ROOM TO READ WAS INCORPORATED IN THE STATE OF WASHINGTON IN 1999 AND MOVED THE ORGANIZATION'S HEADQUARTERS TO ITS CURRENT LOCATION IN SAN FRANCISCO, CALIFORNIA IN 2002. OPERATIONS ARE CONDUCTED AS A REGISTERED INTERNATIONAL NON-GOVERNMENTAL ORGANIZATION (INGO) UNDER AGREEMENTS WITH THE LOCAL RESPONSIBLE GOVERNMENTAL DEPARTMENT(S) IN CERTAIN COUNTRIES AND THROUGH LOCALLY INCORPORATED AFFILIATES IN OTHER COUNTRIES. IN 2017, ROOM TO READ CONDUCTED FUNDRAISING OPERATIONS IN TEN AREAS OUTSIDE OF THE US; NAMELY, AUSTRALIA, CANADA, HONG KONG, INDIA, JAPAN, THE NETHERLANDS, SINGAPORE, SWITZERLAND, THE UNITED KINGDOM, AND NEW ZEALAND. OPERATIONS IN THESE COUNTRIES ARE CONDUCTED THROUGH LOCALLY INCORPORATED LIMITED COMPANIES OR REGISTERED CHARITIES AND FOREIGN AFFILIATES. FORM 990, PART III, LINE 4A SCHOOL LIBRARIES BY THE END OF 2017, THE ORGANIZATION HAD REACHED AN ESTIMATED 12.41 MILLION CHILDREN THROUGH ITS VARIOUS CORE PROGRAM ACTIVITIES, THE LARGEST OF WHICH INCLUDES ITS SCHOOL LIBRARIES. THE ORGANIZATION ESTABLISHES SCHOOL LIBRARIES AND STOCKS THEM WITH LOCAL LANGUAGE BOOKS, ENGLISH BOOKS, AND ORIGINAL ROOM TO READ CHILDRENS BOOKS. BRIGHTLY COLORED FURNITURE, PUZZLES AND GAMES FOSTER A CHILD-FRIENDLY ENVIRONMENT AND ENCOURAGE A LOVE OF READING. 1,084 SCHOOL LIBRARIES WERE ESTABLISHED DURING 2017. TO DATE WE HAVE COMPLETED A CUMULATIVE TOTAL OF 20,912 SCHOOL LIBRARY PROJECTS. OTHER PROGRAM SERVICES FORM 990, PART III, LINE 4D ACCELERATOR IN 2017 THE ORGANIZATION PROVIDED TECHNICAL ASSISTANCE ("ACCELERATOR PROGRAM") TO THIRD PARTY ORGANIZATIONS IN EIGHT COUNTRIES (INDONESIA, GRENADA, RWANDA, INDIA, NEPAL, Zambia, TANZANIA, AND JORDAN) USING THE ROOM TO READ MODEL. BOOK PUBLISHING THE ORGANIZATION SOURCES NEW CONTENT FROM LOCAL WRITERS AND ILLUSTRATORS AND PUBLISHES HIGH QUALITY LOCAL LANGUAGE CHILDRENS BOOKS FOR DISTRIBUTION THROUGHOUT ITS NETWORK OF SCHOOLS AND LIBRARIES. A TOTAL OF 26 LOCAL LANGUAGE TITLES WERE PUBLISHED DURING 2017. TO DATE, WE HAVE DISTRIBUTED A CUMULATIVE TOTAL OF 23,200,183 LOCAL AND ENGLISH BOOKS.

Form 990 Review Process

Form 990, part vi, section b, line 11b room to reads form 990 undergoes a number of internal and external reviews prior to being filed with the irs. The return is prepared by room to reads public accounting firm, grant thornton llp, and is reviewed by room to reads accounting department and by the ceo and cfo. Then copies of the form 990 are provided to the audit committee and to all board members for their review and approval. Any questions the audit committee and board members have are directed to room to reads controller.

Process for Monitoring of Conflict of Interest Policy

Form 990, part vi, section b, line 12c our conflict of interest policy is included in room to reads employee handbook. Worldwide the employee handbook is distributed to new employees upon hire. In accordance with this policy, signed acknowledgements are maintained in individual employee files by human resources. Annually the management team and board sign conflict of interest statements and during the year any changes in conflict of interest are reported to the board.

Process for Determining Compensation of CEO and Key Employees

Form 990, part vi, section b, lines 15a and 15b the board has a human resources committee which includes at least two independent directors and the chief talent officer. The organization uses an independent advisory party to benchmark all salary ranges at least every 2 years. The human resources committee reviews and approves in general the organizations salary ranges. Separately, based on these benchmarks and on individual performance reviews, the human resources committee submits recommendations for top management salaries (including the ceo and cfo) to the board, which are reviewed by the board as part of the annual budget discussion.

Documents Available to the Public

Form 990, part vi, section c, line 19 the organization makes financial documents such as an annual audit, form 990, form 990-t, and annual report available to the public on the room to read website or upon request. All other governing documents are not available to the public via the organizational website but can be issued upon request if appropriate. The conflict of interest policy is shared and updated annually with the board of directors and key employees.

Schedule d, part x, line 2 the organization was incorporated under the laws of the state of washington and granted tax-exempt status by the internal revenue service under section 501(c)(3) of the internal revenue code and by the california franchise tax board under section 23701(d) of the revenue and taxation code. Accordingly, the organization is not subject to u.s. Federal or state income tax on its income other than unrelated business income, and no provision for income taxes has been included in these consolidated financial statements. The organization follows guidance that clarifies the accounting for uncertainty in tax positions taken or expected to be taken in a tax return, including issues relating to financial statement recognition and measurement. This guidance provides that the tax effects from an uncertain tax position can only be recognized in the financial statements if the position is "more-likely-than-not" to be sustained if the position were to be challenged by a taxing authority. The assessment of the tax position is based solely on the technical merits of the position, without regard to the likelihood that the tax position may be challenged. The organization is exempt from federal income tax under internal revenue code section 501(c)(3), though it is subject to tax on income unrelated to its exempt purpose, unless that income is otherwise excluded by the code. The organization has processes presently in place to ensure the maintenance of its tax-exempt status; to identify and report unrelated income; to determine its filing and tax obligations in jurisdictions for which it has nexus; and to identify and evaluate other matters that may be considered tax positions. The organization has determined that there are no material uncertain tax positions that require recognition or disclosure in the financial statements.
