Mission and Program Overview

Mission

Acadia center advances bold, effective, and just clean energy solutions for a livable climate and a stronger, more equitable economy.

Major Activities

Activity 2
Climate policy and forests and land use - ene's climate project covers state, regional, federal and us/canada jurisdictions. We promote policies and planning to reduce greenhouse gas emissions (ghg) from all sectors. Ene is a leading stakeholder role in the regional greenhouse gas initiative (rggi) process. Our rggi auction tracker and macroeconomic benefits documents provide up-to-date reporting and analysis of the program's progress. We identified and advanced support for design improvements for the upcoming phase ii review period. Ene also helps implement key policies to reduce ghgs from the energy, transportation and land sectors as part of efforts to combat global warming in connecticut, massachusetts, rhode island and maine as part of state global warming solutions legislation. Ene's climate and energy analysis (clean) center has one of the most comprehensive databases on energy consumption and emission trends.ene deploys this information to provide credible information on ways to reduce emissions and adopt policies that will spur a cleaner economic future. Ene's climate work extends to forests and land use, especially in terms of greenhouse gas (ghg) emissions or absorption. The most recent u.s. Greenhouse gas inventory estimates that sequestration from the nation's grasslands, cropland and forests currently offsets 14.9% of our annual ghg emissions. Ene is raising awareness at the state level of the greenhouse gas implications of development and land clearing; at the regional level on developing a set of rigorous standards for forest carbon offset projects in the regional greenhouse gas initiative (rggi); and at the federal level on applying the rggi offsets analysis to federal climate policy approaches and seeking to obtain commitments in federal climate legislation to protect and pay for the carbon benefits of our nation's forests.
Activity 3
Transportation - ene promotes policies that will encourage alternative fuels, specifically fuels with lower carbon content than gasoline and diesel. The nation's current reliance on a petroleum-fueled transportation system contributes to harmful climate change and air pollution and leaves consumers vulnerable to price shocks from an unstable global energy market. The transportation sector is now the second largest source of u.s. Greenhouse gas (ghg) emissions, accounting for 28% of all anthropogenic ghg emissions in the u.s., and nearly 40% in the northeast states. One top strategy to reduce transportation emissions is transitioning to low carbon fuels such as electricity, hydrogen, and advanced biofuels and away from conventionally made gasoline, high carbon ethanol, and petroleum products derived from oil sands. A clean fuel standard (cfs) is a critical policy tool to achieve the transition to cleaner fuels, provided that it employs a rigorous lifecycle ghg accounting system and sustainability standards. Ene's cfs project focuses on designing and advancing a regional policy that limits the carbon content of fuels. Another one of the most promising ways to reduce transportation pollution in the northeast is by increasing the adoption of electric vehicles. Ene engaged in regulatory, technical and policy initiatives and research to find ways to encourage the marketing and distribution of electric vehicles as a pathway to reduce emissions from the transportation sector.

IRS990/Activity2/Description0CLIMATE POLICY AND FORESTS AND LAND USE - ENE'S CLIMATE PROJECT COVERS STATE, REGIONAL, FEDERAL AND US/CANADA JURISDICTIONS.
IRS990/Activity2/Expense0426174
IRS990/Activity3/Description0TRANSPORTATION - ENE PROMOTES POLICIES THAT WILL ENCOURAGE ALTERNATIVE FUELS, SPECIFICALLY FUELS WITH LOWER CARBON CONTENT THAN GASOLINE AND DIESEL.

