Mission and Program Overview

Mission

The mission of the lancaster county conservancy is "providing wild and forested lands and clean waterways for our community. Forever". The charitable purposes of the lancaster county conservancy include preservation of natural lands, ecosystems, landscapes and waterways for future generations. Conservancy preserves are open to the public 365 days a year, sun up to sun down. Our work results in protection of critical wildlife corridors, recreation lands, water resources, and preserves mature forests that clean our air and water. We work with national, regional and local partners to protect the special places within lancaster county and along its streams and rivers. This effort also takes us into york, chester and dauphin counties with a focus on land, water and community.

The mission and charitable purpose of the lancaster county conservancy is to preserve and protect natural lands, ecosystems and landscapes, protecting them for future generations. Lancaster county conservancy acquires and conserves natural lands and supports public actions and funding focused on preserving forests and streams in lancaster county and adjacent lands. We save nature, because clean air, fresh water and wild places are vital to every generation.

Financial Statement Notes

PART II, LINE 9:

The conservancy acquires conservation interests in land, including land held in fee, conservation easements, and leasehold interests in land by donation and purchase. Land purchased and held in fee is recorded at cost. Land held in fee that is received by donation is recorded at fair value at the date of donation. Donated land, totaling approximately 88 acres, received prior to december 31, 1991, is not recorded in the financial statements because no appraisal was performed at the time of the donation to obtain the fair market value of the property. The conservancy holds conservation easements on various properties in lancaster county that are designed to prohibit the development or alteration of the property in any way inconsistent with the easement. Although conservation easements bring significant value to the conservancys purpose, they have no financial value, other than the direct acquisition costs. For this reason, only direct costs incurred to acquire easements are capitalized, whereas donated conservation easements are not reflected in the financial statements. The conservancy also holds a conservation interest in the form of a lease. The lease is being renewed on a year-to-year basis and payments are expensed as they are paid. The conservancy has the ongoing commitment to ensure the preservation and maintenance of its conservation interests. Although the amounts for land held in fee are shown as unrestricted net assets in the statement of financial position, it is the conservancys intention to hold them indefinitely. In most cases, the conservancy would need to obtain the permission of the original funder from which the grant or contribution proceeds used to purchase the land held in fee were received before selling a parcel of land. As of december 31, 2014, the conservancy held the following conservation interests: carrying amount acreage land held in fee $28,726,417 4,470 conservation easements held directly 35,525 559 indirectly 23,938 379 total $28,785,880 leases,conservation land use 62 total acres held in fee or easements 5,470

PART X, LINE 2:

The conservancy is exempt from federal income tax under internal revenue code section 501(c)(3). The conservancy adheres to the provisions of financial accounting standards board (fasb) accounting standards codification (asc) 740, income taxes (asc 740). Asc 740 establishes rules for recognizing and measuring tax positions taken in an income tax return, including disclosures of uncertain tax positions (utps). Asc 740 mandates that companies evaluate all material income tax positions for periods that remain open under applicable statutes of limitation, as well as positions expected to be taken in future returns. The utp rules then impose a recognition threshold on each tax position. A company can recognize an income tax benefit only if the position has a "more likely than not" (i.e., more than 50 percent) chance of being sustained on the technical merits. For the years ended december 31, 2015 and 2014, the conservancy has taken no material tax positions on its applicable tax filings that do not meet the more likely than not threshold. As a result, no amount for uncertain tax positions has been included in the financial statements. Management believes it is no longer subject to income tax examinations for years prior to 2012.

