Mission

CAPI USA's mission is to guide refugees and immigrants on the journey toward self-determination and social equality. CAPI USA annually serves and advocates for more than 3,500 immigrants, refugees and people of color living in the Twin Cities area. Programming is offered at CAPI USAs East Lake Street headquarters and three branch sites including Sabathani Community Center in South Minneapolis, NorthPoint Health and Wellness Center in North Minneapolis and the Hennepin County Northwest Service Hub in Brooklyn Center. CAPI Administer programming in four core areas including:Food and Nutirtion, Workforce Development, Health and Human Services and Civic Engagement and Community Development.

Part X : FIN48 Footnote

CAPI USA has a tax-exempt status under Section 501(c)(3) of the Internal Revenue Code and has adopted Accounting for Uncertainty in Income Taxes, ASC 740-10. The Organization's policy is to evaluate uncertain tax positions, at least annually, for the potential for income tax exposure from unrelated business income or from loss of nonprofit status. The Organization continues to operate consistent with its original exemption application and each year takes the necessary actions to maintain its exempt status. It has been classified as an organization that is not a private foundation under the Internal Revenue Code and charitable contributions by donors are tax deductible.

Minnesota Family Investment Program (MFIP) employment services funded through the Hennepin Countystrives to guide families toward employment while focusing on families. CAPI remains a unique provider of MFIP employment services served over 368 clients.Case files management for this year was 94%, which is above the standard set by the county. CAPI has increased its UE termination rate from 23% in 2012 to 29% in 2013, with average UE Term wages of approximately $10.50 per hour. Average WorkForce Participation Rate was 31%. B. The Refugee Employment Services (RES) funded through the Resettlement Program Office, provided training, placement and retention to new arrived refugees. In 2013 the program enrolled 137 Karen refugees and provided 104 unsubsized placement, with average wage of $8.19, overall exceeding the program goals.C. Career Pathways: The program launched in October of 2013, funded through DEED. Conducted outreach to more than 60 individuals regarding our Career Pathways program and met one-on-one with 35 individuals to create a long-term career plan. Some of the outreach locations including Adult Basic Education in Osseo located in the Brooklyn Center, Hubbs Center in St. Paul, and the Brookdale Library. Also providing job-readiness classes at the Brookdale Library. The agency secured One Philips VISTA Sectoral Employment and two Minnesota Opportunity Corps members iin2013 in the workforce Program. D. Civic Engagement/Community Development1) Civic Engagement: CAPI helped over 280 voters register or pledge their vote this fall. Over 170 phone conversations were held, outreach was conducted at various community events, and CAPI provided rides and translation services on the day of the event. CAPI made a special effort to educate Minneapolis voters on Ranked-Choice voting. CAPI also began participating in the Blue Line Coalition with other community-based organizations. The METRO Blue Line extension (Bottineau Transitway) will bring light rail transit (LRT) to the northwest area of the Twin Cities. The goal of this coalition is to advance racial and socio-economic equity for communities bordering the Blue Line. 2) Brooklyns project: CAPI held several Southeast Asian focus groups and one-on-one interviews to learn more about the assets and needs of immigrants living in Brooklyn Park and Brooklyn Center. Many participants noted the lack of culturally-accessible services in that area. The U of M Center for Urban & Regional Affairs completed a report on the economic and community status of Southeast Asians in Brooklyn Park and Brooklyn Center. CAPI will use this, and additional focus group information, to develop strategies for working with these communities for 2013 and 2014. 3) Financial Literacy Training: CAPI provided basic financial literacy training to 104 refugees and immigrants by the end of July 2013 including 42 Karen, 40 Hmong, 12 Somali and 10 Burmese. The funding was supported by Thrivent Financials. ""B. Food and Nutrition Services:CAPI Food Shelf maintained an increased levels of service to our SE Asian in response to the high need and provided a total of 284,200 pounds of food to 442 families. Majority of CAPI food shelf participants live in North Minneapolis, Brooklyn Park and Brooklyn Center. Apart from serving new families, results of the Hunger Free and Design for Good evaluation projects were shared with stakeholders, including United Way. Internally, the agency will begin exploring innovative ways to expand food shelf activities. In the short-term, this includes exploring mobile delivery options and finding a temporary distribution site in Northwest Hennepin County. Long-term Food Shelf planning will entail internal discussions about a permanent space to relocate the food shelf. 2) Community Garden Project: Community gardening program managed 9 community gardens in the north Minneapolis area that supports approximately 100 immigrant gardeners. Food and Nutrition Services:CAPI Food Shelf maintained an increased levels of service to our SE Asian in response to the high need and provided a total of 284,200 pounds of food to 442 families. Majority of CAPI food shelf participants live in North Minneapolis, Brooklyn Park and Brooklyn Center. Apart from serving new families, results of the Hunger Free and Design for Good evaluation projects were shared with stakeholders, including United Way. Internally, the agency will begin exploring innovative ways to expand food shelf activities. In the short-term, this includes exploring mobile delivery options and finding a temporary distribution site in Northwest Hennepin County. Long-term Food Shelf planning will entail internal discussions about a permanent space to relocate the food shelf. 2) Community Garden Project: Community gardening program managed 9 community gardens in the north Minneapolis area that supports approximately 100 immigrant gardeners. These gardens provide healthy food, physical exercise, and an opportunity for community engagement. Each of the gardens also donated fresh produce to CAPIs food shelf. In addition, CAPI has referred an additional 70 gardeners to plots sponsored by other organizations. Two master gardeners provided Food Preservation Education including canning and freezing to CAPIs garden participants. The program administered a mini farmers market at Glendale Townhomes. CAPI also outreached to eight minority-owned corner/convenience stores in Minneapolis to sell and promote fresh produce in their stores with the support of Minneapolis Health Living Project-Minneapolis Healthy Corner Store Project.

