL FUNDS ARE EXPENDED. SOME AWARDS HAVE DONOR IMPOSED RESTRICTIONS ON HOW THEY CAN BE DISTRIBUTED, SUCH AS GEOGRAPHIC LOCATION, DEMOGRAPHICS, OR VOLUNTEER PARTICIPATION. ORTOP HAS A WRITTEN POLICY TO ENSURE DONOR RESTRICTIONS ALIGN WITH THE ORGANIZATION'S MISSION. AWARDED TEAMS ARE REQUIRED TO MAINTAIN FINANCIAL RECORDS OF THEIR EXPENDITURES AND SUBMIT A YEAR-END REPORT TO ORTOP.
