ORGANIZATION'S MISSION

Form 990, part i, line 1 and part iii, line 1 our mission is to save lives and relieve human suffering. We improve healthcare in tanzania, addressing one of the world's most significant humanitarian crises: the shortage of healthcare workers in sub-saharan africa. We strengthen local health systems, and we encourage the adoption of our data-driven problem-solving model in the global health community.

Significant Program Services

Form 990, part iii, line 2 in fy17, touch established the external rotations program at the treat & train network hospitals allowing bugando medical centre (bmc) and catholic university of health and allied sciences (cuhas) students to receive clinical training at peripheral hospitals in the network. See form 990, part iii, line 4a for further details of the program.

Program Service Accomplishments

Form 990, part iii, line 4a treat & train external rotations touchs external clinical rotation program at the treat & train network hospitals allows bmc and cuhas students to receive clinical training at peripheral hospitals in the network, increasing faculty to student ratios and the amount of hands-on training the students experience. In fy17, touch undertook critical upgrades of the clinical and teaching equipment (e.g. Portable ultrasound, digital x-rays) and infrastructure (e.g. Patient wards, operating theaters, housing for students and visiting educators). Teams of specialists from bugando and international institutions are posted to the hospitals, providing clinical training to students from cuhas and bmc schools. The posted teams of specialists are not only teaching students, but also providing patients with access to care previously unavailable at these hospitals, enhancing the skills of the existing staff, and driving improvements in hospital systems and procedures. Total expenses - $745,609 grants - $575,387 revenue - $0

Program Service Accomplishments

Form 990, part iii, line 4b treat & train - network touch is strengthening the health system in tanzania by establishing treat & train, an integrated healthcare and education network in the lake zone of tanzania. Treat & train focuses on two key elements of the system: 1) increase the quantity and quality of the health workers; and 2) improve healthcare delivery mechanisms. The treat & train network is built around two flagship institutions - bmc, the specialty referral hospital for the lake zone of tanzania, and its affiliated medical university, cuhas. Touch provides financial operational support (e.g. Direct student costs, faculty salaries) and strategic advisory and capability building support (e.g. Financial management, resource planning, and allocation and fundraising). In fy17, touch continued to finance part of bmc and cuhas operational costs, while gradually shifting support to funding high-impact, cost-effective, and sustainable programs to further promote institutional financial sustainability. Touch also supported bmc and cuhas in strengthening their key functional capabilities as well as healthcare provisions. During this year, touch continued supporting approximately 2,900 students in training at bmc and cuhas. Each student is enrolled in one of sixteen training programs ranging in duration from one to five years. Total expenses - $606,451 grants - $467,205 revenue - $0

Program Service Accomplishments

Form 990, part iii, line 4c mobilizing maternal health in fy17, touch successfully completed phase i of the mobilizing maternal health program in collaboration with vodafone foundation and pathfinder international. Touch also secured funding and commitments from its partners for phase ii of the program in order to scale up the emergency transportation system to the entire region of shinyanga and package up a solution that can be easily replicated across tanzania and cross-borders. Total expenses - $387,632 grants - $143,864 revenue - $0

Program Service Accomplishments

Form 990, part iii, line 4d other program services: cardiovascular services touch continued its activities for the cardiology center of excellence program at bmc and the rheumatic heart disease (rhd) control program in the sengerema district. Touch conducted an assessment of the cardiology services at bmc with the support of a u.s.-based specialist and began developing an intervention program based on the results. Touch expects implementation activities to commence in fy18. Within the rhd control program in sengerema, touch held a workshop with its local partners to design the initiative and agree on strategic priorities. Based on the results of this workshop, touch started engaging with its local partners to define the terms of reference for their engagement. Touch began procuring equipment and training partners in preparation for rhd screening of mothers and children in sengerema, which is expected to be implemented in early fy18. Total expenses - $377,326 grants - $58,107 revenue - $0 human resources for health (hrh) and deployment & retention policy in fy17, touch continued to collaborate with the usaid-funded public sector systems strengthening (ps3) program and ensured the official adoption of touchs prioritization & optimization analysis (poa) tool for hrh planning by the tanzanian ministry of health, community development, gender, elderly and children and the presidents office, regional administration and local government. Touch and ps3 rolled out poa in seven regions of tanzania (iringa, mara, mbeya, morogoro, mwanza, kigoma and mtwara) and ensured the local government authorities used poa to assign the new health workers posted in fy18. Total expenses - $160,731 grants - $12,173 revenue - $0 knowledge management and sharing touch continued to focus on knowledge management and sharing, seeking to raise the profile of its health systems strengthening and hrh initiatives. Touchs efforts in fy17 included: 1) participation in the national hrh technical working group and reproductive and child health safe motherhood working group; 2) active participation in the rhd action alliance founded by medtronic, the world heart federation and rheach; and 3) participation in several global health conferences and events either as participants or panelists. Total expenses - $260,233 grants - $1,953 revenue - $0 other programs (program development and program general) costs incurred in the support of current year programs and the development of future ones, including the development of programs to strengthen bmc and cuhas capacity to deliver high quality health services as well as training to health students. Total expenses - $1,084,052 grants - $309,163 revenue - $0

Form 990 Review

Form 990, part vi, line 11b the form 990 was prepared by an independent accounting firm based on information provided by the organization and in consultation with touch foundation staff members and contracted accountants. The draft prepared by the accounting firm was then reviewed by touch foundation's legal counsel and by the foundation's finance, legal and audit committee. A copy of the form was provided to the board of directors prior to filing the form 990 with the irs.

Conflict of Interest Policy

Form 990, part vi, line 12c touch foundation has a well established conflict of interest policy. All of its directors, officers and key employees are required to review the policy annually and complete a notification of compliance form. Touch foundation's legal counsel determines whether a conflict exists and resolves any actual conflicts. Any board member with a conflict in a matter requiring action by the board is prohibited from participating in the board's deliberations or decisions regarding the matter under consideration.

Compensation Review

Form 990, part vi, line 15a and 15b compensation for senior management is determined and approved by the touch foundation board of directors on the recommendation of the independent compensation committee. No individuals with a conflict of interest may be involved in the compensation determination process. Comparability data for similarly qualified persons in functionally comparable positions at similarly situated organizations is prepared by the organization and reviewed annually by the compensation committee of the board of directors. The minutes of the board of directors and the compensation committee are contemporaneously documented with the board's and committee's deliberations and decisions regarding compensation.

Financial Statement Notes

Uncertain Tax Positions

Schedule d, part x, line 2 the foundation is exempt from federal income taxes pursuant to section 501(c)(3) of the internal revenue code. Accordingly, no provision for federal income tax has been recorded in the accompanying financial statements. The foundation is also exempt from new york and connecticut income taxes under the related state provisions. Management believes that the foundation will continue to be exempt from tax. The foundation follows the provisions of accounting standards codification topic 740, income taxes, which addresses the accounting for, and disclosure of, uncertain tax positions and prescribes a threshold of more likely than not for recognition and de-recognition of tax positions taken or expected to be taken in a tax return. As of september 30, 2017, the foundation has not identified or provided for any such positions.
