Mission and Program Overview

Mission

Our mission is to save lives by improving pre-hospital emergency care. In 2019 the foundation funded training for 13 new paramedics for fire and ems departments throughout the puget sound region; provided emergency equipment grants to 16 area fire (continued in sch. O) departments; funded 11 new research projects; continued our financial support of the pulsepoint citizen response system in seattle ; and expanded our citizen cpr and aed training program.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The executive committee has the right to act on behalf of the board of directors. The committee is comprised of the president, president-elect, immediate past president, secretary, treasurer, and the chair of each of the standing committees.

Form 990, Part VI, Section B, Line 11B

The form 990 will be reviewed by senior staff, the president of the board, and the finance committee before filing. It will also be forwarded to all board members for comments. The treasurer, executive director and the director of finance will have final authorization of the 990 before filing.

Form 990, Part VI, Section B, Line 12C

The board of directors and key staff sign a conflict of interest statement annually. If a conflict is noted, it is addressed by the committee on directors and if the committee feels there is a conflict, the person is asked to take a leave of absence until the conflict is resolved.

Form 990, Part VI, Section B, Line 15

As of 2020, all compensation is reviewed and determined by the committee on directors and executive committee. Salaries are based on comparable data from at least two philanthropy surveys and local market values. Once approved they are presented in the budget to the finance committee for review, then included in the budget presented to the board of directors, where the budget is approved.

Additional Explanations

Compensation

The foundation's employees are legally employees of its payroll service provider through a professional employer organization (peo) service contract. Under this contract, the foundation does not issue w-2's, but rather the payroll service provider does. In the form 990, the foundation has disclosed no w-2's issued, however, for clear disclosure of compensation, has included officer compensation on the form 990, part vii, and officer and employee compensation on part ix, as if the foundation had paid compensation directly to the employees.
