Mission

The mission of the lancaster county conservancy is "providing wild and forested lands and clean waterways for our community. Forever". The charitable purposes of the lancaster county conservancy include preservation of natural lands, ecosystems, landscapes and waterways for future generations. Conservancy preserves are open to the public 365 days a year, sun up to sun down. Our work results in protection of critical wildlife corridors, recreation lands, water resources, and preserves mature forests that clean our air and water. We work with national, regional and local partners to protect the special places within lancaster county and along its streams and rivers. This effort also takes us into york, chester and dauphin counties with a focus on land, water and community.

Financial Statement Notes

PART II, LINE 9:

The conservancy holds conservation easements on various properties in lancaster county that are designed to prohibit the development or alteration of the property in any way inconsistent with the easement. Although conservation easements bring significant value to the conservancy's purpose, they have no financial value, other than the direct acquisition costs. For this reason, only direct costs incurred to acquire easements are capitalized, whereas donated conservation easements are not reflected in the financial statements. The conservancy also holds a conservation interest in the form of a lease. The lease is being renewed on a year-to-year basis and payments are expensed as they are paid. The conservancy has the ongoing commitment to ensure the preservation and maintenance of its conservation interests. Although the amounts for land held in fee are shown as unrestricted net assets in the statement of financial position, it is the conservancy's intention to hold them indefinitely. In most cases, the conservancy would need to obtain the permission of the original funder from which the grant or contribution proceeds used to purchase the land held in fee were received before selling a parcel of land. As of december 31, 2024, the conservancy held the following conservation interests: carrying amount acreage land held in fee $61,171,822 7,765 conservation easements held $59,463 944 total $61,231,285 leases,conservation land use 67 total acres held in fee or easements 8,776

PART V, LINE 4:

Endowment funds are used in strict adherence to donor restrictions in futherance of the conservancy's mission and more specifically in land protection and acquisition and land stewardship initiatives and actions.

PART X, LINE 2:

The conservancy is exempt from federal income tax under internal revenue code section 501(c)(3). The conservancy adheres to the provisions of financial accounting standards board (fasb) accounting standards codification (asc) 740, income taxes. Asc 740 establishes rules for recognizing and measuring tax positions taken in an income tax return, including disclosures of uncertain tax positions (utps). Asc 740 mandates that companies evaluate all material income tax positions for periods that remain open under applicable statutes of limitation, as well as positions expected to be taken in future returns. The utp rules then impose a recognition threshold on each tax position. A company can recognize an income tax benefit only if the position has a "more likely than not" (i.e., more than 50 percent) chance of being sustained on the technical merits. For the years ended december 31, 2024 and 2023, the conservancy has taken no material tax positions on its applicable tax filings that do not meet the "more likely than not" threshold. As a result, no amount for utps has been included in the financial statements. Management believes it is no longer subject to income tax examinations for years prior to 2021.

THE CHARITABLE PURPOSES OF THE LANCASTER COUNTY CONSERVANCY INCLUDE PRESERVATION OF NATURAL LANDS, ECOSYSTEMS, LANDSCAPES AND WATERWAYS FOR FUTURE GENERATIONS. CONSERVANCY PRESERVES ARE OPEN TO THE PUBLIC 365 DAYS A YEAR, SUN UP TO SUN DOWN. OUR WORK RESULTS IN PROTECTION OF CRITICAL WILDLIFE CORRIDORS, RECREATION LANDS, WATER RESOURCES, AND PRESERVES MATURE FORESTS THAT CLEAN OUR AIR AND WATER. WE WORK WITH NATIONAL, REGIONAL AND LOCAL PARTNERS TO PROTECT THE SPECIAL PLACES WITHIN LANCASTER COUNTY AND ALONG ITS STREAMS AND RIVERS. THIS EFFORT ALSO TAKES US INTO YORK, CHESTER AND DAUPHIN COUNTIES WITH A FOCUS ON LAND, WATER AND COMMUNITY.