AS A DIRECT RESULT OF OUR PARTNERSHIP WITH DCNR WE HAVE BEEN ABLE TO PROTECT ALMOST 3,000 ACRES THROUGHOUT LANCASTER COUNTY AND ALONG STREAM CORRIDORS IN CHESTER, DAUPHIN COUNTIES. WE CURRENTLY ARE WORKING ON AN ADDITIONAL 15 PARCELS OF LAND FUNDED BY DCNR FOR TRANSFER IN 2016 TOTALING ALMOST 600 ACRES. LANCASTER COUNTY COMMUNITY FOUNDATION (LCCF) HAS BEEN SUPPORTING THE CONSERVANCY'S LAND PROTECTION AND OUTREACH EFFORTS. AS A DIRECT RESULT OF LCCF GRANTS THE CONSERVANCY WAS ABLE TO ACQUIRE LANDS WITHIN THE WELSH MOUNTAINS AND THE SUSQUEHANNA RIVERLANDS. THESE FUNDS HAVE BEEN LEVERAGED WITH FUNDS FROM DCNR, LANCASTER COUNTY, THE OPEN SPACE INSTITUTE, AND THE WILLIAM PENN FOUNDATION AND OTHERS TO WORK ON PROTECTING AND ENHANCING OUR LIMITED FORESTED LANDSCAPES. IN 2015, PPL GENERATION FACILITIES TRANSFERRED TO TALEN ENERGY. FOR OVER 15 YEARS THE CONSERVANCY AND ITS PARTNERS HAVE WORKED WITH PPL TO PROTECT THE SUSQUEHANNA RIVERLANDS THROUGH A SERIES OF SALES AND DONATIONS OF LAND. THIS PARTNERSHIP RESULTED IN PROTECTION OF CRITICAL HABITAT AND TRAIL LINKAGES WITHIN THE RIVER CORRIDOR, AND STEWARDSHIP, MARKETING AND OUTREACH FUNDING FOR THIS INCREDIBLE LANDSCAPE. WE WILL CONTINUE TO FOSTER THESE PARTNERSHIPS AND WORK ON ALL FRONTS TO CLEAN OUR AIR AND WATER AND PROTECT OUR LANDSCAPES. WE ANTICIPATE PROTECTING ALMOST 550 ADDITIONAL ACRES IN 2016. THIS INCLUDES THE LONG SOUGHT AFTER FORESTED ACRES IN THE MIDDLE OF THE WELSH MOUNTAIN NATURE PRESERVE; A NEW ADDITION TO OUR STEINMAN RUN NATURE PRESERVE THAT HAS THE CAPACITY TO BE DEVELOPED WITH ADA ACCESSIBLE TRAILS; LANDS WITH SCENIC VIEWS ADJACENT TO PINNACLE, SHENK FERRY, AND KELLY'S RUN; A HISTORIC AND SPECTACULAR TRACT ALONG THE PEQUEA CREEK AND FOX HOLLOW ROAD; AND LAND IN YORK COUNTY BORDERING ON OTTER CREEK, AND RAVINES ALONG THE LOWER SUSQUEHANNA NEAR EXCELON LANDS. THESE WONDERFUL ADDITIONS WILL FILL GAPS IN OUR INTERIOR FORESTS AND PROVIDE NEW OPPORTUNITIES FOR TRAIL CONNECTIONS ALONG BOTH THE LOW GRADE AND IN THE SUSQUEHANNA RIVERLANDS.

