Mission

United Way of Greater Portland improves people's lives by mobilizing the caring power of our communities. We work to achieve community-wide change that improves the education, financial stability, and health of Greater Portland residents. To these ends, we: -Educate the community and raise resources to address the most pressing human care needs -Provide funding, technical assistance, volunteer resources, and a wide range of support to strengthen the capacity of our nonprofit partners to address community needs -Convene and work side by side with individuals, nonprofits, government, businesses, and other community partners -Create, fund, and replicate initiatives that improve the quality of life for individuals and families -Work with policy makers and advocates on important issues around education, financial stability, and health.

Activity 2
EDUCATION: Education is the cornerstone of individual and community success. It is essential to getting and keeping a job with a livable wage and health benefits. It is also fundamental to a community's economic prosperity: a well-educated workforce attracts world-class jobs. United Way funds 25 programs at 13 partner agencies that focus on education, helping us advance our education goals in the community. From addressing youth self-esteem to funding accredited child care centers, United Way is helping children, youth, and families reach their potential. Just as the strength of the foundation determines the stability of the home, all future learning, behavior and health is based on one's early experiences. Our vision is that young people will grow up healthy and ready for the future; that they are prepared for kindergarten; that children are reading on grade level by fourth grade; that middle school youth are at grade level in math and reading; and that high school students graduate with proficiency and are ready for college, the workplace, or the military. Research and experience show that each one of these benchmarks is essential for long term success. Our Westbrook Children's Project is an example of how we are working to fulfill our vision. Important project strategies have focused on increasing attendance and decreasing behavior issues, both important for improving academic success. In FY 2012, at one elementary school: The number of behavior incidents resulting in children being sent out of the classroom decreased by 12% The number of children with behavior incidents decreased by 30% The number of children absent seven or more times in a six month period decreased by 17% In FY 2012, we also increased instructional attention for struggling students. We saw a huge growth in letter identification by kindergartners in one school, an important benchmark in early literacy.Other Project accomplishments in the past year include: -Kate Hersom, Principal at Saccarappa Elementary School and a lead Project champion, was named Maine's Elementary School Principal of the Year. -The Project brought volunteers into the school and classroom to help children succeed, with 66 volunteers donating over 2,300 hours at one elementary school alone. -This summer, literacy kits were distributed to all incoming kindergarteners. -We are increasing collaboration by convening 80 individuals representing more than 20 agencies on a monthly basis.

