Mission

To prevent the suffering and death of companion animals and to enrich the human-animal bond by providing excellent, accessible, and affordable spay/neuter and veterinary care.

In FY2016 SNAP sterilized/vaccinated 28,990 cats & dogs, preventing the suffering & death of millions of unwanted puppies & kittens through spay/neuter. 30% of these were free to the client. An additional 17,648 animals received low-cost veterinary wellness care.

The draft version of the 990 is presented to the Deputy Director of Administration for preliminary review before it is forwarded to the Executive Director and the board. If there are no objections or concerns, the Deputy Director of Administration approves the draft to be finalized in order to file with the IRS.

The compensation review process includes consideration by the Board of Directors, of comparability data, the establishment of individual roles and functions and where applicable, review of any performance metrics associated with the role/function, evaluation of the individual against the functions, and a review of history of salary increases. IRS990/Desc0Stationary Spay-Neuter & Wellness Clinics:Our three stationary Spay-Neuter and Animal Wellness Clinics made spay/neuter, vaccinations against preventable diseases, and basic veterinary wellness services more affordable for the general public. In FY2016, our clinics in Houston, Pasadena, and San Antonio performed 24,936 spay/neuter surgeries (7,011 dog spays, 6,242 dog neuters, 6,589 cat spays, and 5,094 cat neuters). Calculating only the female animals and using conservative reproduction rates, the births of over 41,935 puppies and 39,224 kittens were prevented within a single year's time. An additional 19,303 dog and cat patients received veterinary wellness care. Because the offerings in our clinics were limited to spay/neuter and wellness services, our dedicated and compassionate team was able to remain focused on the proficiency of high-quality, high-volume spay/neuter and keep prices low at the same time. By enabling our clients to access affordable spay/neuter services, we were able to move closer to achieving our vision of a world with no homeless pets in FY2016.

IRS990/ProgSrvcAccomActy2Grp/Desc0Mobile Veterinary Services:Our mobile spay/neuter clinics pioneered by SNAP in 1993 are addressing the problem of animal overpopulation, homelessness, and euthanasia by taking services right into the neighborhoods in which they are most needed. High rates of animal homelessness, abandonment, shelter intake, and euthanasia directly correlate with areas in which a large percentage of the population lives below poverty level. In FY2016 our mobile clinics served low-income clients in twelve Texas counties. A total of 4,054 animals received spay/neuter and vaccinations (1,334 dog spays, 959 dog neuters, 989 cat spays, and 772 cat neuters). Calculating only the female animals and using conservative reproduction rates, the births of over 7,979 puppies and 5,887 kittens were prevented within a single year's time. Carrying the calculations out over a longer period of time, the numbers increase exponentially, reaching staggering and heart-breaking numbers.These clients (who qualify based on participation in various government assistance programs) have been empowered through the opportunity to provide a previously-unattainable level of care for their pets, while contributing to the solution of animal overpopulation. Charitable funding for these programs allowed us to provide the services at no cost to the clients.In addition to the immediate financial benefit of receiving free services, these clients were able to avoid the compounded expenses of future generations of unwanted puppies and kittens. Pets have been given the chance to live their lives free from hormonal urges, preventable diseases, reproductive cancers, and the discomfort and dangers of giving birth. The removal of hormonal behaviors in these companion animals has helped to improve the human/animal bond, which has been repeatedly shown to provide tremendous emotional, mental, and physical health benefits for the human caregivers.Our Houston Mobile Clinic continued to work in the infamous Corridor of Cruelty and Neglect. This area of town has become a place where unwanted animals are discarded. Many of these animals have been abused, often used in cruel and illegal dog-fighting operations. With this large population of homeless animals, the cycle of reproduction continues unfettered. Thanks to funding from a number of animal organizations and foundations who have been touched by the deplorable plight of these animals, SNAP was able to make a number of trips to the corridor in FY2016.Besides curbing pet overpopulation and preventing the suffering and death of millions of unwanted puppies and kittens, these services have had dramatic implications for the public. Public health has been improved by reducing the threat and incidence of rabies spread by dogs and decreasing the number of dog bites (which are overwhelmingly caused by un-neutered male dogs). A reduction in the number of stray animals roaming the neighborhoods and the number of carcasses in our landfills has achieved a safer and cleaner environment.Municipalities and taxpayers have been saved money by the reduction in number of animals picked up off the streets, impounded, and euthanized in animal control facilities and shelters (nation-wide, these expenses are estimated to be as high as $2 billion per year). And community livability standards and public sentiment have been improved by reducing the killing of healthy, adoptable dogs and cats.

IRS990/ProgSrvcAccomActy3Grp/Desc0Contracts/Cooperative Efforts with Municipalities and Shelters:These activities were carried out by and budgeted through the two programs described previously.In FY2016, SNAP contracted and/or partnered with a number of municipalities and agencies, including BARC (the City of Houston), Harris County, Fort Bend County, the City of Pasadena, San Antonio Animal Care Services, the City of Laredo Health Department, the City of Liberty, and Bexar County. While the target populations, client qualifications, and other details vary from contract to contract, all of these collaborations allowed us to achieve the goals of providing spay/neuter to a greater number of clients, vaccinating animals against rabies and other preventable diseases for the wellbeing of the animals and in the interest of public health, and reducing the number of homeless animals and the number of healthy, adoptable cats and dogs euthanized in shelters.One indicator of the success of these collaborations is the incredible progress the city of San Antonio has made in improving its shelter live release rate, becoming the largest city in the nation to achieve no kill status. A broad coalition of agencies and organizations were part of this remarkable achievement, and SNAP has been integral to the success of the effort.In March, 2016, SNAP also continued to expand our international reach, as four SNAP team members joined an international team working with the city of Ambato, Ecuador and Protection Animal Ecuador (PAE) to address a terrible pet overpopulation crisis in the city. Over 2,000 dogs and cats were spayed and neutered during this five-day project. This project adds to trips to Mexico, American Samoa, the Cayman Islands, the Galapagos Islands, Panama, and India in previous years. Through this international outreach, SNAP has helped address animal overpopulation by performing surgeries and teaching the local communities how to set up spay/neuter clinics and how to practice high-quality, high-volume spay/neuter.
