The rlf board approved revised bylaws on february 21 and june 18, 2014. Rlf's bylaws were reviewed by an attorney. The rlf bylaws now refer to the position of president rather than executive director; clarify that directors are not officers; indicate that the treasurer is no longer chair of the finance committee; remove references to classes of directors; clarify term limits and when vacancies exist; add methods for notice of meetings; exclude action without meeting by a director with interest in the matter; require compliance with conflict of interest policy; and add directors to list of those able to sign instruments in writing.

The 990 is prepared by outside tax accountants, reviewed by the controller, chief financial officer, the president of resources legacy fund, and the audit committee. It is then sent to all voting members before filing.

A conflict of interest policy covers officers and directors, who are required to disclose potential conflicts annually in writing. The board of directors determines if an actual conflict exists and is responsible for any required review and action. Additionally, a conflict of interest policy is included in the employee policy manual. Upon hire, employees are required to read it and acknowledge that they are familiar with and will observe the policy.

On a bi-annual basis, the board reviews compensation survey data and compensation data from several similar organizations, combines it with their awareness of compensation practices gained through their professional and volunteer affiliations, and establishes a reasonable compensation level for the president, executive vice president and the chief financial officer. The president undertakes the same review to establish reasonable compensation of key employees. This process was last undertaken in 2013.

RLF GRANTS HELPED DEVELOP SUPPORT ACROSS AGRICULTURAL, BUSINESS, AND ENVIRONMENTAL SECTORS FOR LEGISLATION THAT WOULD GRANT LOCAL AGENCIES NEW AUTHORITIES, ESTABLISH NEW STANDARDS FOR ACHIEVING SUSTAINABILITY, AND EMPOWER THE STATE TO PROVIDE ASSISTANCE TO AND OVERSIGHT OF LOCAL EFFORTS TO MANAGE THE STATE'S GROUNDWATER. IN ADDITION, RLF SUPPORTED PUBLIC EDUCATION EFFORTS REGARDING PUBLIC FUNDING TO SUPPORT IMPLEMENTATION OF THE NEW GROUNDWATER REGULATIONS. TO PROMOTE SUSTAINABLE FISHERIES WORLDWIDE, RLF PROVIDED SUPPORT TO OVERCOME FINANCIAL OBSTACLES TO FISHERY AND STAKEHOLDER PARTICIPATION IN THE MARINE STEWARDSHIP COUNCIL (MSC) FISHERY CERTIFICATION PROGRAM. FOR EXAMPLE, RLF GRANTS SUPPORTED PRE-ASSESSMENT OF THE FIRST SASHIMI-GRADE TUNA FISHERY CONSUMED DOMESTICALLY IN JAPAN TO SEEK MSC CERTIFICATION; A FULL ASSESSMENT OF THE ST. PIERRE BANK ATLANTIC COD FISHERY WHICH HAS BEEN PLAGUED BY OVERFISHING; AND ENGAGEMENT OF STAKEHOLDERS AND OTHER EFFORTS ASSOCIATED WITH CONDUCTING 12 PRE-ASSESSMENTS OF FRENCH AND SPANISH TUNA, ANCHOVY, SARDINE, HAKE, SQUID, AND CLAM FISHERIES. IN ADDITION, TO ENABLE FISHERIES MANAGED BY THE STATE OF CALIFORNIA TO MEET GLOBAL STANDARDS FOR MANAGEMENT AND SUSTAINABILITY, RLF SUPPORTED THE TESTING OF TOOLS FOR ANALYZING THE STATUS AND PERFORMANCE OF CALIFORNIA FISHERIES; DEVELOPMENT OF MORE EFFECTIVE APPROACHES TO STAKEHOLDER ENGAGEMENT; AND SCOPING AN ASSESSMENT OF STATE FISHERIES DATA COLLECTION, MANAGEMENT, AND ANALYSIS PROGRAMS. TO ADVANCE EFFECTIVE CONSERVATION OF CALIFORNIA'S COASTAL RESOURCES, RLF SUPPORTED DEVELOPMENT OF POLICY ANALYSES AND RECOMMENDATIONS FOR RESPONDING TO SEA LEVEL RISE AND COASTAL EROSION WHILE PROTECTING VULNERABLE ECOSYSTEMS, RECREATIONAL OPPORTUNITIES, AND ACCESS TO COASTAL RESOURCES. RLF COORDINATED AND SUPPORTED AN ONGOING PUBLIC PROCESS FOR DEVELOPING A PLAN FOR ENSURING THE LONG-TERM SUSTAINABILITY OF CALIFORNIA'S STATE PARKS. THE PLAN--FINALIZED IN 2015--RESULTED FROM MORE THAN 18 MONTHS OF RESEARCH, OUTREACH, AND COORDINATION BETWEEN A PUBLICLY APPOINTED COMMISSION, KEY STATE AGENCIES, AND THE ADMINISTRATION OF THE GOVERNOR OF CALIFORNIA. IT DETAILS A FUNDAMENTAL TRANSFORMATION OF THE STATE'S PARK SYSTEM, AND RECOMMENDS MAJOR CHANGES TO MODERNIZE THE SYSTEM, ENGAGE PARTNERS, AND EXPAND ACCESS. IT INCLUDES A VISION FOR THE FUTURE OF STATE PARKS TO BE ATTAINED BY 2025, ALONG WITH SPECIFIC RECOMMENDATIONS AND IMPLEMENTATION STEPS FOR ACHIEVING IT.
