Mission and Program Overview

Mission

West central mn communities action, inc. (wcmca) is a resource agency dedicated to reducing the effects of poverty and helping people to achieve self-sufficiency and improving the quality of rural life. Primarily this is done through early childhood (head start), housing and homeownership opportunities. Wcmca provides energy assistance to low income households and undertakes repairs to make homes more energy efficient. Wcmca helps families save to purchase assets (ida) and builds and repairs homes for low and moderate income families. Emergency services are available for the homeless and other troubled households and provides volunteer opportunities for seniors (rsvp). Wcmca is also the grantee for minnesota's statewide faim (ida) program. Wcmca contracts with various community action agencies, and indian reservations to ensure that minnesota's households have the opportunity to purchase assets.

To reduce effects of poverty, help people achieve self-sufficiency, improve quality of rural life.

Governance Explanations

Form 990, Part VI, Section A, Line 7A

The composition of the board of directors consists of three sectors, specifically public official sector, low income sector, and private sector. Each county in the area served shall have equal representation, however no county may have more than one representative in each sector. One third of the board shall be elected public officials, currently holding office, or their representatives, unless the number of such officials reasonably available or willing to serve is less than one third of the membership (at which point the unfilled seats will remain vacant). Directors from this sector shall be selected by the county board of commissioners. One third of the directors shall consist of representatives for low income residents. Each county in the area served shall have equal representation. Notice of elections shall be posted in the newspapers in circulation within the designated vacancy area. Eligible voters are those who have received assistance or service from wcmca during the past year and are eighteen years of age or older, or low income residents who can provide proof of residency and sign a low income declaration. One third of the directors shall consist of officials, members or representatives of business, a member from the head start policy council, private social groups, industry, labor, religious organizations, private educational institutions, chambers of commerce, lending institutions, farm organizations, cooperatives, non-profit organizations, employment organizations, significant minority groups, and other major private groups. Organizations selected for representation shall have one person appointed to be reviewed by a committee of the board and considered for membership at the next regularly scheduled meeting of the board.

The 990 is initially reviewed by management, then presented to the finance committee of the board of directors prior to submission. The finance committee reviews the 990 and makes a recommendation to the board for approval.

Annual conflict of interest training is provided to board and staff at which time conflict of interest forms are filled out regardless of whether there is a conflict. Any employee or board member that identifies a conflict of interest is not included in any process when selecting a vendor for services, etc.

The compensation system is reviewed and updated at a minimum every 3 years. Market research is completed at the time of review with similar jobs in the region, using the community action salaries and job descriptions, the mn council of non-profit salary survey, grant county employees, and the deed website. These surveys are used in comparison to like positions within wcmca. The compensation system is then reviewed and approved by the board of directors.

