Executive Director and Treasurer are son and mother. Chair of the Board is Executive Director's sister. A sister in law serves on the Board.

Board meetings are documented; there are no committees besides the governing board that make decisions for this Organization.

Form 990, Part VI, Section B, line 11B

The Board Treasurer and Assistant Treasurer assist in the preparation of the Form 990 and when required, they receive additional input from other board members or volunteers. The Form 990 is reviewed in detail with the preparer and the Treasurer signs the return when the return is complete. The return is provided to members of the board for review before submission.

In 2014 the Board adopted a conflict of interest policy whereby the trustees disclose if they have any conflicts related to their work or the commitments made by the Organization. The signed off forms are collected and reviewed by the Board annually at the time of the financial review. No changes were noted in 2018.

Governing documents are available as follows: the Foundation has the latest annual report with financial results posted on its website. This is also mailed to all current and past donors in a newsletter in June of each year. The Form 990 filing may be obtained by contacting the Organization. The financial review report is provided with all grant applications. It is available on request from the Foundation's office.

Part V, Line 4:

The Organization maintains an endowment investment portfolio consisting of board designated funds. The endowment fund serves to provide a base from which to earn additional income for future operations, and to provide a buffer for years with adverse exchange rates in the countries of operations, or when investment income or donations are lower than unusal, or when grant funding is flat, to adjust more smoothly to new conditions, all important when granting University scholarships that span multiple years.

IRS990/Desc0Programs in Thailand: BREF distributed a total of 209 scholarships in 2018, over half of these (113) were at the university level. We had 24 graduates and 2 additional finishing in the ag and tech 2 year program. Nine of these graduates studied in English medium, the remainder in Thai medium. There were many different majors but education (a 5year program for a teachers certificate) and nursing were predominant. Ninety seven grants were given for vocational and high school study and twenty six students graduated this year. Most of these grants were given to students who could not afford a uniform, books, and the other expenses of a high school education.

IRS990/ProgSrvcAccomActy2Grp/Desc0We gave direct support for one elementary school in a hill-tribe village, a migrant school in Mae Tao associated with Dr. Cynthia's clinic, two boarding houses, three language and computer schools, and two post high school programs to train teachers and community leaders to return to work in Burma. We also support a unique school in Bangkok which meets on Sundays only, where nearly one thousand migrant workers from Burma who are isolated in their work lives can meet with other workers and study English, Thai, computer skills, and even cosmetology. In cross border aid we supported 9 elementary and middle schools serving 700 children in IDP areas of Burma where there is no support for education from the government. One of these is a unique animist school where Karen traditions are taught by elders from the community. We assisted COTE in providing safe spaces and nursery education for 629 preschool children in 12 IDP camps along the Burma/China border.

BREF assists COTE in providing for these schools, and also schools for 900 working children in Cox's Bazar and 240 children in a Rohingya enclave community near the Burma Border.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Programs in India: BREF distributed a total of 290 scholarships to support education for Chin refugees from Burma, most of whom are living in the Indian state of Mizoram. Students' eligibility was based on the ability to show significant financial need, as well as academic ability and drive. Additionally family assistance was given enabling 179 children to go to elementary school (K-7) who otherwise could not have attended without this support for books, uniforms and exam fees. 153 scholarships were directed towards high school students in Grades 8 to 10. 49 of these students completed Grade 10, officially becoming high school graduates. 79 scholarships were distributed to students at a university preparatory level (Grades 11 and 12), 48 of whom graduated from Grade 12 and are now able to apply to university programs anywhere in India and Burma. BREF sponsored 58 students to attend university. Students who were awarded post-secondary scholarships would have been unable to, or would have found it highly difficult to, obtain the funds necessary to study at a university level. BREF covered the majority of their tuition fees, and are seeing 22 students graduate in the 2018/19 academic year.

All travel at their own cost. For projects in IDP areas of Burma which cannot be visited we work closely (via email, in country visits, and Skype)with Project Directors who carry in supplies, teacher's salaries and maintain oversight. Conditions of the grants and the reports required are discussed and an agreement is signed before funds are transferred. In NE India, a retired high school teacher and her borther traveled there for us to interview and evaluate university students, and meet with committees who work with high school and grade 11 and 12 students. John Littleton, the Asia representative of Children On The Edge and now, a Trustee of the Brackett Foundation, made four site visits to Bangladesh and 2 to the Kachin Project on the China Burma border. Scholarships require a formal application with transcript and an interview with a trustee representative. For the program in Thailand, 10 representatives, 5 from the US, and 3 from Thailand, made trips to various points in Thailand along the border. They evaluated applications, interviewed both candidates and continuing students, and mentored scholarship winners during the year. Students receive their scholarships in two payments. The first requires a signed agreement and the second only after their trustee representative receives their report and approves their second payment.
