I. Mission of The Electric Infrastructure Security Council, Inc. The mission of The Electric Infrastructure Security Council, Inc. (the "EIS Council") is to provide educational programming and host international initiatives to coordinate infrastructure protection against electromagnetic threats, in partnership with government representatives and nongovernmental organizations ("NGOs"), working both,A. to consider and address the risks posed to critical electrical infrastructure from natural sources, such as severe solar flares (which can cause massive geomagnetic storms), as well as man-made sources, such as an attack by an enemy state with a weapon that delivers a high altitude electromagnetic pulse "HEMP"), and B. to stimulate international coordination and cooperation in infrastructure protection.

THE EIS COUNCIL CURRENTLY HOLDS THE FCC CERTIFICATION FOR THE BNET RADIO, A COMPONENT OF THE BSX ARCHITECTURE, TO OPERATE ON A LIMITED SET OF FREQUENCIES IN THE USA. NINE FCC APPROVED EMP PROTECTED BNET RADIOS HAVE BEEN INSTALLED AT DOMINION ENERGY AND ARE CURRENTLY FULLY OPERATIONAL AND ROUTINELY TESTED AS PART OF THEIR BLACK-START PLAN. THE EIS COUNCIL IS CURRENTLY WORKING TO EXPAND THE FCC APPROVED OPERATIONAL FREQUENCIES FOR THE BNET RADIO, ALL HARDWARE TESTING HAS BEEN COMPLETED TO DATE (CONTINUED ON SCHEDULE O) AND THE EIS COUNCIL IS WORKING WITH THE MANUFACTURER OF THE BNET TO GATHER FINAL DOCUMENTATION REQUIRED FOR CERTIFICATION. ANOTHER COMPONENT OF THE BSX ARCHITECTURE IS THE ESWEB (ENERGY SECTOR WEB), THE CREATION OF A HIGH-SPEED EMP PROTECTED FIBER OPTIC NETWORK OWNED AND OPERATED BY THE ELECTRIC UTILITIES THAT PROVIDES HIGH-SPEED VOICE AND DATA COMMUNICATIONS BETWEEN UTILITIES, AND EVENTUALLY OTHER CRITICAL INFRASTRUCTURE AND GOVERNMENT AGENCIES, DURING A TOTAL BLACKOUT. THE EIS COUNCIL HAS MOVED FROM THE INITIAL PILOT TEST WITH ITS FIRST THREE PARTNERS: DOMINION VIRGINIA ENERGY, EXELON AND PJM AND IS WORKING TO CREATE A MORE PERMANENT SOLUTION.
