Foreign policy in the middle east, with special emphasis on the middle east peace process, and to present policymakers in the united states, in the region and in the larger international community with balanced policy analysis and policy options to prevent conflict and promote stability, democracy, modernization and economic development throughout the region.

“Critical analyses of u.s./middle east policy towards conflict de-escalation and resolution in the region the u.s./middle east project (usmep) held an in-person meeting during this period. Given the events unfolding after october 7th, only one in-person meeting was held during this timeframe as it was difficult for many board members from the region to travel. However, usmep president, daniel levy, continued to brief board members on a one-on-one basis throughout this period. On november 27, 2023, the usmep organized an in-person convening in washington d.c. With usmep board members and senior advisors participants included usmep board members and senior advisors as well as other relevant stakeholders including by leading government officials and middle east experts from various institutions in the u.s. And beyond. Attendees included: hanan ashrawi, former member, p.l.o. Executive committee (attended virtually) seth anziska, usmep visiting fellow; mohamed s. Farsi-polonsky lecturer in jewish-muslim relations at university college london sawsan asfari, usmep board member; co-founder and trustee, asfari foundation; executive director, galilee foundation (attended virtually) efraim halevy, chairman, israel national center for jewish history mustafa hamarneh, president, economic and social council of jordan jerry hirsch, founder and chairman of the lodestar foundation daniel levy, president of the u.s./middle east project frank lowenstein, former u.s. Special envoy for middle east peace anne patterson, former assistant secretary for the middle east and north africa thomas r. Pickering, senior counselor, albright stonebridge group mark sedwill, former uk national security advisor henry siegman, president emeritus, u.s. /middle east project (attended virtually) the purpose of such meetings is to review u.s.- middle east policy and that of other actors and options for mitigating or advancing resolutions of crises and conflicts in each of the major areas of interest in the region, notably working to resolve the israeli/palestinian conflict, as well as issues related to afghanistan, yemen, iran, iraq, syria, lebanon, the gulf and egypt. At this meeting, the discussion points were focused primarily on events since october 7th and included some of the following headlines: how to bring the war in gaza to an end. Current dynamics around a ceasefire. Beyond gaza-what's going on in the west bank and east jerusalem. Assessing the israeli political scene and its shifting dynamics. How the crisis is impacting the palestinian political scene and what might come next? U.s. Political, congressional and public dynamics around the gaza crisis. Regional actors and possible new approaches. The building blocks for a future way forward on israel/palestine. Israel/palestine as a global crisis-rethinking the international role.”
“Co-hosted workshop with the doha forum the usmep co-hosted a two-day private workshop program in collaboration with the middle east council on global affairs immediately following the doha forum on december 11&12, 2023. The workshop brought together policymakers, practitioners and experts to explore new initiatives on israel-palestine. During the doha forum itself, the usmep co-hosted a plenary panel at the main forum entitled "palestine has become a global crisis; does it have a global solution?" usmep president, daniel levy, spoke at that panel which can be viewed here: https://www.youtube.com/watch?v=thotlgz_nd4 futures project the futures project which commenced in 2018 with a round of workshops convened by the usmep at stoke park in buckinghamshire, entitled "moving beyond existing paradigms on israel/palestine," has continued its work. The usmep serves in an oversight, coordinating and guiding capacity for the overall project. The project which focuses on reshaping the policy and strategy frameworks through which the israeli/palestinian issue is thought was especially focused on the impact of the constantly changing landscape in the region since october 7th. This was reflected in some of the discussions that took place at the in-person meeting that took place in madrid, spain during january 21-23, 2024. Participants included members from the region and beyond. As with previous meetings, there was no structured agenda, but rather a less prescriptive and more fluid outline. Instead of formal presentations, the fluid agenda facilitated discussions within the group enabling members to be engaged and to grapple with ideas that emerged over the course of the 2-day meeting. The fluid agenda included the following subjects: - what is going on and how did the present emerge in this way and where is it heading into the future? - assessment of the palestinian political landscape/state of play/key developments. - assessment of the israeli political landscape/state of play/key developments. - the regional political landscape after october 7th: key fault-lines; balance of forces; state of normalization. - how global geopolitical dynamics and fault-lines are playing out on palestine/israel; the significance of shifts; north-south divide; how to work in these spaces.”
“Examples of international engagements and interventions on march 6&7, 2024, leadership participated in a panel during the hiwaraat symposium on palestine hosted by georgetown university in qatar's center for international and regional studies (cirs). On may 15-16, 2024, leadership was part of the framing, shaping and convening of participants and also led sessions at a three-day conference held in abu-dhabi on the two-state solution to the israeli/palestinian conflict hosted by the middle east institute and the emirates policy center. On may 22 & 23, 2024, leadership participated in a two-day program in the hague. Mr. Levy briefed diplomats, ministers and former civil servants. He also took part in a public meeting at leiden university. Publications and media throughout the year, the u.s./middle east project's leadership produced a number of private policy notes as well as publicly published opinion pieces and articles and engaged in various media appearances. During the period of this report, daniel levy, president of the usmep, conducted frequent media interviews including bbc, cnn, al jazeera, npr, newsnation, sky news, and some australian, canadian, indian, nigerian, and other international news outlets. Mr. Levy also did various radio shows and podcasts. Mr. Levy also published opinion pieces and guest essays in the new york times, orient xxi, the irish times, foreign policy, middle east eye, and others.”

THE USMEP SERVES IN AN OVERSIGHT, COORDINATING AND GUIDING CAPACITY FOR THE OVERALL PROJECT. THE PROJECT WHICH FOCUSES ON RESHAPING THE POLICY AND STRATEGY FRAMEWORKS THROUGH WHICH THE ISRAELI/PALESTINIAN ISSUE IS THOUGHT WAS ESPECIALLY FOCUSED ON THE IMPACT OF THE CONSTANTLY CHANGING LANDSCAPE IN THE REGION SINCE OCTOBER 7TH. THIS WAS REFLECTED IN SOME OF THE DISCUSSIONS THAT TOOK PLACE AT THE IN-PERSON MEETING THAT TOOK PLACE IN MADRID, SPAIN DURING JANUARY 21-23, 2024.
