Mission

ChangeLab Solutions is a nonpartisan, nonprofit organization that uses the tools of law and policy to advance health equity. We partner with communities across the nation to improve health and opportunity by changing harmful laws, policies, and systems. Our interdisciplinary team works with community organization, governments, and local institutions to design and implement equitable and practical policy solutions to complex health challenges.

ChangeLab Solutions works across the nation to advance equitable laws and policies that help make communities healthy places to live for everyone. We prioritize communities whose residents are at highest risk for poor health. We are an interdisciplinary team of lawyers, planners, policy analysts, and more, working with neighborhoods, cities, and states to create thriving communities.

At the annual retreat, all members of the Board of Directors submit and sign new conflict documents. If any issues arise through the year, they are referred to the Board ethics committee.

The personnel committee set goals and reviews the CEO's performance annually and makes recomendations for compensation at the annual retreat. The committee has access to comparibility data on compensation. The CFO salary is determined by the CEO through a compensation review and approved by the board of directors.

ChangeLab Solutions works across the nation to advance equitable laws and policies that help make communities healthy places to live for everyone. We prioritize communities whose residents are at highest risk for poor health. We are an interdisciplinary team of lawyers, planners, policy analysts, and more, working with neighborhoods, cities, and states to create thriving communities. Our solutions address all aspects of a just, vital and thriving community, like food, housing, child care, schools, transportation, public safety, jobs, and the environment. Through our model laws and policies, and "how to" research and resources, we build the capacity of under-resourced and historically marginalized communities to solve systemic problems in their neighborhoods, cities, states and tribes. We accomplish our work through two primary strategies: by creating laws and policies to address the social determinants of health and by building the capacity of communities and the public health workforce to utilize the tools of law and policy to address structural challenges affecting community health. ChangeLab Solutions (formerly Public Health Law & Policy) was incorporated in California in October, 2008 after being a project of the Public Health Institute since 1994. Laws and Policies to Address the Social Determinants of Health: ChangeLab Solutions works to ensure that all aspects of civic life - from food systems to housing, transportation, education, jobs, the economy, and the environment - lead to greater health equity and are designed to improve community health. We provide community leaders and advocates, health professionals, government attorneys, and elected officials with model laws and policies and "how to" resources and technical assistance services on a broad range of issues. Community and Workforce Capacity Building: ChangeLab Solutions works in close partnership in cities, regions and with Indian nations across the country, and we offer free on-line and on-demand training to the entire public health workforce. Our goal is to empower leadership with the tools and resources they need to move from aspiration to action to results. We support some communities and professionals with light touch and on-demand technical assistance over the phone, offer webinars on core subjects open to a broad array of stakeholders, and commit to deep-dive capacity-building opportunities with a handful of neighborhoods, cities, regions and tribal nations throughout the country. We have had the honor of working with advocates and leaders in all 50 states. We work in a range of content areas as described in sections 4a, 4b, 4c, and 4d. One of the key ways we have built the capacity of the public health workforce is through a cooperative agreement with the Centers for Disease Control and Prevention (described in section 4a).

ChangeLab Solutions is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by ChangeLab Solutions in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. ChangeLab Solutions' returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

A few examples of the more than 50 projects completed over the past 5 years include launching the Public Health Law Academy - a free on-line and on-demand training website with nearly a dozen interactive and professionally produced trainings covering the basics of public health law, legal epidemiology, and other hot topics related to public health law and policy; and developing extensive new datasets coding the laws of all 50 states across a variety of issues such as childhood behavioral health, diabetes prevention programs, the prevention of morbidity and mortality associated with opioid use, and return-to-learn protocols after traumatic brain injuries.
