The Board Treasurer assists in the preparation of the Form 990 and when required, they receive additional input from other board members or volunteers. The Form 990 is reviewed in detail with the preparer and the Treasurer signs the return when the return is complete. The return is provided to members of the board for review before submission.

In 2014 the Board adopted a conflict of interest policy whereby the trustees disclose if they have any conflicts related to their work or the commitments made by the Organization. The signed off forms are collected and reviewed by the Board at the October meeting. No changes were noted in 2016.

Governing documents are available as follows: the Foundation has the latest annual report with financial results posted on its website. This is also mailed to all current and past donors in a newsletter in June of each year. The Form 990 filing may be obtained by contacting the Organization. The Organization maintains an endowment investment portfolio consisting of board designated funds. The endowment fund serves to provide a base from which to earn additional income for future operations, and to provide a buffer for years with adverse exchange rates in the countries of operations, or when investment income or donations are lower than unusal, or when grant funding is flat, to adjust more smoothly to new conditions, all important when granting University scholarships that span multiple years.

IRS990/Desc0Scholarships to study in Thailand: We awarded 152 university scholarships to Burmese refugees living in Thailand in various fields including business, agriculture, english, law, medicine, nursing and teaching. These scholars are selected from applications and interviews by a group of bref volunteers who continue to mentor the students through their 4 years. In 2016 there were 39 BA or BSC graduates. In addition there were 37 vocational and high school study grants, smaller scholarships given to help students continue their education. Finally there were 52 recipients of very small ($50) stay-in-school grants for graduates of the Maw Kwee Elementary School to continue their education in middle and high school. This last program saw 4 graduate from high school and 6 complete two additional years of english education. Two women in this last group are returning to Maw Kwee as teachers.

IRS990/ProgSrvcAccomActy2Grp/Desc0Projects funded through Thailand: we supported one elementary school in a hill tribe community near the border,a kindergarden thru high school program near the Mae Tao clinic, four boarding houses, two in Mae La and one in Mae Ra Ma Luang refugee camps and one near a Thai school outside of the camp, three language and computer schools (one in Bangkok for migrant laborers, one inside Mae La refugee camp, and one near Mae Hong Son that has Karenni, Shan, and Karen students.) In addition, as cross border aid, (teacher salaries and supplies carried in from thailand) we support 9 schools in the IDP areas of Burma (serving 457 elementary students in the community schools project and 216 students in the Luthaw township, Mudraw district of Karen state,)where the schools get very little government or NGO assistance. All together 780 elementary students inside Burma had a year of elementary education that would not otherwise have been available for them. We also support a post high school program (32 students) to train teachers and community leaders to return and work in the Karen areas of Burma, and we supplied funds for the building of a new middle school inside Burma.

IRS990/ProgSrvcAccomActy3Grp/Desc0Projects in Bangladesh: in cooperation with children on the edge, a British NGO, we supported learning centers covering grades 1-3 for 900 working children in Cox's bazar, and 2700 children in the Kutupalong camp, a makeshift refugee camp containing about 40,000 Rohingya refugees. In the camp the people receive no other help except limited medical services from MSF. The working children in Cox's bazar are mostly Bangladeshi, but between 30 to 40% are Rohingya from Burma. The schools continue to employ the Brac curriculum covering literacy, numeracy, hygiene as well as Bangla and Burmese language instruction. Biannual exams which meet government standards are given to ensure that the education delivered in the refugee camp is recognized and transferable despite the uncertain legal status of the children. The working children schools in Cox' bazaar are similarly successful, and some of these children are entering grade 4 in the government schools. In 2016 new Brac elementary schools were opened along the Bangladesh/Burma border where there were collections of Rohingya refugees.

We are proud to have supported 43 high school graduates, 27 class 12 graduates, and 13 university graduates, one of whom is finishing with a master's degree. University graduates in the 2016/17 year include a psychologist, a doctor, two engineers, a dental surgeon, two linguists, a medical laboratory technician, two nurses, two businesspeople, and a computer specialist

Conditions of the grants and the reports required are discussed and an agreement is signed before funds are transferred. Project leaders receive e-mail confirmations from Kasikorn Bank as each payment is made to projects or students. Founding Trustees Elizabeth and Thomas Brackett monitored projects in Thailand during a 2016 trip. Lindy and Kyle Jackson monitored the projects in Mizoram, India in 2016 and monitored progress of university students. John Littleton, the Asia representative of Children On The Edge, made site visits to schools in Bangladesh supported by Brackett Foundation and provided a midyear and annual report and also met with Brackett Executive Director, Russell Brackett in June 2016. Scholarships require a formal application with transcript and an interview with a trustee representative. For the program in Thailand, 6 representatives, five from US, 1 from Thailand, made trips to various points in Thailand along the border. They evaluated applications, interviewed both candidates and continuing students, and mentored scholarship winners during the year. Local refugee leaders provided ongoing monitoring and support also. Students receive their scholarships in two payments. The first requires a signed agreement and the second only after their trustee representative receives their report and approves their second payment.
