One of the trustees is the nephew of another trustee. In addition, a sister in law and brother in law serve on the Board.

Board meetings are documented; there are no committees besides the governing board that make decisions for this Organization.

Form 990, Part VI, Section B, line 11B

The Board Treasurer and Assistant Treasurer assist in the preparation of the Form 990 and when required, they receive additional input from other board members or volunteers. The Form 990 is reviewed in detail with the preparer and the Treasurer signs the return when the return is complete. The return is provided to members of the board for review before submission.

In 2014 the Board adopted a conflict of interest policy whereby the trustees disclose if they have any conflicts related to their work or the commitments made by the Organization. The signed off forms are collected and reviewed by the Board annually at the time of the financial review. No changes were noted in 2020.

Governing documents are available as follows: the Foundation has the latest annual report with financial results posted on its website. This is also mailed to all current and past donors in a newsletter in June of each year. The Form 990 filing may be obtained by contacting the Organization. The financial review report is provided with all grant applications. It is available on request from the Foundation's office.

Part V, Line 4:

The Organization maintains an endowment investment portfolio consisting of board designated funds. The endowment fund serves to provide a base from which to earn additional income for future operations, and to provide a buffer for years with adverse exchange rates in the countries of operations, or when investment income or donations are lower than unusal, or when grant funding is flat, to adjust more smoothly to new conditions, all important when granting University scholarships that span multiple years.

IRS990/Desc0Programs in Thailand - scholarships: The Covid pandemic led to uncertainty and required adjustment to delays and alternatives such as online programs. Students adapted well in uncertain times. BREF distributed a total of 158 scholarships in 2020. We had 28 University graduates and 7 graduates in Diploma courses. 96 scholarships were at the university level with 27 students studying in English, the remainder in Thai. There were many different majors but education (a 5year program for a teacher's certificate) and nursing were predominant. There were also 62 grants for vocational and high school study with 27 graduates.

IRS990/ProgSrvcAccomActy2Grp/Desc0BREF directly supported language and computer programs for high school students, in the Mae La Refugee camp and at Nai Soi outside of Mae Hong Son. At the Mae La camp we started a program linking English language students virtually with volunteer ESL teachers for practice in conversational English. BREF also contributed to two post high school programs to prepare students from inside Myanmar and from the refugee camps for university education (English medium) in Thailand. We support another post high school program training teachers and community leaders to return to work in Burma. We continued our nominal support of the migrant school at the Mae Tao Clinic, and one small school (Kg and Grade 1) north of Mae Salit. In cross border aid COVID and political unrest have challenged education in IDP areas. Local communities have worked hard to keep their schools open. We supported 9 elementary and middle schools serving 700 children in IDP areas where there is no support for education from the government. One of these is a unique animist school where Karen traditions are taught by elders from the community. We assisted COTE in providing safe spaces and nursery education for 629 preschool children in 12 camps along the Burma/China border. COVID -19 impacted all of the programs that we've supported in various ways but in almost all cases programs have been preserved. A program in Bangkok was shuttered due to an outbreak of COVID among migrant workers compounded by anti-Burmese sentiment.

IRS990/ProgSrvcAccomActy3Grp/Desc0Programs in Bangladesh: BREF supports educational assistance to Rohingya children through Children On the Edge (COTE) who observe, in their annual report that, after three years, " Rohingya remained trapped and stateless on the Bangladeshi border". The COVID crisis required COTE to respond creatively. COTE produced and distributed videos and leaflets with COVID information, becoming a crucial source of public health messages. With schools closed, "small-batch, home based learning" allowed teachers to stay connected with students and check on their well-being. In addition, COTE digital team developed an "all Rohingya language library of lessons, the only comprehensive set of educational lessons available in Bangladesh or Myanmar". BREF specifically assists COTE in providing educational services 240 children in a Rohingya enclave community near the Burma Border as well as along the China-Myanmar border. Starting in 2021, BREF will also support the COTE program in Uganda in Africa.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Programs in India: BREF distributed a total of 447 scholarships to support education for Chin refugees from Burma for the 2020/21 academic year. Most of the students live in the Indian state of Mizoram. Students' eligibility was based on the ability to show significant financial need, as well as academic ability and drive. 195 scholarships were given to children from grades K to 7 whose parents-many of whom earn menial wages-struggle to pay for the costs of textbooks, uniforms and exam fees. 154 scholarships were directed towards high school students (Grades 8 to 10), and 42 of these students are completing Grade 10 in 2021, becoming high school graduates. There were 76 university preparatory-level (Grades 11 and 12) scholarships distributed. 38 of these students are graduating from Grade 12 in 2021 and will be able to apply to university programs anywhere in India. BREF financially supported 22 students in their university studies. Students who were awarded these post-secondary scholarships would have been unable to--or would have found it highly difficult to--obtain the funds necessary to study at a university level. In spite of delays caused by the COVID-19 pandemic, 7 of the university students studying in India are graduating as planned in the 2020/21 academic year. Students studying inside Myanmar (6 total) were unable to complete their academic year due to indefinite university closures on account of the COVID-19 pandemic compounded by disruptions caused by the ongoing military coup crisis. 2 of these students had been due to graduate in 2021.

Instead, project directors reported directly to the executive director with emails, which included financial statements and pictures and the problems encountered and the successes of the year. Continuation of grants was approved by the board at their April meeting, and most continued with the same budget as the preceding year. This occurred in April, at a time of maximum uncertainty as to the effects of the pandemic. As the year progressed, we found that there were some delays in programs and in school openings, but all of them were eventually able to operate for the year. Those in the IDP area of Burma presented a challenge, to deliver supplies and funds for teacher salaries when the border was closed, but eventually this was accomplished and these schools operated while the Burmese elementary schools in adjoining areas were closed. One of our trustees, John Littleton, is the Asia representative for Children on the Edge, lives in Chiang Mai, Thailand. He meets with the board via Zoom every 2 months and keeps us apprised of the local situation. John normally visits the projects we share with COTE in Bangladesh six times a year, but due to travel being restricted by the pandemic he was only able to make two visits there in 2020, and one visit to the Kachin project on the border of Burma and China. In 2020 six of our TReps traveled to Thailand and met with students before the pandemic restrictions. We are transitioning to more local volunteers in our scholarship program and now have five in the Mae Sot area, in addition to seven project directors throughout Thailand. They keep us aware of what is happening on the ground. The use of Zoom meetings with these volunteers and our board members has been one of the positive outcomes of the worldwide pandemic, as it allows interactions not just between trustees and volunteers, but amongst the volunteers themselves.
