Form 990, Part III, Line 4D

Other program services 4: effective environmental policy oec helps state and local elected officials and government agencies provide effective and equitable environmental leadership. We are a member of the oregon conservation network, a coalition of 40+ environmental organizations working together for strong environmental protection. We also consistently organize educational trainings for various partners, stakeholders, and community members to empower more robust civic engagement and more effectively engage and influence public policy making. Other program services 5: clean and plentiful water to protect the health of oregons waterways and keep drinking water safe, oec works to preserve water as well as reduce polluted runoff from both urban and rural sources, including pesticides, nitrate, and toxic chemicals. During the year ending march 31, 2023, we released the state of water justice report in collaboration with oregon water futures. This first-of-kind report expands the base of evidence demonstrating how frontline communities are impacted by oregons water challenges. During the 2022 legislative session, we successfully advocated for investments in water management, drought relief, and the agricultural heritage fund. We successfully supported improvements in urban sprinkler water efficiency, increased enforcement against illegal water use on cannabis operations as well as advocating successfully for increased staffing for agencies, allowing them to deliver more quickly on permitting and enforcement issues. We also worked with state agencies to strengthen their inter-agency communication, especially around groundwater quality and quantity concerns. Other program services 6: multi-issue environmental protection oec undertakes cross-cutting, overarching work to protect oregons environment, such as conducting general environmental education and outreach; bridging oregons urban-rural divide by increasing and deepening our engagement with rural interests; building partnerships with allied organizations and participating in environmental coalitions; and promoting strategies that broadly protect the environment and the health of oregonians, such as sufficient budgets for state natural resource agencies and community-based projects. In fy22-23, we had huge successes in supporting agency budgets and delivering record investments in climate and drought resiliency and non-highway transportation improvements. Other program services 7: renew oregon co-founded by oec, the renew oregon campaign has been laser-focused on building a movement to significantly reduce climate pollution in oregon. In fy22-23, renew transitioned to support the building resilience campaign, which advances energy efficiency, climate-smart, and climate resilient buildings. The coalition, policy, and communications capacity that renew oregon built has been the foundation for winning important new programs and leveraging federal funding for an equitable clean energy transition. Other program services 8: transportation solutions oec promotes clean, healthy, safe, and equitable transportation solutions that connect people to the goods and services they need to thrive. In during the year ending march 31, 2023, we co-led the clean and just transportation network, a statewide collaboration to advance transportation electrification and secure sustainable funding for a more equitable transportation system. Our work is helping to shift the statewide conversation on transportation from a move cars and trucks efficiently narrative to a balanced approach that will provide safe, healthy, and more equitable transportation options. We secured more federal funding from the infrastructure investment and jobs act for active and public transportation.we also support transportation electrification, including through expansion of the oregon clean fuels program, which has provided grants for us to partner with auto shops around ev job training, and with oregon state university to deploy

OUR WORK IS HELPING TO SHIFT THE STATEWIDE CONVERSATION ON TRANSPORTATION FROM A MOVE CARS AND TRUCKS EFFICIENTLY NARRATIVE TO A BALANCED APPROACH THAT WILL PROVIDE SAFE, HEALTHY, AND MORE EQUITABLE TRANSPORTATION OPTIONS. WE SECURED MORE FEDERAL FUNDING FROM THE INFRASTRUCTURE INVESTMENT AND JOBS ACT FOR ACTIVE AND PUBLIC TRANSPORTATION.WE ALSO SUPPORT TRANSPORTATION ELECTRIFICATION, INCLUDING THROUGH EXPANSION OF THE OREGON CLEAN FUELS PROGRAM, WHICH HAS PROVIDED GRANTS FOR US TO PARTNER WITH AUTO SHOPS AROUND EV JOB TRAINING, AND WITH OREGON STATE UNIVERSITY TO DEPLOY ELECTRIC UTILITY VEHICLES. WE ALSO PARTNERED WITH METRO TO SURVEY LOW-INCOME COMMUNITIES ON HAZARD WASTE PICKUP AND OUR WORK AND ADVOCACY WITH THE OREGON DEPARTMENT OF ENVIRONMENTAL EQUALITY LED TO A ONE MILLION DOLLAR FINE ON AN INDUSTRIAL PLANT THAT HAD NUMEROUS CLEAN AIR ACT VIOLATIONS SURROUNDING A LOW-INCOME COMMUNITY IN PORTLAND.
