The organization's primary mission is to develop produce, promote, and maintain affordable housing to low and moderate income persons in urban, suburban, and rural areas of dauphin county, cumberland, and perry counties, and to foster supportive services designed to enhance the client's self-sufficiency and the organization's affordable housing efforts.

The organization creates, facilitates, provides for, and administers housing programs for low-to-moderate income families and individuals within cumberland, dauphin, and perry counties.
