Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is prepared by positive alternatives' outside auditors with input and review by staff. The board's finance committee reviews the draft form and requires changes, if any, and recommends approval by the board. The board reviews the draft form recommended for approval by the finance committee, requires changes, if any, and approves the final form. The board president signs the form after approval by the board.

Form 990, Part VI, Section B, Line 12C

Each board and management staff member must annually complete a comprehensive conflict of interest disclosure statement. In addition, should a new actual or potential conflict occur the board or management staff member must immediately complete a disclosure statement. Each disclosure statement is submitted to the executive director or board president. Each disclosure statement is promptly reviewed by the board at large. Materiality of any identified actual or potential conflict is considered. If determined to be a conflict of interest and immaterial the conflict is recognized and authorized. For instance a local police officer board member may provide police services to a group home. If material the party is prohibited from acting on any matter related to the conflict relationship.

Form 990, Part VI, Section B, Line 15

The board's personnel committee annually reviews the performance and compensation of all program directors, chief financial officer, associate executive director, and executive director. Their review includes an informal survey of compensation of organizations of similar size, complexity, and geographic location. After the reviews the committee then recommends any compensation change to the full board. Any pay or benefit change is then reviewed, potentially revised and approved by the board whose actions are included in the minutes of that meeting, compensation is changed effective with the first payroll of the year. This process was most recently undertaken in 2017. Board members serve without compensation.

The board advised by its finance committee selects the outside auditors. Staff is responsible for compilation and preparation of the financial statements and schedules prior to the outside audit. The finance committee and the board reviews the audited financial statements prior to release to the public.

Financial Statement Notes

PART X, LINE 2:

The organization is a not-for-profit organization exempt from paying income tax under section 501(c)(3) of the internal revenue code. The tax-exempt status is based upon the stated purpose of the operations and supporting evidence presented to the internal revenue service with the application for tax-exempt status. Such status is subject to reevaluation should there be changes in operations, character, or purpose of the organization. The organization is also exempt from wisconsin franchise or income taxes. The organization follows asc topic 740-10, accounting for uncertainty in income taxes. Asc topic 740-10 requires entities to determine whether it is more likely than not that a tax position will be sustained upon examination of the technical merits of the position, assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. The organization recorded no liabilities for uncertain tax positions or unrecognized tax benefits during the year ended december 31, 2017 and 2016.

INTERVENTION SERVICES PROVIDES IN-HOME, SCHOOL AND COMMUNITY SERVICES TO PROVIDE YOUTH WITH TOOLS TO AVOID FURTHER TROUBLE AND OUT OF HOME PLACEMENTS. SERVICES ARE PROVIDED THROUGH THE PROGRAM'S DAY SUPERVISION (60 CLIENTS IN 2017), POSITIVE ALTERNATIVES SUPPORT SERVICES OR PASS (66 CLIENTS SERVED), AND SUPERVISED VISITATION (COUNT INCLUDED WITH PASS).

COMMUNITY STREET OUTREACH PROGRAMS TOUCHED 8,134 YOUTH AND 575 ADULTS THROUGH SCHOOL PRESENTATIONS AND OTHER COMMUNITY EVENTS. SANDCASTLES DIVORCE PROGRAMS REACHED 63 PARENTS AND 54 YOUTH.