IRS990/Description0SUSTAINABLE ENERGY PROJECT - ENE WORKS INTENSIVELY AT THE STATE, REGIONAL AND NATIONAL LEVELS TO DESIGN AND IMPLEMENT COMPREHENSIVE REFORMS TO BUILD A CLEANER, LOW-CARBON ENERGY SYSTEM. AT THE STATE LEVEL, ENE LED THE DESIGN AND IMPLEMENTATION OF POLICY REFORMS THAT SHIFT UTILITY INVESTMENTS TO ENERGY EFFICIENCY AND CLEAN ENERGY RESOURCES. THE STATES ALSO ESTABLISHED NEW PROCESSES TO INCREASE TRANSPARENCY AND STAKEHOLDER PARTICIPATION IN DECISION-MAKING. AS A RESULT, MASSACHUSETTS, RHODE ISLAND AND CONNECTICUT COMMITTED TO INVEST NEARLY $1 BILLION BY 2011 IN COST-EFFECTIVE, CONSUMER FRIENDLY ENERGY EFFICIENCY PROGRAMS. MASSACHUSETTS AND RHODE ISLAND HAVE SET NATION-LEADING ENERGY SAVINGS TARGETS AND PER CAPITA EFFICIENCY INVESTMENTS. ENE IS AN APPOINTED REPRESENTATIVE ON THE EFFICIENCY STAKEHOLDER BOARDS IN EACH OF THOSE STATES, AND PLAYS A LEAD ROLE IN COORDINATING EFFICIENCY PLANNING AND IMPLEMENTATION. IN MAINE, ENE WORKED TO SUPPORT A COMPREHENSIVE RESTRUCTURING OF THE STATE'S ENERGY EFFICIENCY SYSTEM AS WELL AS KEY WEATHERIZATION PLANS FOR HEATING OIL CONSUMERS, WITH THE GOAL OF INCLUDING MORE HOMES AND BUSINESSES IN CONSERVATION PROGRAMS, AND CREATING NEW JOBS. ENE SUPPORTED AND HELPED REVIEW NEW PILOT INITIATIVES AND SOLUTIONS THAT IMPROVE EFFICIENCY SERVICES FOR HARD-TO-REACH OR HARD-TO-SERVE POPULATIONS.WE WORKED TO CREATE EFFICIENCY PROGRAMS THAT INCLUDE ALL FUELS ELECTRIC, NATURAL GAS AND HEATING OIL, AND WE ADVOCATED STRONGER ENFORCEMENT OF BUILDINGS ENERGY CODES AND BETTER INFORMATION DISCLOSURE FOR HOMEBUYERS. ENE IS PURSUING INNOVATIVE IDEAS TO IMPROVE THE WAY THE REGION COOPERATES ON UPDATING APPLIANCE AND EQUIPMENT STANDARDS AS WELL AS IMPROVEMENTS IN ADOPTION AND ENFORCEMENT OF BUILDING ENERGY CODES. WE ARE ALSO PROMOTING REFORMS TO STATE ENERGY CONTRACTING LAW TO BENEFIT THE ACQUISITION OF RENEWABLE, LOW CARBON POWER SUPPLY.ENE IS ENGAGED IN ISSUES SURROUNDING BILLIONS OF DOLLARS OF NEW ELECTRIC TRANSMISSION LINES. THE SPECIFICS OF TRANSMISSION PLANS INCLUDING WHETHER NEW LINES WILL BE BUILT, HOW EXTENSIVELY AND WHERE - WILL DETERMINE WHETHER NEW RENEWABLE POWER IS BROUGHT TO MARKET AND WHETHER CONSUMER DOLLARS ARE USED EFFICIENTLY AND EFFECTIVELY. ENE RELEASED A REPORT 'ESCALATING TRANSMISSION COSTS AND THE NEED FOR POLICY REFORMS' THAT PROVIDES A NEW AND IN-DEPTH ANALYSIS OF THESE ISSUES AND RELEVANT DATA, WITH POLICY RECOMMENDATIONS. ON THE FEDERAL LEVEL, ENE IS PLAYING A LEADERSHIP ROLE RAISING THE CRITICAL ROLE OF ENERGY EFFICIENCY AS AN ECONOMIC DRIVER AND GREENHOUSE GAS MITIGATION TOOL. IN CANADA, ENE IS WORKING TO PROMOTE POLICY INFORMATION SHARING BETWEEN ON CLIMATE AND ENERGY POLICY FORUMS IN WASHINGTON AND OTTAWA AND ADDRESSING SUSTAINABLE ENERGY AND TRANSPORTATION ISSUES AT THE PROVINCIAL LEVEL. ENE HAS TESTIFIED BEFORE THE CANADIAN PARLIAMENT AND HAS PREPARED OTHER HIGH PROFILE INFORMATION ON ENERGY AND CLIMATE RELATED POLICY INITIATIVES, INCLUDING A REPORT ON THE CONTRIBUTION OF ENERGY EFFICIENCY INVESTMENTS TO PROVINCIAL JOB CREATION AND GROSS DOMESTIC PRODUCT.

