Supplemental Narrative

Financial Statement Notes

Endowment funds intended uses (Part V, line 4)

The income from invested donor permanently restricted endowment contributions, none of which have restrictions on earnings, is used to support the grants and programs and operations of the organization. The board has designated additional funds as well, along with accumulated gains, to provide a base from which to earn additional income for future operations, and to provide a buffer for years with adverse exchange rates in the countries of operations, or when investment income or donations are lower than usual, or when grant funding is flat, to adjust more smoothly to new conditions, all important when granting university scholarships that span multiple years.

Other expenses not included on Form 990 (Part XII, line 2D)

Accrual to cash adjustments from financial statement to tax return $2,964 grants payable not reflected on the expenses on this return until paid. Foreign currency exchange decline $287, market value unrealized losses on securities held $31,348; total difference financial statment vs tax reporting is $28,671.

Footnote for uncertain tax position under FIN 48 (Part X)

Income taxes: the brackett foundation is exempt from income tax under section 501(c)(3) of the internal revenue code. The foundation files its form 990 with the internal revenue service and the new york office of charities bureau. These forms are open for public inspection. Managagement believes that it has appropriate support for all tax positions taken, and as such, does not have any uncertain tax positions that are material to the financial statements. Tax returns are generally open for three (3) years after filing. Therefore the foundation is no longer subject to examination for years before 2012.
