“The gaza war over the summer of 2014 and the hesitance in israel against any diplomatic initiative to decide on the fate of the palestinians. The final report published by noref assessed the implications of these earlier events through six weeks of fieldwork in israel, the west bank and the gaza strip. Utilizing interviews with a cross-section of palestinian and israeli politicians, cultural figures, leaders of civil society, journalists, and academics, this study offers a broad diagnostic of the unfolding situation. These discussions underscored how cyclical violence in israel and the occupied territories is symptomatic of entrenched conflict management, a strategy that has led to a coarsening of israeli politics and the fragmentation of the palestinian populace. A rights-based approach to the palestinian struggle may offer one way to overcome this statis, as could other policies that impose a financial and moral cost on the occupation.”

| IRS990/ProgSrvcAccomActy2Grp/Desc | 0 | ON THE GROUND IN ISRAEL - PALESTINE PROJECT: NOREF (NORWEGIAN PEACEBUILDING RESOURCE CENTER)AND THE USMEP CO- COMMISSIONED A STUDY AND FINAL REPORT ON THE STATE OF AFFAIRS ON THE GROUND IN ISRAEL AND PALESTINE, YIELDING A SNAPSHOT OF THE ATMOSPHERE AT THE TIME OF THE STUDY AND FUTURE OUTLOOK. THE PROJECT TOOK PLACE IN THE SUMMER OF 2015 AND WAS CONDUCTED BY SETH ANZISKA AND TAREQ BACONI, BOTH NON-RESIDENT ADJUNCT SENIOR FELLOWS AT THE US MIDDLE EAST PROJECT. TWO EVENTS UNDERSCORED THE NATURE OF THE CONFLICT ON THE POLITICAL LANDSCAPE BETWEEN ISRAEL AND THE PALESTINIANS. THE DEVASTATION WROUGHT BY THE GAZA WAR OVER THE SUMMER OF 2014 AND THE HESITANCE IN ISRAEL AGAINST ANY DIPLOMATIC INITIATIVE TO DECIDE ON THE FATE OF THE PALESTINIANS. A RIGHTS-BASED APPROACH TO THE PALESTINIAN STRUGGLE MAY OFFER ONE WAY TO OVERCOME THIS STATIS, AS COULD OTHER POLICIES THAT IMPOSE A FINANCIAL AND MORAL COST ON THE OCCUPATION. |
