OTHER PROGRAM SERVICES 4: Legislative Monitoring and OutreachCalifornia ReLeaf monitors State and Federal legislation for opportunities to educate and participate in public debate and policy related to urban forestry. Of particular interest is how urban forestry is being increasingly integrated into other policy and funding arenas, such as affordable housing, additional mitigation measures, and potentially climate adaptation programs. Furthermore, the steadily mounting recognition of the value of urban forest co-benefits is particularly gratifying as found, for example, in connection with Californias Cap & Trade programs. Through our website, newsletter, emails and action alerts, ReLeaf ensures that Network members and other interested community members are aware of what is happening at the state and federal level and also provides information for how local groups can make their voices heard.California ReLeaf staff continued communication with multiple environmental and social justice partners on policy priorities during the reporting period with specific focus on highlighting urban forestry in the annual Cap and Trade discussions as well as Just Response and Recovery from COVID-19. IRS990/Desc0Program Grant ManagementIn fiscal year 2020, California ReLeaf received generous grant funding for pass-through California Arbor Week grants from Edison International. The program continued Edisons goals of developing new community-based organizations interested in planting trees in their neighborhoods to help offset the impact of extreme heat events. Workshops were held in February 2020 in Highland and Yucca Valley. The original intention was to limit the program to the spring of 2020, however the onset of COVID-19 shelter-in-place orders led to an extension of the grant program through the fall of 2020. ReLeaf managed 22 Arbor Week Grants totaling $40,000 in pass-through funding.In fiscal year 2020 California ReLeaf also managed five pass-through grants funded through the California Department of Forestry and Fire Protection. Four were via the California Climate Investment Program (CCIP) intended to reduce greenhouse gas emissions and one was through the Prop 68 Program focused on planting trees to offset the impacts of climate change, such as flooding, wildfires, and extreme heat. Urban Forest California Climate Investment GrantsStarted in 2015, the California Climate Investment Program grants (CCIP and formerly known as Greenhouse Gas Reduction Fund grants) from CAL FIRE have a strong emphasis on planting in Low Income and Disadvantaged Communities as identified by CAL EPA. All of the California ReLeafs CCIP grants are intended to provide funding to smaller nonprofits and community groups and to encourage new organizations to make tangible improvements to their neighborhoods with trees and building stronger, more cohesive communities. The first two California Climate Investment Program (CCIP) grants awarded to ReLeaf in 2015 were successfully completed and closed in December 2019 with over 5,200 trees planted and a reduction of nearly 24,000 tons of CO2 over the lifetime of the trees in addition to the local co-benefits of urban heat island reduction, cleaner air and water. Over 130 local jobs were created and included training in tree planting, tree care, and community engagement. Local volunteers donated 30,000 hours of their time to these community benefit projects. California ReLeafs programs are designed to educate Californians about the value and benefits of trees as well as sound tree care practices. A CAL FIRE grant started in summer 2019 supported a citizen science urban heat island study in Oakland, Los Angeles, San Bernardino, and Victorville. The program also received funding from the USDA Forest Service.FY2020 Education & Outreach Accomplishments:California ReLeaf does the majority of its communications via online platforms: email lists, social media, webinars, and the website. E-Communications Circulation: Nearly 1,000 Recipients. Over four dozen eBlasts were sent covering a variety of topics such as: introducing urban forest grant opportunities, Arbor Week Art Contests, California Arbor Week Grants, webinars on human health and trees, urban forest tree canopy tools, tree care jobs, coping with COVID-19, ReLeafs first virtual Network Retreat via Zoom, and a new series of monthly Network educational meetings via Zoom.Website ADA Compliance: In FY2020 California ReLeaf worked with consultants to make the website ADA compliant and easier for all visitors to navigate. As always, all webinars and other educational resources are share via the website.Social Media Circulation: 3,000. The members have common goals of community development by planting and protecting trees, promoting community engagement and volunteer involvement, and fostering an ethic of environmental stewardship.The ReLeaf Network enables individual groups to use their collective power to improve the urban and community forests in their home towns for all Californians. Through membership in the Network, groups build their organizational and technical skills, share their enthusiasm, experiences and ideas, address issues of common concern, and work together to plant trees, promote tree care and community stewardship, and grow stronger communities throughout the state. 2019/20 accomplishments of this program include:The Network had nearly 100 members that varied from small groups of dedicated volunteers to mature nonprofit organizations with paid staff. Network members represent diverse demographics and a broad geographic reach throughout California.-Network member organizations:-Planted 49,000+ trees-Cared for 65,000+ trees-Engaged 22,500+ volunteers giving 113,000+ hours of their time-Hosted 560 outreach events, reaching over 140,000 community members. Our Education & Communications Program Manager sent regular Network Updates to Network members throughout the year. These emails reached over 200 recipients and covered a variety of topics, including information about funding opportunities, upcoming conferences and workshops, research reports, job announcements and more. Online surveys were used to seek input from ReLeaf Network Member organizations on urban planning as well as their planting and volunteer activities.

