Mission

The mission of the organization is: - to foster the conservation of open space and our countryside. - to foster and celebrate the traditions of virginia steeplechase racing. - to use these functions to support benevolence in our community.to fulfill this mission and to launch foxfield into its new era, the board of directors has prioritized the following strategic initiatives: - the race: establish the foxfield races as one of the premier races in the national steeplechase association - safety: create a race day that is safe, accessible and community oriented - infrastructure: invest in property infrastructure improvements - sponsorships: expand and improve sponsorship opportunities through the creation of a higher level experience

The organization is dedicated to the preservation of open space and the conservation of natural resources in virginia, and furthers these purposes by both implementing methods to preserve and conserve land, and using legal means to prohibit the sale and/or improper development of natural resources. To facilitate its mission, in 2020 the organization expanded its activities to include the operation of community events on property known as foxfield in albemarle county, virginia, thereby preserving such real estate as open space available to the public for community activities which are consistent with its historic use, such as a biannual steeplechase (including foxfield races) and other events that have taken place on the property since 1978.

In 2020, foxfield racing llc, a virginia limited liability company, began to operate and manage foxfield races on the leased property. Foxfield racing llc is a 100% owned disregarded entity of garth road preservation, inc. The creation of foxfield racing llc succeeded litigation filed by the directors of the organization on january 3, 2017, in the albemarle county circuit court which blocked the sale and development of land known as foxfield located in albemarle county, virginia. This suit was consistent with the organization's description of activities contained in the organization's form 1023, which stated that "the corporation is dedicated to the preservation of open space and the conservation of natural resources in virginia, and will further these purposes by both implementing methods to preserve and conserve land, and to use legal means, such as filing for an injunction, to prohibit the sale and/or improper development of natural resources." after over two years of contested litigation, the organization and the owner of foxfield voluntarily agreed to several actions to preserve foxfield as open space for community use, consistent with historic activities. The owner of foxfield granted a perpetual conservation easement to the albemarle conservation easement authority, which easement was granted on october 10, 2019, and which reduced the intensity of development of foxfield. The owner also agreed to lease foxfield to the organization, but only if the organization would operate and manage national steeplechase association sanctioned equine races, including the foxfield races, which have been held at foxfield for over forty years. Should the organization cease to operate and manage the steeplechase races, the lease will expire and the owner may sell foxfield for development as a single residence, thereby removing the property from access to the general public for community events.

THE CREATION OF FOXFIELD RACING LLC SUCCEEDED LITIGATION FILED BY THE DIRECTORS OF THE ORGANIZATION ON JANUARY 3, 2017, IN THE ALBEMARLE COUNTY CIRCUIT COURT WHICH BLOCKED THE SALE AND DEVELOPMENT OF LAND KNOWN AS FOXFIELD LOCATED IN ALBEMARLE COUNTY, VIRGINIA. THIS SUIT WAS CONSISTENT WITH THE ORGANIZATION'S DESCRIPTION OF ACTIVITIES CONTAINED IN THE ORGANIZATION'S FORM 1023, WHICH STATED THAT "THE CORPORATION IS DEDICATED TO THE PRESERVATION OF OPEN SPACE AND THE CONSERVATION OF NATURAL RESOURCES IN VIRGINIA, AND WILL FURTHER THESE PURPOSES BY BOTH IMPLEMENTING METHODS TO PRESERVE AND CONSERVE LAND, AND TO USE LEGAL MEANS, SUCH AS FILING FOR AN INJUNCTION, TO PROHIBIT THE SALE AND/OR IMPROPER DEVELOPMENT OF NATURAL RESOURCES." AFTER OVER TWO YEARS OF CONTESTED LITIGATION, THE ORGANIZATION AND THE OWNER OF FOXFIELD VOLUNTARILY AGREED TO SEVERAL ACTIONS TO PRESERVE FOXFIELD AS OPEN SPACE FOR COMMUNITY USE, CONSISTENT WITH HISTORIC ACTIVITIES. THE OWNER OF FOXFIELD GRANTED A PERPETUAL CONSERVATION EASEMENT TO THE ALBEMARLE CONSERVATION EASEMENT AUTHORITY, WHICH EASEMENT WAS GRANTED ON OCTOBER 10, 2019, AND WHICH REDUCED THE INTENSITY OF DEVELOPMENT OF FOXFIELD. THE OWNER ALSO AGREED TO LEASE FOXFIELD TO THE ORGANIZATION, BUT ONLY IF THE ORGANIZATION WOULD OPERATE AND MANAGE NATIONAL STEEPLECHASE ASSOCIATION SANCTIONED EQUINE RACES, INCLUDING THE FOXFIELD RACES, WHICH HAVE BEEN HELD AT FOXFIELD FOR OVER FORTY YEARS. SHOULD THE ORGANIZATION CEASE TO OPERATE AND MANAGE THE STEEPLECHASE RACES, THE LEASE WILL EXPIRE AND THE OWNER MAY SELL FOXFIELD FOR DEVELOPMENT AS A SINGLE RESIDENCE, THEREBY REMOVING THE PROPERTY FROM ACCESS TO THE GENERAL PUBLIC FOR COMMUNITY EVENTS.