IT ALSO PRESCRIBES A RECOGNITION THRESHOLD OF MORE LIKELY-THAN-NOT, AND A MEASUREMENT ATTRIBUTE FOR ALL TAX POSITIONS TAKEN OR EXPECTED TO BE TAKEN ON A TAX RETURN, IN ORDER FOR THOSE TAX POSITIONS TO BE RECOGNIZED IN THE FINANCIAL STATEMENTS. THERE WAS NO CUMULATIVE EFFECT ON THE ORGANIZATION'S FINANCIAL STATEMENTS RELATED TO ADOPTION OF THESE PROVISIONS, AND NO INTEREST OR PENALTIES RELATED TO UNCERTAIN TAX POSITIONS WERE ACCRUED. IRS990ScheduleO/GeneralExplanation/Explanation0A COPY OF THE 2010 FORM 990 WAS PROVIDED IN FINAL DRAFT FORM TO THE BOARD UPON RECEIPT FROM OUR INDEPENDENT ACCOUNTING FIRM. THE BOARD WILL BE PROVIDED AN OPPORTUNITY TO REVIEW THE 990 AND DISCUSS IT AT A REGULAR OR SPECIAL BOARD MEETING. ENE WILL THEN FILE THE 990 AFTER BOARD COMMENT AND REVIEW.
IRS990ScheduleO/GeneralExplanation/Explanation1ENE HAS A CONFLICT OF INTEREST POLICY IN OUR PERSONNEL HANDBOOK THAT BARS EMPLOYEES, INCLUDING KEY EMPLOYEES, FROM ACTIVITIES THAT COULD EITHER BE REAL OR PERCEIVED CONFLICTS OF INTEREST. WE TAKE THAT POLICY VERY SERIOUSLY AND MONITOR IT BY REQUIRING STAFF TO PROVIDE INFORMATION ON ANY POTENTIAL CONFLICT TO THE MANAGEMENT TEAM. ENE HAS NOT REQUIRED ANNUAL WRITTEN DECLARATIONS OF POTENTIAL CONFLICTS; WE HAVE FELT THAT GIVEN THE SMALL SIZE OF THE BOARD THAT SUCH A PROCEDURE IS NOT NECESSARY TO DISCOVER OR DISCLOSE POTENTIAL CONFLICTS. THE BOARD MAY REVISIT THIS PROCEDURE IN THE FUTURE.
IRS990ScheduleO/GeneralExplanation/Explanation2THE EXECUTIVE DIRECTOR'S SALARY LEVEL WAS REVIEWED BY THE BOARD IN CLOSED SESSION. INFORMATION COMPARING THE SALARY LEVEL TO OTHER NON-PROFITS OF COMPARABLE SIZE AND SKILL WERE RESEARCHED BY ENE MANAGEMENT AND PROVIDED IN SUMMARY FORM. FOR OTHER EMPLOYEES, ENE'S PROCEDURE IS FOR THE EXECUTIVE DIRECTOR TO ESTABLISH INDIVIDUAL COMPENSATION LEVELS. ENE REVIEWS COMPENSATION LEVELS OF EMPLOYEES OF COMPARABLE NON-PROFITS AND GOVERNMENT POSITIONS THROUGH INFORMATION AVAILABLE IN 990 FILINGS, GUIDESTAR, CONVERSATIONS WITH OTHER ORGANIZATIONS AND SALARY SURVEYS WHEN AVAILABLE.
IRS990ScheduleO/GeneralExplanation/Explanation3ENE PROVIDES ACCESS TO ORGANIZATION MATERIALS UPON REQUEST. AUDITS, FINANCIAL STATEMENTS AND GOVERNING DOCUMENTS ARE ROUTINELY PROVIDED TO FOUNDATIONS AND OTHER DONORS UPON REQUEST. ENE FORM 990'S ARE POSTED ON GUIDESTAR AND CHARITY NAVIGATOR WEBSITES OR LINKS.