Health and Human Services: EHDI CAPI's Eliminating Health Disparity Initiative resulted 874 individuals receiving at least one vaccination, Of these individuals, CAPI ensured that 95 individuals received all of their required vaccinations (fully immunized). Along with this the program also provided other services such as Transportation, Interpretation, and referral. The program successfully enrolled 224 individuals for insurance (through MNSure), connected 81 individuals with a primary care provider and checked the MIIC records of 342 individuals to ensure they were up-to-date with immunizations. MNSure Navigation ServicesCAPI collaborates with Portico Health to conduct MN Sure outreach and enrollment activities with uninsured immigrants in 2013. In October 2013, five CAPI staffs were certified as MNSure Navigators, including two additional health advocates that were hired to serve Karen and Somali-speaking communities. In total, CAPI has five certified navigators with language capacity to serve Vietnamese, Hmong, Karen, Somali and English speaking communities. CAPI also subcontracts with LACM to provide navigation services to Lao community members. In total, six CAPI Navigators provide MNSure outreach and enrollment assistance to five different ethnic communities (Hmong, Lao, Karen, Vietnamese, and Somali communities) as well as the general population (including Caucasian and African American communities). B.Refugee Social Services: CAPIs Refugee Social Services (RSS) Program provided resources to enhance the integration and resettlement success, as new Americans, to our clients who participate. In 2013, CAPI enrolled 38 new Karen refugees, and achieved 38 outcomes including 24 independent functioning, 6 immigrantion outcomes, and 8 sesondary migration. Majority of clients were being helped in independent functioning, immigration and some of the clients received assistance with public housing. C. Hmong Caregiver Services: CAPIs Caregiver Program provided direct services to 136 caregivers, which indirectly supported 136 Hmong elders. This resulted in the program reaching 272 Hmong caregivers and elders in 2013. The program provided on-going coaching, access assistance and support services to caregiver to empower and navigate resources.
