Mission and Program Overview

Mission

To prevent the suffering and death of companion animals and to enrich the human-animal bond by providing excellent, accessible, and affordable spay/neuter and veterinary care.

Major Activities

Activity 2
The Houston Mobile Clinic Project provides free spay-neuter surgeries for the cats and dogs of income-qualifying people in their own neighborhoods. The two clinics that now constitute this project sterilized 4,020 animals in FY2010. Once the state Animal Friendly grant ended, this clinic continued free service to Liberty County via funding from the city of Liberty, the Lions Club, the Rotary Club, private donors, and the Gilmore Foundation in Cleveland, enabling us to spay/neuter 278 animals free of charge in FY2010. During our Neuter Scooter for a Nickel promotion as part of Spay Day USA, during which we have neutered male cats for five cents each for sixteen years, the mobile clinic neutered fifty-seven male cats and spayed one female (brought in by accident). The clinic's valuable aid in the area dubbed the Corridor of Cruelty and Neglect continued throughout the fiscal year, enabling us to sterilize 314 animals in the area. This shameful place earned this name because it is a dumping ground for sick, injured, abused dogs (mostly), who live in horrible conditions. Not only did we make fourteen trips there to sterilize and provide some wellness services for rescued dogs as well as those living in the nearby neighborhood, but we were also able to promote awareness of the need to prevent such places from existing by spaying and neutering and treating animals humanely. In fact, the animal assistant on the mobile clinic volunteers in the Corridor and while filling up the feed stations witnessed a dog being dumped, and she was responsible for the first arrest in the Corridor. We made fifteen trips out of county in FY2010, totaling 355 spays and neuters in twelve trips to Liberty County, two trips to Brazoria County, and one trip to Fort Bend County. A program we do collaboratively with the city shelter (BARC) called the Blitz Project targeted at-risk neighborhoods with consecutive days of mobile clinic visits and with overflow going to BARC over the weekend. In FY2010 we made eleven trips to four needy areas, sterilizing 223 cats and dogs. Another collaborative effort, the Zip Code project, targeted community cats by blitzing a single zip code, 77023. During five trips, we sterilized 128 cats in the context of trap-neuter-release. A great accomplishment came out of this partnership as BARC was persuaded not to kill community cats but to neuter and return them instead. The idea is to do enough sterilizations in one limited area to more effectively stop the cycle of reproduction among free-roaming cats, who are responsible for 78.6 percent of kitten births in the U.S. Only 2 percent of these cats have been sterilized. We expect to see intake and killing at BARC go down from this zip code as well as complaint calls to the shelter about cats. This series actually began with a community cat day at BARC in November 2009 at which we sterilized thirty-one cats.
Activity 3
The San Antonio Mobile Clinic Project sterilized 3,003 animals in FY2010, 97.8 percent of those were free. The clinic made 134 trips to twenty-eight unique sites, including two new ones. We averaged 22.4 animals per trip, thus maximizing the efficiency of the clinic despite a decrease in total surgeries. Overall, we were forced to turn away 922 animals in Bexar County in FY2009 and thirty-eight animals in other counties. Since 2005, we have increased the clinic's free surgeries every year. Special events on the mobile clinic included two male-only days in July, August, and September-sponsored by Animal Care Services (ACS)-at which 165 dogs and cats were sterilized. We had a wildly successful free Chihuahua day in September in combination with our surgery clinic, at which the mobile sterilized sixteen dogs. For some of the people who showed up for this promotion, this was the first animal who had ever been sterilized in their family. Others brought a mother dog and puppies they had found on the street or had been given to the family. ACS sponsored twenty free-to-the-public days this fiscal year, no income qualifiers required. The Hollomon Price Foundation sponsored nine "military" days for the three bases in San Antonio for a total of 205 surgeries, particularly for military personnel. Fourteen trips out of Bexar County resulted in a total of 312 dogs and cats being sterilized for free who otherwise would not have been. Funded by The Kronkosky Charitable Foundation, we made three trips to Comal County (Canyon Lake and Spring Branch) and five trips to Bandera County (Lake Medina Shores, The Plaza, Pipe Creek Community Center, and Lake Hills), for a total of 190 spays and neuters. The city of Hondo brought us out to Medina County in February to sterilize eighteen cats and dogs. The Roger and Phyllis Sherman Foundation sponsored four trips to Atascosa (Lytle), Wilson (Floresville, twice), and Medina (Hondo) Counties for 104 animals. The mobile clinic also went to Johnson City at the request of Wildlife Rescue and Rehabilitation to help in the triage and care of cats from a cruelty case.

IRS990/Description0SNAP has reduced-cost stationary surgery/wellness clinics in Houston and San Antonio. In FY2010, the newly combined and expanded Houston Spay-Neuter and Animal Wellness Clinic sterilized 12,165 dogs and cats, and the San Antonio Spay-Neuter and Animal Wellness Clinic did 9,679. In addition, the San Antonio clinic saw 2,569 wellness patients, and the clinic in Houston treated 13,046. Our program of special cat days charging only a $20 co-pay spayed and neutered 1,061 cats on seventeen days at our San Antonio clinic. On nineteen $30 co-pay dog days, we sterilized 836 dogs, including special Dachshund-only and Chihuahua-only events. Both clinics participated in Neuter Scooter for a Nickel, neutering 425 cats for five cents each on the official Spay Day USA, and the Houston clinic spayed sixty female cats free of charge for Valentine's Day in the same month. The Houston clinic completed the sterilization of 625 community cats begun the year before in collaboration with four TNR groups by a grant from PetSmart Charities. The Houston clinic continued its successful Animal Aid program, which began in 2000 to offer free sterilizations, free wellness exams, and wellness products at cost to the dogs and cats living with people affected by HIV/AIDS. This program also involves a collaborative effort with Pet Patrol to offer free transportation and/or pickup services between the client's home and our clinics. Our participation in AIDS Walk 2010 was quite successful in helping fund Animal Aid. In FY2010, we helped over 103 clients in this program. A similar program for the elderly and disabled has been funded but did not get started in FY2010.
