IRS990/Desc0Following the State of Californias sweeping legislative policy shifts that forced nonprofits to align to a new drug-allowed work-optional approach or lose critical funding, Solutions for Change (SFC) continued its principled centered promise of operating its accountability based and drug free programs. As a result, in 2018 Solutions for Change was featured in the national news for being one of the few nonprofit organizations in the country to voluntarily give up all of its federal and state annual programmatic funding (totaling $2.2 million dollars as of 12-31-2018). In 2016 the California State Governor signed SB 1380 into law officially making California a Housing First state. This law requires that all state funding for homeless programs incorporate low barrier strategies into their programs. Implementation of this law began in earnest in 2018.From its two-decade long experience of designing and running homeless programs for families SFC believes that Housing First is a one-size-fits all approach that penalizes programs that require sobriety, accountability and workforce training. It biases funding and programming away from vulnerable families and children experiencing homelessness and employs expensive and complex systems to triage and manage the homeless. While purporting to be evidenced based, Housing First believes that any comprehensive programming that requires accountability for behaviors, such as abstinence from heroin and methamphetamines are ineffective in solving homelessness. It also denies the connection of poverty and addiction with homelessness. As evidence shows, addiction and homelessness are inextricably linked. Without critical services that address the root causes of homelessness families become trapped in deep poverty dependent state.Despite giving up all of its federal and state operating funds SFC was able to uphold its promise to local public/private stakeholders, including the five Mayors who jointly signed a regional declaration supporting the model. SFC completed the last leg of a regional, eight-year expansion effort, quadrupling the number (600) of parents and their kids served in its empowerment based programs. As a result, of its unwavering integrity SFC was recognized by newly appointed federal poverty and welfare reform leaders as a potential new model for the nation in reducing and ending dependency. Plans are underway for a public/private demonstration effort for 2019.
