I. Mission of The Electric Infrastructure Security Council, Inc. The mission of The Electric Infrastructure Security Council, Inc. EIS HELD A MEETING FOR THE ELECTRIC SUBSECTOR IN FEBRUARY 2020 THAT FOCUSED ON ELECTROMAGNETIC PULSE (EMP). EMP IS A STRONG BURST OF ELECTROMAGNETIC RADIATION CAUSED BY A NUCLEAR EXPLOSION, ENERGY WEAPON, OR BY NATURAL PHENOMENON, THAT MAY COUPLE WITH ELECTRICAL OR ELECTRONIC SYSTEMS TO PRODUCE DAMAGING CURRENT AND VOLTAGE SURGES. [ACCORDING TO THE U.S. CONGRESSIONAL COMMISSION TO ASSESS THE THREAT TO THE UNITED STATES FROM EMP ATTACK, "EMP IS ONE OF A SMALL NUMBER OF THREATS THAT CAN HOLD OUR SOCIETY AT RISK OF CATASTROPHIC CONSEQUENCES. EMP WILL COVER THE WIDE GEOGRAPHIC REGION WITHIN LINE OF SIGHT TO THE NUCLEAR WEAPON. IT HAS THE CAPABILITY TO PRODUCE SIGNIFICANT DAMAGE TO CRITICAL INFRASTRUCTURES AND THUS TO THE VERY FABRIC OF US SOCIETY, AS WELL AS TO THE ABILITY OF THE UNITED STATES AND WESTERN NATIONS TO PROJECT INFLUENCE ANDPOWER."] SEVERAL KEY PLAYERS FROM THE GOVERNMENT, UTILITIES, CORPORATE, AND ACADEMIC SECTORS AND VENDORS WERE INVOLVED.2. EIS DEVELOPED THE FIRST ITERATION OF A NEW EMERGENCY POWER INITIATIVE. THIS INITIATIVE IS DESIGNED TO ENABLE ORGANIZATIONS TO ENHANCE THEIR EMERGENCY POWER INSTALLATIONS FOR EITHER CONVENTIONAL DISASTERS OR BLACK SKY SITUATIONS. BLACK SKY SITUATIONS ARE CATASTROPHIC EVENTS THAT SEVERELY DISRUPT THE NORMAL FUNCTIONING OF CRITICAL INFRASTRUCTURES IN MULTIPLE REGIONS FOR LONG DURATIONS. THE INITIATIVE WILL HELP ALL ORGANIZATIONS IMPROVE THE SECURITY, RELIABILITY, AND BLACK SKY COMPATIBILITY OF THEIR EMERGENCY POWER INSTALLATIONS. THE INITIATIVE WON AND COMPLETED THE COMMONWEALTH OF KENTUCKY'S ENERGY ASSURANCE TOOLKIT IN MAY 2020.3. IN A BLACK SKY CRISIS, THE SCALE AND COMPLEXITY OF THE DISASTER WILL BE BEYOND UNASSISTED HUMAN RECOVERY DECISION-MAKING. UNDER BSX, EIS: A. DEVELOPED RELATIONSHIP WITH RAFAEL, EIS' PARTNER AND SUPPLIER OF THE BNET FAMILY OF COMMUNICATION PRODUCTS. THE BNET FAMILY IS AN ADVANCED BROADBAND IP MANET (MOBILE AD-HOC NETWORK) SOFTWARE DEFINED RADIO FOR TACTICAL OPERATIONS MADE BY RAFAEL. DEVELOPED A THREE-YEAR TEAMING AGREEMENT BETWEEN EISC AND RAFAEL WHICH GRANTS EIS EXCLUSIVITY ON RAFAEL'S BNET FAMILY OF RADIOS FOR THE CRITICAL INFRASTRUCTURE MARKET IN THE US. D. PLANNED EMERGENCY COMMUNICATION EXERCISES IN ELECTRICITY, WATER, NATURAL GAS, FUEL AND TRANSPORTATION. POSTPONED DUE TO COVID-19. 2.