SOIL, HABITAT, AND WATER QUALITY NEED CARE, EVEN MORE SO IN A FRAGMENTED LANDSCAPE; WHICH IS WHY THE CONSERVANCY SPENDS $25 PER ACRE IN STEWARDING ITS 5,600 ACRES. WITH 39 NATURE PRESERVES AND 26 CONSERVATION EASEMENTS COMBINED INTO ONE PORTFOLIO, THE TASK IS GREAT. IN 2015 THE CONSERVANCY CELEBRATED THE LAUNCH OF OUR WELSH MOUNTAIN NATURE PRESERVE; WITH 90 PEOPLE IN ATTENDANCE THE PRESERVE WAS OFFICIALLY OPENED TO THE PUBLIC. DESIGNED AS A MULTIPLE-USE TRAIL SYSTEM FOR HIKING AND HORSE BACK RIDING, THE WELSH MOUNTAIN NATURE PRESERVE ADDS 5 ADDITIONAL MILES OF BRIGHTLY BLAZED TRAILS TO LANCASTER COUNTY AND PROVIDES THE COUNTY'S FIRST RESTRICTED-MOBILITY ACCESSIBLE TRAIL.SECURED REACCREDITATION FROM THE NATIONAL LAND TRUST ACCREDITATION COMMISSION. EVERY 5 YEARS, THE CONSERVANCY MUST RENEW THEIR ACCREDITATION, SIGNIFYING ITS COMMITMENT TO THE HIGHEST STANDARDS OF LAND PRESERVATION AND FISCAL ACCOUNTABILITY. MANAGED 52 ACRES THAT REMAIN ENROLLED IN THE CONSERVATION RESERVE ENHANCEMENT PROGRAM BY MAINTAINING YOUNG FORESTS FOR STREAM BUFFER HEALTH AND AN ADDITIONAL 3,579 ACRES THAT REMAIN IN PARTNERSHIP WITH THE PENNSYLVANIA GAME COMMISSION KEEPING FIELDS AND FORESTS OPEN FOR HUNTING. PARTICIPATED IN THE KEYSTONE TRAILS ASSOCIATION'S SUPER HIKE, CROSSING 5 OF THE CONSERVANCY'S PRESERVES AND ENCOURAGING RECREATIONAL USE OF THE SUSQUEHANNA RIVERLANDS. DEMARCATED THE BOUNDARIES OF 2 NEWLY ACQUIRED PRESERVES TO PHYSICALLY DEFINE THE PRESERVES AND PREVENT ENCROACHMENT.PROVIDED TRAINING TO 30 VOLUNTEER LAND STEWARDS WHO, IN TURN, CONTRIBUTED HUNDREDS OF HOURS IN TRASH CLEAN-UP, INVASIVE PLANT SPECIES REMOVAL, TRAIL MAINTENANCE, AND PRESERVE MONITORING. COORDINATED WITH THE GREAT PA CLEANUP WITH A FOCUS ON CLIMBERS RUN, SHENKS FERRY AND GREIDER'S RUN.SUPPORTED THE GORT WALTON SUSTAINABLE LANDSCAPE DESIGN PROJECT, IN CONJUNCTION WITH THE URBAN GREENING PROGRAM, THROUGH DESIGN AND VOLUNTEER MANAGEMENT. MOVING FORWARD, THE STEWARDSHIP PROGRAM WILL MAKE SIGNIFICANT ADVANCES IN PRIORITIZATION AND INVESTMENT. THE 2016 WORK PLAN WILL FOCUS ON HIGH-PRIORITY PRESERVES RANKED BY SELECTED CRITERIA AND WEIGHED AGAINST AVAILABLE RESOURCES. IRS990/ProgSrvcAccomActy3Grp/Desc0EDUCATION - ALTHOUGH THE SUSQUEHANNA RIVERLANDS RESEARCH & EDUCATION CENTER (SRREC) AT CLIMBERS RUN NATURE PRESERVE WAS NOT OFFICIALLY OPENED UNTIL THE SPRING OF 2016, 2015 SAW A BUSTLE OF EDUCATION AND STEWARDSHIP ACTIVITIES AT THE CENTER. WATER QUALITY VOLUNTEER COALITION (WQVC) VOLUNTEERS USED THE CENTER TO CONDUCT TESTING ON 5 STREAMS WITHIN THE SUSQUEHANNA RIVERLANDS: CLIMBERS RUN, KELLY'S RUN, TUCQUAN GLEN, STEINMAN RUN, AND TROUT RUN THROUGH OUR PARTNERSHIP WITH THE LANCASTER COUNTY CONSERVATION DISTRICT. WQVC VOLUNTEERS CONTRIBUTED 315 HOURS IN WATER TESTING