WE BELIEVE PARENTS ARE THE PRIMARY NURTURERS, EDUCATORS, AND ADVOCATES FOR THEIR CHILDREN. THIS FAMILY CENTERED APPROACH WORKS TO PRODUCE HIGH QUALITY EARLY CHILDHOOD SERVICES. AREAS OF SERVICE INCLUDE: HEALTH, NUTRITION, SOCIAL SERVICE, PARENT INVOLVEMENT AND EDUCATION. PROGRAM SERVICES ARE PROVIDED THROUGH CENTER BASED (CLASSROOM) AND HOME-BASED (HOME-VISIT) APPROACHES. WE IMPLEMENT EVIDENCE BASED RESEARCH THAT SUPPORTS PARENT ENGAGEMENT ACTIVITIES THAT MAKE A DIFFERENCE IN FAMILIES' LIVES AND IN CHILDREN'S LEARNING OUTCOMES. THE STAFF OF OUR HEAD START PROGRAM ARE IMPLEMENTING EVIDENCE BASED RESEARCH STRATEGIES IN THE CLASSROOM AND DURING HOME VISITS TO PROMOTE POSITIVE, SUSTAINED CHILD OUTCOMES. WE ARE ESPECIALLY PROUD OF THE POSITIVE CHILD OUTCOMES IN LITERACY AND LANGUAGE DEVELOPMENT. THIS HAS BEEN ACHIEVED BY PROVIDING YOUNG CHILDREN THE LANGUAGE-RICH, STIMULATING ENVIRONMENTS THEY NEED TO DEVELOP STRONG VOCABULARIES. COMMUNITY RESOURCES ARE MATCHED WITH PARENT/FAMILY NEEDS TO ACHIEVE GOALS TOWARD SELF-SUFFICIENCY. AN ADDITIONAL UNIQUE PART OF HEAD START IS THE POLICY COUNCIL AND PARENT COMMITTEES. POLICY COUNCIL MEMBERS OVERSEE THE DELIVERY OF THE PROGRAM SERVICES TO CHILDREN AND FAMILIES. POLICY COUNCIL IS COMPRISED OF PARENT REPRESENTATIVES FROM EACH OF THE 14 CENTERS THAT WCMCA OPERATES AND COMMUNITY REPRESENTATIVES. THE PARENTS AT EACH CENTER ELECT THE REPRESENTATIVES AND THE COMMUNITY REPRESENTATIVES SUBMIT LETTERS OF INTEREST. POLICY COUNCIL APPROVES THE COMMUNITY REPRESENTATIVES. THROUGH POLICY COUNCIL, PARENTS AND COMMUNITY REPRESENTATIVES SHARE ACTIVELY IN MAKING DECISIONS ABOUT THE PROGRAM. LOCAL PARENT COMMITTEES PROVIDE EACH PARENT OF AN ENROLLED CHILD WITH THE OPPORTUNITY TO ASSIST IN THE DEVELOPMENT OF ACTIVITIES THAT SUPPORT THE EDUCATION AND HEALTH DEVELOPMENT OF THEIR CHILDREN. (WCMCA) IS A RESOURCE AGENCY DEDICATED TO REDUCING THE EFFECTS OF POVERTY AND HELPING PEOPLE TO ACHIEVE SELF-SUFFICIENCY AND IMPROVING THE QUALITY OF RURAL LIFE. PRIMARILY THIS IS DONE THROUGH EARLY CHILDHOOD (HEAD START), HOUSING AND HOMEOWNERSHIP OPPORTUNITIES. WCMCA PROVIDES ENERGY ASSISTANCE TO LOW INCOME HOUSEHOLDS AND UNDERTAKES REPAIRS TO MAKE HOMES MORE ENERGY EFFICIENT. WCMCA HELPS FAMILIES SAVE TO PURCHASE ASSETS (IDA) AND BUILDS AND REPAIRS HOMES FOR LOW AND MODERATE INCOME FAMILIES. EMERGENCY SERVICES ARE AVAILABLE FOR THE HOMELESS AND OTHER TROUBLED HOUSEHOLDS AND PROVIDES VOLUNTEER OPPORTUNITIES FOR SENIORS (RSVP). WCMCA IS ALSO THE GRANTEE FOR MINNESOTA'S STATEWIDE FAIM (IDA) PROGRAM. WCMCA CONTRACTS WITH VARIOUS COMMUNITY ACTION AGENCIES, AND INDIAN RESERVATIONS TO ENSURE THAT MINNESOTA'S HOUSEHOLDS HAVE THE OPPORTUNITY TO PURCHASE ASSETS.