IRS990ScheduleC/SupplementalInformationDetail/ExplanationTxt0From July 1, 2019 through June 30, 2020, California ReLeaf managed a scaled-down public policy portfolio that recognized pandemic severity and the accompanying economic challenges that largely stifled opportunity to advance progressive public policy within the natural resources sector. Our emphasis focused primarily on:1. Advocating for including funding for Cal Fires Urban and Community Forestry Program in theCap-and-Trade Expenditure Plan within the State Budget for fiscal year 20-21. California ReLeafmet with the California Natural Resources Agency, CAL FIRE, and the Legislature on this issue.As there was no implemented Cap-and-Trade Expenditure Plan, no funding was appropriated.2. Advocated for urban forestry funding in a climate resiliency bond (AB 3256) that would open thedoor to using bond dollars to maintain the existing urban forest. We were successful insecuring bill amendments stating one hundred million dollars ($100,000,000) shall be availableto the Natural Resources Agency and the department of Forestry and Fire Protection forcompetitive grants for urban greening and forestry project. However, the bill did not advance.3. Advocated briefly for the inclusion of General Fund dollars in the FY 20-21 State Budget tosupport Cal FIRE efforts to address the PSHB crisis through on-the-ground action. CaliforniaReLeaf met with Cal FIRE and the Legislature on this issue prior to the pandemic, but thendropped this effort in March when it became obvious that General Fund dollars were needed formore urgent and immediate public health and safety priorities.In addition, we met with numerous members of the Newsom Administration to offer insights and suggestions on how this administration could advance urban forestry and elevate its relevance in the larger natural resources discussion. This effort, coupled with similar efforts from our natural resources colleagues, did contribute to Governor Newsom issuing Executive Order N-82-20 (in October 2020) which took essential steps to conserve Californias biodiversity and integrate nature-based solutions into Californias continuing campaign to combat climate change.We sponsored Assembly Bill 1252 by Assembly Member Robert Rivas (D Hollister) which would authorize advance payments through CAL EPAs Environmental Justice Small Grants Program. However, Governor Newsom vetoed the bill.We also expanded our advocacy scope and partnerships by working with key environmental justice colleagues to advocate for a just recovery from the pandemic and economic crisis. This effort resulted in the formation of the Just Recovery Network, which provided recommendations on the aforementioned bond, GGRF plan, and related issues contemplated by the Governors Task Force on Economic Recovery formed in 2020 in response to the pandemic.Finally, we registered support for the following legislation (2019): AB 209, AB 352, AB 454, AB 782, AB 1252, AB 1080, SB 1, SB 45, SB 54; (2020): AB 345, AB 1350, AB 1922, AB 2021, AB 2054, AB 2176, AB 2832, AB 2954, AB 3121, AB 3030, ACA 5, ACR 157. We opposed AB 1299 in 2019 and AB 235 in 2020.
