I. Mission of The Electric Infrastructure Security Council, Inc. The mission of The Electric Infrastructure Security Council, Inc. (the "EIS Council") is to provide educational programming and host international initiatives to coordinate infrastructure protection against electromagnetic threats, in partnership with government representatives and nongovernmental organizations ("NGOs"), working both,A. to consider and address the risks posed to critical electrical infrastructure from natural sources, such as severe solar flares (which can cause massive geomagnetic storms), as well as man-made sources, such as an attack by an enemy state with a weapon that delivers a high altitude electromagnetic pulse "HEMP"), and B. to stimulate international coordination and cooperation in infrastructure protection.

KEY ACTIVITIES INCLUDED A CONTRACT FOR SERVICES TO THE ISRAELI ELECTRIC CORPORATION AND CONTRACT ACTIVITY FOR US UTILITY COMPANIES. IN RESPONSE TO THE CRITICAL NEED FOR COORDINATED COMMUNICATIONS FOR BLACK SKY EVENTS, EIS WORKED ON DEVELOPMENT OF THE BLACK SKY EMERGENCY COORDINATION AND COMMUNICATION SYSTEM (BSX) AND DEBUTED SIGNIFICANT ELEMENTS OF THE SYSTEM. EIS SUMMIT VIII WAS HELD IN WASHINGTON, DC JULY 24-25, 2017 AND ATTRACTED 3 TIMES THE NUMBER OF PRIOR REGISTRANTS INCLUDING TOP LEVEL OFFICIALS AND EXECUTIVES FROM THE US AND ABROAD REPRESENTING THE GOVERNMENTAL AND PRIVATE SECTORS AS WELL AS ACADEMIA. THE CONFERENCE FOCUSED ON SECURING THE ELECTRIC GRID AND PREPARING FOR A BLACK SKY EVENT INCLUDING: CROSS SECTOR PREPARATION, DEVELOPMENT OF GLOBAL THREATS, TERRORISM, EMP PROTECTION, THE CIVILIAN INFRASTRUCTURE VULNERABILITY TO CYBER ATTACK AND INTERNATIONAL COOPERATION IN PREPARING FOR A BLACK SKY EVENT.