THESE PROGRAMS HELP HOUSEHOLDS WITH LOWER INCOMES CUT THEIR HEATING COSTS AND IMPROVES THE COMFORT LEVEL OF THEIR HOMES BY MAKING ENERGY SAVING HOME IMPROVEMENTS. SOME OF THESE IMPROVEMENTS INCLUDE: INSULATION, CAULKING, AND WEATHER-STRIPPING. TO BE ELIGIBLE, HOUSEHOLDS MUST HAVE INCOMES THAT ARE AT OR BELOW 200% OF POVERTY. THESE PROGRAMS HAVE A PRIORITY SYSTEM TO TARGET THE NEEDIEST. THE PRIORITY SYSTEM CONSISTS OF: HOUSEHOLDS OF ELDERLY, HIGH CONSUMERS, DISABLED INDIVIDUALS, AND FAMILIES WITH CHILDREN. SOME OF THESE PROGRAMS ARE AVAILABLE TO HOMEOWNERS AS WELL AS RENTERS. WCMCA STAFF COMPLETE AN ENERGY AUDIT OF THE HOME TO DETERMINE THE IMPROVEMENTS ALLOWED. THIS IS ACCOMPLISHED THROUGH THE USE OF WEATHERIZATION COMPUTER SOFTWARE. LOCAL CONTRACTORS ARE THEN HIRED TO MAKE IMPROVEMENTS. THE AVERAGE WEATHERIZATION COST PER HOME IS $6,500. ENERGY RELATED REPAIRS PROVIDE HEATING RELATED REPAIRS FOR EMERGENCIES. ACTUAL HEATING COSTS FROM THE PREVIOUS HEATING SEASON AND HOUSEHOLD INCOME DETERMINE THE AMOUNT OF ASSISTANCE THAT IS RECEIVED. ALL PAYMENTS FOR PRIMARY HEAT ($3,191,194) AND CRISIS ($1,496,060) ARE GENERATED FROM THE STATE OF MN THROUGH THE E-HEAT SYSTEM, ENERGY RELATED REPAIRS PAYMENTS ARE GENERATED IN-HOUSE. HOUSEHOLDS SERVED WITH PRIMARY ASSISTANCE: 5,466, CRISIS ASSISTANCE: 2,533, AND ENERGY RELATED REPAIRS: 281. ADDITIONALLY, FUNDS ARE PROVIDED BY COMPANIES AND DONATIONS FROM INDIVIDUALS TO PROVIDE CRISIS PAYMENTS ON BEHALF OF THE CLIENTS: 88.

WCMCA IS CURRENTLY OPERATING TWO FAIM PROGRAMS, THE TANF PROGRAM WILL ENROLL 74 PARTICIPANTS AND THE FAIM IV PROGRAM WILL ENROLL 321 PARTICIPANTS. THE PARTICIPANTS WILL PLACE MONTHLY SAVINGS UP TO $40 INTO BREMER BANK, WHICH WILL BE MATCHED AT A 3 TO 1 RATE. TO BE ELIGIBLE FOR THE PROGRAM, PARTICIPANTS MUST BE AT OR BELOW 200% OF THE FEDERAL POVERTY GUIDELINES, HAVE ASSETS OF LESS THAN $10,000 (THIS EXCLUDES A RESIDENCE), AND ONE VEHICLE PER HOUSEHOLD. PARTICIPANTS MUST COMPLETE FINANCIAL MANAGEMENT CLASSES, AS WELL AS ASSET-SPECIFIC TRAINING. THE US DEPARTMENT OF HEALTH AND HUMAN SERVICES, MN DEPARTMENT OF HUMAN SERVICES, PARTICIPATING ORGANIZATIONS, OTTO BREMER FOUNDATION, INVER HILLS COMMUNITY COLLEGE AND THE GREATER TWIN CITIES UNITED WAY PROVIDE FUNDING FOR THE FAIM PROGRAM. TOTAL PARTICIPANTS ENROLLED: 622. OF THE TOTAL PARTICIPANTS ENROLLED, 462 ARE ACTIVELY SAVING, AND 107 HAVE ACHIEVED THEIR ASSET. WCMCA OPERATES VARIOUS OTHER PROGRAMS TO SERVE THE LOW-INCOME, WHICH ENABLES THEM TO BECOME INDEPENDENT AND ACHIEVE THEIR GOALS TOWARDS LIVING A LIFE OUT OF POVERTY.
