Mission and Program Overview

Mission

CAPI USA's mission is to guide refugees and immigrants in the journey toward self-determination and social equality. CAPI USA annually serves and advocates for more than 3,500 immigrants, refugees and people of color living in the Twin Cities area. Programming is offered at CAPI USAs East Lake Street headquarters and three branch sites including Sabathani Community Center in South Minneapolis, NorthPoint Health and Wellness Center in North Minneapolis and the Hennepin County Northwest Service Hub in Brooklyn Center. CAPI Administer programming in four core areas including:Food and Nutirtion, Workforce Development, Health and Human Services and Civic Engagement and Community Development.

Governance Explanations

Form 990, Part VI, Section A, Line 1A

The executive committee of capi shall be composed of the president, vice president, secretary, and treasurer. The executive committee shall have the authority to act for the board of directors in the intervals between board meetings and to perform such other duties as may be prescribed by the by-laws or delegated to it by the board of directors. It shall at all times be subject to the control and direction of the board of directors.

Form 990, Part VI, Section B, Line 11B

Capi's independent auditing firm presents the agencys form 990 to capi's full board of directors at a regularly scheduled board meeting. Board members are able to ask clarifying questions. Following presentation and questions, if all matters are resolved, the board (by vote) makes a motion to accept and file the form 990 with the irs.

All board and key staff sign a conflict of interest policy annually disclosing any potential conflicts of interest. The board of directors conducts an annual review of its policy.

The capi excom-board committee review and conduct performce review process for the ceo, comparable overall performce and market rate and agecny compensation philosophy. The executive director and all capi personnel participate in performance reviews with their supervisors. The executive directors performance review is conducted by members of the executive committee. Compensation recommendations take into consideration compensation offered at comparable non-profits.

House stability program: in 2021 we greatly expanded our capacity by hiring a housing stability coordinator, focus on advocacy and developing partnership within the housing space brought on more staff to work with for those who are unhoused or in danger of becoming unhoused (housing instability is often "invisible" in the aapi community). Capi piloted, grow mental health program, to support aapi on post covid impact, health and safety porject, ncoa tittle iii b, and sapa refugee settlement program.

Financial Statement Notes

PART X, LINE 2:

The organization has received notification that it qualifies as a tax-exempt organization under section 501(c)(3) of the u.s. Internal revenue code and corresponding provisions of state law and, accordingly, is not subject to federal or state income taxes. However, unrelated business income may be subject to taxation. Accounting standards require the organization to evaluate positions taken by the organization and recognize a tax liability (or asset) if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by applicable tax authorities. Management has analyzed tax positions taken by the organization, and has concluded that as of december 31, 2021 and 2020, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The organization's tax returns are subject to review and examination by federal and state authorities. The organization is not currently under examination by any taxing jurisdiction.