INCOME: Many people in Greater Portland do not have a stable income that allows them to provide the basics - food, rent, and utilities. United Way has always taken a strategic approach to addressing critical issues and financial stability is no exception. Financial stability comes from providing families with the resources and opportunities they need to meet their basic needs. United Way funds 15 programs at 10 partner agencies that focus on income and securing the basics, helping us advance our financial stability goals in the community. From addressing the needs of refugees and immigrants to transportation and legal services programs, United Way is linking community members to tools that will help them get on, or continue down, the path to financial stability. CA$H (Creating Assets, Savings, and Hope) Greater Portland is a partnership of community leaders and industry experts empowering individuals and families to achieve long-term financial stability. CA$H is a year-round resource for the community, offering free income tax preparation to qualified filers during tax season, helping employers bring financial education tools to their employees, and educating hard-working residents about how they can make the most of their money. CA$H connects the community to local programs and services, and utilizes its website, www.cashgp.org, as a financial education clearinghouse. In 2012, CA$H free income tax preparation events returned $1,241,483 in federal and state tax refunds to the community, and applied $372,331 in federal earned income tax credits. United Way of Greater Portland serves as the Local Board administrator of the federal Emergency Food and Shelter Program (EFSP). This program is specially designed to help communities respond to local emergency food and shelter needs. EFSP funds are intended to help existing programs, such a food pantries and shelters, expand their capacity to serve those in need. Funding decisions are made on the local level by the Local Board which sets priorities, advertises the availability of funds, makes funding recommendations, and provides technical support to recipient organizations throughout the grant period. In 2011, Cumberland County was deemed ineligible for funding due to a change in the qualification formula and a 40% cut to the program nationally. As a result of direct advocacy, the Local Board was able to secure $93,000 in special funds from the National Board and $24,000 in funding from the State Set Aside Committee. United Way of Greater Portland convenes and leads the Cumberland County Food Security Council, a coalition focused on increasing access to food for vulnerable populations throughout Cumberland County. Formed in 2011, the council is comprised of representatives from local businesses, farms, food pantries and meal providers, government agencies, and other social services providers. The Council's focus for the next year includes developing a food security dashboard for Cumberland County and one common, shared database to collect and store data. This effort involves building collaboration and consensus among the key food providers for the county, as well as the front-line pantries and meal programs served by them. The establishment of a common data collection tool and dashboard will help provide an accurate picture of the state of food security in the county and provide strategic direction to hunger reduction efforts, provide a formal mechanism for collaboration, communication and data sharing among key food providers, and help reduce the burden of duplicative data reporting on the part of front line providers. The other major focus is to utilize a community conversation model, tested in the Lakes Region, to bring together partners from across the food system to identify and discuss the food access issue and potential solutions for particular communities. IRS990/ActivityOther/Description02-1-1 Maine is a partnership with the United Ways of Maine, The Opportunity Alliance, and the State of Maine, that connects people to resources such as food pantries, heating assistance, and mental health services, through a toll free telephone number (211) and a robust online directory at 211Maine.org. Call specialists assess callers' needs and refer them to help 24 hours a day, 365 days a year, utilizing a statewide database of 8,000 resources. Last year, 2-1-1 Maine answered over 85,000 calls for information and referral. Keep ME Warm is a statewide partnership of the 10 United Ways in Maine and the 10 Community Action Programs (CAPs) to raise funds to supplement fuel assistance programs in Maine. Keep ME Warm is the only statewide fuel assistance fundraising effort in the state. United Way of Greater Portland is the custodian of the Keep ME Warm Fund and is responsible for collecting, distributing, and reporting. Funds contributed to Keep ME Warm are distributed based on a formula developed by the CAPs and United Ways in Maine based on federal Low Income Home Energy Assistance Program (LIHEAP) distribution percentages as well as population. CAPs receive 65% of the funds, United Ways receive 25%, and 2-1-1 Maine receives 10%. Donations to Keep ME Warm provide emergency heating assistance. CAPs use the funds to help households that might not be eligible for limited federal, state, or local fuel assistance programs. United Way funds support additional organizations and agencies in their communities that can help those in need of fuel assistance. 2-1-1 Maine distributes the funds for statewide overnight emergency fuel assistance for people who have no heat and have children or elderly family members in their household. Over $316,000 was raised for heating assistance through Keep ME Warm last year. Language Access for New Americans (LANA) is a program that has been improving access to services for refugees and immigrants with limited English proficiency by improving the quality and increasing the number of interpreters in Maine. LANA projects included general and specialized medical and legal interpreter training, online database of trained interpreters, and training for service providers on working with interpreters. In FY 12, LANA seized an opportunity to transfer the medical interpreter training program to Southern Maine Community College. Following this opportunity, LANA transferred the remaining projects to 211 Maine and the State of Maine Judicial Branch and closed as of June 2012. Designations are donor-directed contributions to health and human service organizations. Donors to United Way's campaign may direct all or a portion of their contribution to specific nonprofit agencies that provide health and human services. Each agency's nonprofit 501(c)(3) status and compliance with the USA Patriot Act is verified before funds are distributed. Also included in Other Program Services are expenses incurred by the organization to assess community needs, lead and participate in community partnerships and advocacy to advance our education, income, and health goals, provide outcome measurement training and assistance to agencies, assist and promote agency collaboration and merger, conduct program reviews and selection of program/agency recipients, administer grants, and provide financial and programmatic oversight. United Way administers various grant programs to promote diversity and inclusion, assist people in need, and assess and promote nonprofit collaboration, as well as scholarship programs for minority youth and students in the Greater Portland area. Volunteers play a vital role in improving people's lives and reaching our goals in education, income, and health. To this end, United Way works with agencies to secure qualified volunteers and works with volunteers to locate appropriate volunteer opportunities. IRS990/Description0HEALTH: Improving people's physical and mental well-being is one of the building blocks of a thriving community; however, numerous obstacles stand in the way of good health for many residents of Greater Portland. United Way funds 44 programs at 19 partner agencies that focus on health, helping us advance our health goals in the community. From addressing substance abuse to funding vision rehabilitation programs and outpatient mental health clinical services, United Way works tirelessly to improve life for thousands of friends, neighbors, and co-workers in Greater Portland.In addition, United Way, in collaboration with several community partners, developed the Let's Go! program. Let's Go! is a nationally recognized, community-based childhood obesity prevention program that promotes healthy lifestyles of children, youth, and their families. The goal is to increase physical activity and health eating, turning the trend on youth obesity. We accomplish our goals with the 5-2-1-0 message: eat at least 5 fruits and vegetables a day; limit recreational screen time (TV or computer use) to 2 hours or less; Get 1 hour or more of physical activity every day; and drink 0 sugar-sweetened beverages and choose low fat milk or water instead of soda. Let's Go's statewide efforts are now managed by the Barbara Bush Children's Hospital at Maine Medical Center and include 18 dissemination partners statewide (Cumberland County has three dissemination partners). United Way continues to provide key leadership in the statewide project and financially supports the work in Cumberland County by funding two full-time coordinators to implement the multi-sector model locally. In FY12, Let's Go! dissemination partners in Cumberland County registered 45 schools, 37 early childhood sites, 6 afterschool sites, and 24 health care sites. During the same time frame, Let's Go! began recognizing sites for their work. The lowest level of recognition required implementation of all five priority strategies and the highest level required all priority strategies written into policy and enforced. Higher recognition levels required sites to reach a more rigorous standard. In Cumberland County, Let's Go! Greater Portland recognized 3 schools, 22 childcare sites, 4 health care sites, and 4 afterschool centers. Statewide recognition included 30 schools, 15 after school programs, 86 early childhood sites, and 24 health care sites.Statewide evaluation data shows that schools and afterschool and early childhood programs are implementing and sustaining strategies that increase healthy eating and physical activity. More than 50% of schools reported that the Let's Go! strategies were implemented or sustained. 55% of afterschool sites and 64% of early childhood programs either created, implemented, or strengthened wellness policies.