AS WE STRIVE TO FACILITATE THAT ACCESS, WE ALSO WORK TO CARE FOR OUR WOODS AND WETLANDS, MEADOWS AND STREAMS THROUGH ECOLOGICAL RESTORATION PROJECTS.IMPROVED ACCESS AT CLARK NATURE PRESERVETHE CONSERVANCY COMPLETED THE INSTALLATION OF THE NEW UNIVERSALLY ACCESSIBLE LLOYD CLARK TRAIL AT CLARK NATURE PRESERVE. THIS TRAIL WILL PROVIDE OPPORTUNITIES FOR COMMUNITY MEMBERS WITH MOBILITY CONCERNS AND THOSE USING WHEELCHAIRS, WALKERS, STROLLERS, OR OTHER MOBILITY DEVICES TO EXPLORE THE MEADOW AND WOODS. THE LLOYD CLARK TRAIL IS NAMED IN MEMORY OF THE CLARK ASSOCIATES' FOUNDER, LLOYD CLARK, AND IN RECOGNITION OF THE CLARK ASSOCIATES CHARITABLE FOUNDATION'S HISTORIC INVESTMENTS IN THE CONSERVANCY'S LAND PROTECTION AND STEWARDSHIP WORK THROUGH THE PROTECT & RESTORE CAMPAIGN.ADDITIONALLY, THE CONESTOGA TRAIL THROUGH THE PRESERVE WAS REROUTED FROM THE PRESERVE'S STEEPEST SLOPES CHALLENGED BY EROSION TO EXPLORE FURTHER INTO THE REED RUN WATERSHED, PASSING THROUGH A 15-YEAR-OLD REFORESTATION AREA. THE CONSERVANCY INSTALLED STANDARDIZED WAYFINDING SIGNAGE AROUND THE PRESERVE TO HELP VISITORS SAFELY NAVIGATE THIS SCENIC DESTINATION.PARTNERS & FUNDERS: PA RECREATIONAL TRAILS PROGRAM, FEDERAL HIGHWAY ADMINISTRATION, PENNSYLVANIA DCNR BUREAU OF RECREATION AND CONSERVATION, NATIONAL PARK SERVICE, CLARK ASSOCIATES CHARITABLE FOUNDATION, MJHELLER LLC, C.S. DAVIDSON, INC., KINSLEY CONSTRUCTION, PENN TRAILS, KEYSTONE TRAILS ASSOCIATION, LANCASTER HIKING CLUB NEW TRAILS IN YORK COUNTYTHE CONSERVANCY OPENED NEARLY 14 MILES OF ADDITIONAL TRAILS AT WIZARD RANCH AND ROBERT A. KINSLEY NATURE PRESERVES IN YORK COUNTY. THE NEW TRAILS AT WIZARD RANCH TRAVERSE FOREST, MEADOW, AND RIPARIAN HABITATS, INCLUDING THE SITE OF THE CONSERVANCY'S FIRST-EVER PRESCRIBED BURN WHERE BLACK LOCUST AND PAWPAW ARE NOW REEMERGING. THE TRAIL SYSTEM AT ROBERT A. KINSLEY NATURE PRESERVE IS BUILT AROUND THE MASON-DIXON TRAIL AS IT CLIMBS ACROSS THE LANDSCAPE FROM THE BANKS OF THE SUSQUEHANNA RIVER, UP THE DUGAN RUN GORGE, WRAPPING THROUGH A CONIFEROUS FOREST ON ITS WAY TO THE IMPROVED BUZZARDS ROOST OVERLOOK BEFORE DESCENDING DOWN TO THE WILDCAT BLUFF OVERLOOK, AND FOLLOWING WILDCAT RUN OUT OF THE PRESERVE AND INTO SUSQUEHANNA RIVERLANDS STATE PARK. HUNDREDS OF ACRES OPENED TO HUNTINGIN TOTAL, THE CONSERVANCY ALLOWS PUBLIC HUNTING ACCESS IN PURSUIT OF REGULATED GAME SPECIES ON MORE THAN 6,000 ACRES AT 34 NATURE PRESERVES, ALL SUPPORTED BY ENROLLMENT IN THE PENNSYLVANIA GAME COMMISSION'S PUBLIC HUNTING ACCESS COOPERATOR PROGRAM. IN 2024, WE ENROLLED THREE ADDITIONAL YORK COUNTY PRESERVES AND FOUR ADDITIONAL LANCASTER COUNTY PRESERVES INTO THIS PROGRAM NEARLY 700 ACRES OPENED TO PUBLIC HUNTING ACCESS.HUNTING PLAYS A ROLE IN THE MANAGEMENT OF LOCAL WILDLIFE POPULATIONS, WHICH CAN OTHERWISE GROW TO UNHEALTHY LEVELS DUE TO THE MODERN ABSENCE OF IMPORTANT PREDATOR SPECIES AND AN ABUNDANCE OF AGRICULTURAL FOOD SOURCES, AMONG OTHER FACTORS. LARGE POPULATIONS OF BROWSING ANIMALS SUCH AS WHITE-TAILED DEER CAN BE DEVASTATING TO THE REGENERATION OF NATIVE HARDWOOD SPECIES WITHIN A FOREST.ECOLOGICAL RESTORATION IN ACTIONCLARK NATURE PRESERVE: VOLUNTEERS ARE REMOVING INVASIVE SHRUBS, MOSTLY BUSH HONEYSUCKLE, FROM THE FOREST SURROUNDING THE MEADOW AT CLARK NATURE PRESERVE. THESE AREAS BETWEEN ECOSYSTEMS ARE CALLED ECOTONES AND SHOULD BE RICH IN BIODIVERSITY. THE REMOVAL OF INVASIVE PLANTS FOSTERS THAT BIODIVERSITY.CLIMBERS RUN NATURE CENTER: THE SHRUB LAYER AT CLIMBERS RUN NATURE CENTER IS DOMINATED BY MULTIFLORA ROSE, WHICH IS LIMITING NATIVE SHRUB AND WILDFLOWER GROWTH. VOLUNTEERS ARE REMOVING INVASIVE SHRUBS FROM A 10-ACRE PARCEL OF THE PRESERVE, THE FIRST STEP IN A COMPREHENSIVE ECOLOGICAL RESTORA
