Mission

ChangeLab Solutions is a nonpartisan, nonprofit organization that uses the tools of law and policy to advance health equity. We partner with communities across the nation to improve health and opportunity by changing harmful laws, policies, and systems. Our interdisciplinary team works with community organization, governments, and local institutions to design and implement equitable and practical policy solutions to complex health challenges.

ChangeLab Solutions uses a "health in all policies" strategy to promote improved health outcomes throughout the nation. We hold a vision of renewed social and economic systems, institutions, and environments that maximize health for all, especially for those with the least resources. ChangeLab Solutions was incorporated in California in October, 2008 and is a team of attorneys, policy analysts, urban planners, and professionals in the areas of housing, transportation and economic development dedicated to building healthy communities nationwide. At ChangeLab Solutions, we believe achieving the common good means everyone has nourishing food; safe places to live and play; plenty of opportunities to bike, walk, or take transit; fresh water, and; clean air indoors and out.

At the annual retreat, all members of the Board of Directors submit and sign new conflict documents. If any issues arise through the year, they are referred to the Board ethics committee.

The personnel committee set goals and reviews the CEO's performance annually and makes recomendations for compensation at the annual retreat. The committee has access to comparibility data on compensation. The CFO salary is determined by the CEO through a compensation review.

ChangeLab Solutions is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by ChangeLab Solutions in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. ChangeLab Solutions' returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

But many low-income children and families - those at the greatest risk for obesity-related diseases like diabetes and heart disease - face major challenges to accessing healthy foods in their neighborhoods. Community leaders can pursue a range of strategies to create a healthier, more sustainable food system and to make it easier for residents to access healthy foods, which will help families eat better. There are many ways to increase access to healthy foods in a community. Developing new grocery stores and cooperatives, creating farmers' markets, and improving the quality of foods sold at convenience stores are all ways to increase a community's access to healthy foods. In addition, ChangeLab Solutions helps consumers make informed choices about the food they eat and buy for their families, and helps ensure federal, state, and local governments make healthy food available in a variety of settings, including schools, health care facilities, jails, children's and senior programs, and more. By adopting ChangeLab Solutions' models of healthy "procurement or purchasing practices, they can provide healthier food to community members and make a positive impact on community health. If their purchasing volume is large enough, they may also be able to generate greater demand for healthier products, influencing the types of foods available more broadly.

By age 11, children are one-third less active than they were at age 9. Meanwhile, the number of teenagers who are overweight has tripled since 1980. The result? They are destined to live a shorter lifespan than previous generations - a devastating precedent never before imagined. Solutions include quality physical education in schools, parks, and other safe places to play near where people live, "eyes of the street" keeping watch on the kids when they are playing in the neighborhood, and schoolyards that are open after hours with safe ways for children to get to and from them. But it's not just children that need their communities to support active lifestyles. Adults from all communities also need safe places to walk, bike, and be physically active, and opportunities to take transit, bike, or walk to work. With these in place, children will want to get outside to be active, and parents will more likely let them. IRS990/ProgSrvcAccomActy3Grp/Desc0Public Health Capacity Building: ChangeLab Solutions has a cooperative agreement with the Centers for Disease Control and Prevention to build the capacity of the public health workforce to use the tools of law and policy to improve population health. Each year, a new variety of projects are completed for various centers, institutes and offices throughout the federal agency. Much of the work is done in-house, and we use a wide variety of sub-grantees (mostly academic institutions) to provide subject matter expertise on various projects, too. We are developing extensive new datasets coding the laws of all 50-states across a variety of issues to develop the new field of "legal epidemiology". In addition, we are developing and managing an on-demand interactive website replete with public health law training programs which provide free continuing education units in most public health professional categories.

As health care costs overwhelm both public financing and private businesses, ChangeLab Solutions retools public infrastructure to promote health, prevent disease, and save money. We support strategies that reduce the costs of caring for disease, enhance students' academic achievement, and generate greater workforce productivity, building economic output nationwide.Tobacco-Free Living: ChangeLab Solutions' tobacco control attorneys provide advocates, health professionals, government attorneys, and elected officials with high-quality products and technical assistance services on tobacco control policies. Our staff offers tailored support throughout the process of law and policy development, including providing research on specific legal issues and analyzing draft ordinances and policies. Thanks to ongoing funding from the California Department of Public Health, many of those services are provided at no cost to California communities. ChangeLab Solutions has worked on tobacco control policy for more than 15 years. In fact, our model tobacco control policies and laws helped change the public acceptance of smoking in California. Healthy Housing: With funding by the MacArthur Foundation and The Kresge Foundation, ChangeLab Solutions has created the BLOCK project (Building Lasting Opportunity for Community Knowledge and Health). The goals of the project are: 1) to engage an interdisciplinary cohort of practitioners working at the intersection of health and housing to strengthen cross-sector networks and identify the next generation of tools for collaborative action on affordable housing; and 2) to build the capacity of local practitioners and advocates to effectively protect, and expand, quality, affordable housing in their communities. Through this work we are developing deeper understanding about how to incorporate healthy housing policies across a spectrum of needs being met by health agencies, housing agencies, and anchor institutions like hospitals and universities which have the power to help drive local economic development. This work moves seamlessly between healthy indoor housing (lead and model code enforcement and abatement, smokefree housing, and Prospective Rental Inspection laws), and the broader community-wide contexts that affect the availability, affordability and location of quality housing.