TO ENSURE OUR STREAMS REMAIN CLEAN AND HEALTHY FOR ALL LIFE. ONGOING PHYSICAL AND BIOLOGICAL TESTING WILL PROVIDE OPPORTUNITIES FOR ALL AGES TO LEARN ABOUT WATERSHED HEALTH AND PROTECT CRITICAL NATURAL RESOURCES. DURING 2015 WE SERVED MORE THAN 500 YOUTH FROM LOCAL SCHOOL DISTRICTS, CHURCHES, AND CITY PROGRAMS THANKS TO PRIVATE DONORS AND FOUNDATIONS. ONGOING COLLABORATION WITH NORTHBAY AND LANCASTER COUNTY PARK PARTNERS HELPED US PROVIDE ENVIRONMENTAL EDUCATION PROGRAMMING. CHILDREN OF ALL AGES WERE AMAZED TO LEARN ABOUT PLANT AND ANIMAL DIVERSITY AND PARTICIPATE IN ACTIVITIES TO ENHANCE THEIR APPRECIATION AND LOVE OF NATURE. FAVORITE HIGH-LIGHTS INCLUDED EXPLORING THE STREAM, CATCHING INSECTS AND GOING ON NATURE HIKES. THE SECOND ANNUAL BIOBLITZ EVENT WAS HELD AT CLIMBERS RUN IN PARTNERSHIP WITH MILLERSVILLE UNIVERSITY AND MANY OTHER PARTNERS AND VOLUNTEERS. TOGETHER, OVER 700 SPECIES WERE DOCUMENTED DURING OUR SPRING AND FALL EVENT. WE CONTINUE TO DOCUMENT NEW SPECIES AT THIS AND OTHER PRESERVES AS WE ENGAGE SCHOOLS AND COLLEGES WITH SPECIFIC PROJECTS AND EVENTS LIKE THIS ONE TO GATHER IMPORTANT DATA TO PROACTIVELY EDUCATE AND STEWARD OUR PRESERVES. PROJECTS WITH FRANKLIN & MARSHALL COLLEGE, TEMPLE UNIVERSITY, ELIZABETHTOWN COLLEGE, AND OTHERS CONTINUE TO PROVIDE RESEARCH OPPORTUNITIES FOR YOUTH AND ADULT EDUCATION. THANKS TO OUR PARTNERSHIP WITH PENNSYLVANIA MASTER NATURALIST, VOLUNTEERS PROVIDED MORE THAN 1,070 HOURS OF VOLUNTEER SERVICE TO CONSERVANCY PROJECTS AND PROGRAMS INCLUDING ENVIRONMENTAL EDUCATION AND STEWARDSHIP ACTIVITIES ON PRESERVES, URBAN GREENING INITIATIVES, AND THROUGH LAND PROTECTION ACTIVITIES THROUGHOUT THE REGION. THE CONSERVANCY WORKED WITH DONEGAL TROUT UNLIMITED AND THE US FISH & WILDLIFE SERVICE TO COMPLETE A CLIMBERS RUN WILDLIFE HABITAT & STREAM RESTORATION PROJECT. THIS AMAZING PROJECT WITH MORE THAN 260 VOLUNTEERS WITH AN ESTIMATED 1,300 HOURS OF SERVICE TO PLANT NATIVE TREES AND SHRUBS, MANAGE INVASIVE PLANTS AND CLEANUP TRASH ALONG CLIMBERS RUN. MILLERSVILLE UNIVERSITY STUDENTS AND VOLUNTEERS INSTALLED MORE THAN 15 DONATED WILDLIFE BOXES AND MANY OTHER GROUPS PLANTED MORE THAN 700 NATIVE TREE TREES AND DONATED SHRUBS. IN ALL, THE RESTORATION OF NEARLY 17 ACRES OF RIPARIAN BUFFER AND 2,400 FEET OF STREAMBED WAS ACCOMPLISHED THROUGH OUR PARTNERSHIPS. THIS PROJECT HIGHLIGHTED THE VALUE OF CONNECTING WITH OUR COMMUNITY, PARTNERS, AND EXPANDING OUR OUTREACH TO BENEFIT OUR NATURAL AREAS AND MODEL RESPONSIBLE STEWARDSHIP. OUR EDUCATION PROGRAM WILL CONTINUE TO GROW AND EXPAND IN THE REGION THROUGH THE USE OF OUR SUSQUEHANNA RIVERLANDS RESEARCH & EDUCATION CENTER, OUR NATURE PRESERVES AND PROJECTS TO PROVIDE ALL AGES WITH MEANINGFUL OPPORTUNITIES TO LEARN AND ENGAGE WITH NATURE!

EVEN AS THE CITY OF LANCASTER'S SAVE IT CAMPAIGN REMAINS A PRIORITY WE'VE EXPANDED OUR FOCUS ON STORMWATER ISSUES AND GREEN INFRASTRUCTURE IMPLEMENTATION IN SEVERAL AREAS OF LANCASTER COUNTY. THIS EXPANSION INCLUDED PROJECTS IN THE SUSQUEHANNA RIVERLANDS AND IN THE CHIQUES CREEK WATERSHED. THE CONSERVANCY PROVIDED ON-GOING SUPPORT OF THE CITY OF LANCASTER'S GREEN INFRASTRUCTURE PLAN BY ORGANIZING WORK-SHOPS THAT ENGAGED LOCAL CONTRACTORS AND DESIGN PROFESSIONALS. WE FOCUSED ON RESIDENTIAL IMPLEMENTATION IN THE CITY BY CULTIVATING A NEW OUTREACH MODEL AND IMPLEMENTATION MODEL TO GET MORE COST EFFECTIVE PROJECTS IMPLEMENTED. IN ADDITION, THE LANCASTER TREE TENDER GROUP WAS FORMED TO FOCUS ON OUTREACH STRATEGIES TO INCREASE AND ENHANCE LANCASTER'S URBAN FOREST BY ENGAGING AND EMPOWERING NEIGHBORHOODS TO PLANT AND CARE FOR TREES.DURING 2015 WE ADDRESSED CLEAN WATER ISSUES COUNTY WIDE. THROUGH GENEROUS FUNDING FROM THE LANCASTER COUNTY COMMUNITY FOUNDATION'S RESSLER FUND, WE BEGAN TO WORK IN THE EASTERN LANCASTER COUNTY (ELANCO) REGION IN COLLABORATION WITH THE SOURCE WATER COLLABORATIVE ON A RESIDENTIAL EDUCATION AND DEMONSTRATION PROJECT. IN ADDITION, THE CONSERVANCY SUPPORTED OUTREACH AND IMPLEMENTATION OF CLEAN WATER PROGRAMMING THROUGHOUT THE RIVER CORRIDOR IN THE SUSQUEHANNA RIVERLANDS CONSERVATION LANDSCAPE. WE INSTALLED TWO LARGE RAIN GARDENS IN THE TERRE HILL COMMUNITY PARK WHICH WILL CAPTURE APPROXIMATELY 300,000 GALLONS OF WATER ANNUALLY. THESE RAIN GARDENS WILL ALSO SERVE AS A LIVING EXAMPLE FOR OTHERS TO FOLLOW. ALSO, WE ARE CHAIRING THE STORMWATER COMMITTEE OF THE CHIQUES CREEK RE-ENVISIONED NATIONAL FISH & WILDLIFE GRANT WHICH IS DEVELOPING AND IMPLEMENTING STRATEGIES FOR INCREASING GREEN INFRASTRUCTURE APPROACHES TO STORMWATER MANAGEMENT THROUGHOUT THE CHIQUES CREEK WATERSHED.
