Mission and Program Overview

Mission

To prevent the suffering and death of companion animals and to enrich the human-animal bond by providing excellent, accessible, and affordable spay/neuter and veterinary care.

Major Activities

Activity 2
The Houston Mobile Clinic Project provides free spay-neuter surgeries for the cats and dogs of income-qualifying people in their own neighborhoods. The clinics that constitute this project, including a brand new mobile clinic, sterilized 5,535 animals in FY2013, turning away 1,588 for lack of space. Some highlights of the fiscal year are as follows. The Houston mobile clinic completed our two-year Zip Code Project for community cats in 77011, which spayed and neutered 317 community cats in FY2013 (and sixteen in adjacent 77023), who were returned to the location where they were picked up. The total for the entire project was 1,841 cats in 77011, which is 70 percent of the estimated community cat population there. Based on BARC data, there was a 17.3 percent drop in the number of cats surrendered to the shelter from 77011 between 2010 and 2012. It is important to note that between 2011 and 2012 alone, BARC saw a total increase in cat surrenders of 11.6 percent, making the decrease in 77011 all the more remarkable. We appear to have made a positive difference for cats in this zip code. We have received another two-year zip code grant from PetSmart Charities for 77087. We continued helping rescue efforts in the Corridor of Cruelty and Neglect, raising enough funding in FY2013 to make thirteen trips to the Corridor and sterilize 272 dogs and cats, including thirty-one rescues. The mobile clinic neutered sixty-eight male cats during our Neuter Scooter event for World Spay Day on February 26th. We have participated in this event for nineteen years, since its inception, now neutering male cats free for the general public without even the nickel we used to collect. Our efforts to build municipal support resulted in contracts with the city of Houston, Fort Bend County, the city of Liberty, in addition to grants from a foundation in Liberty County. Nineteen trips out of county were funded in FY2013, totaling 410 spays and neuters in three trips to Liberty (73) and twelve trips to Fort Bend County (244). Our contract with Fort Bend County is for monthly visits to the county at various sites. The Wharton County Stray Pet Outreach Team sponsored trips to the city of East Bernard in March (23), the city of Wharton in April (24), and the city of El Campo in May (24).This year the mobile clinic had one cat-only day, separate from the TNR events. On 8 August 2012, the Harris County shelter had special funding for a trip to Jeds Do It Best Hardware totaling thirty cats sterilized. Because it is still too dangerous to make our annual international trip to Mexico, we went to Panama instead. Erica Johnson, DVM, mobile clinic veterinarian, traveled to Panama City to participate in a Spay Panama spay-neuter project 23-28 June 2013 during which 203 animals were sterilized.
Activity 3
The San Antonio Mobile Clinic Project sterilized 2,484 animals in FY2013; 99.9 percent of those were free. The clinic made 105 trips to forty unique sites, including thirteen new ones. We averaged 23.7 animals per trip, thus maximizing the efficiency of the clinic. Overall, we were forced to turn away 1,564 animals. Some highlights of the year follow. ASPCA sponsored five trips in September and October that spayed or neutered 146 cats and dogs. And in March, Bark in the Park at Woodlawn Lake was sponsored by the Talk About It campaign (SAAF/ACS) at which twenty-nine sterilizations were accomplished. Dr. Turner and several veterinary technicians from Palo Alto Community College Veterinary Technician Program provided veterinary support during the Petco 5K9 Walk Run. The team operated a veterinary aid station for dogs participating in the event and provided water for the thirsty dogs. The first injury of the day was a beagle named Tex who had his right ear bandaged by Dr. Turner and the technicians after suffering a bite wound. He recovered quickly and was able to complete the one-mile walk with his guardian. The event included a 5K run, a one-mile walk, and a health and fitness expo for people and dogs and benefited the Petco Foundation. The mission of the March 10th event was to promote healthy, fit lifestyles across the country while raising funds for animal welfare.Twenty-three trips and twenty-nine operating days out of Bexar County resulted in a total of 924 dogs and cats being sterilized for free who otherwise would not have been. Funded by The Kronkosky Charitable Foundation, we made two trips to Comal County (Canyon Lake Animal Shelter) and three trips to Bandera County (Pipe Creek Community Center twice and The Plaza once), for a total of 131 spays and neuters. We made six trips to Medina County (one to Hondo, two to LaCoste, and three to Devine) for 200 sterilizations, sponsored by Castroville Nip & Tuck. A trip to SARA Sanctuary in Guadalupe County sponsored by Tracy Frank yielded twenty-eight animals fixed. We made three trips to Atascosa County: one to Tri-City Animal Sanctuary for twenty-nine animals and two to Lytle Animal Shelter, both sponsored by Emeritus Board Member Pam Harris, for sixty-two animals. Six trips to Laredo for two-day rounds of sterilizations on twelve operating days spayed or neutered 419 animals. Sponsored by the city of Laredo health department, we fixed 291 animals on eight operating days at Larga Vista Community Center, the Laredo health department, Kohls, and San Martin De Porress. Laredo Animal Protective Society sponsored four operating days, two at the Laredo Animal Shelter, one at the Laredo Animal Protective Society, and one at Texas A&M Center for Housing, totaling 128 animals. A two-day trip to Eagle Pass in March sterilized fifty-five cats and dogs in Maverick County. There is no stationary veterinary facility in Eagle Pass, the closest clinics being in Uvalde, over sixty miles away. There is a mobile veterinarian who provides wellness services, but she does not perform spay-neuter. This mobile clinic visit thus provided a vital service for the animals in the area. A nonprofit group called Project Companion hosted the event, which is the first clinic the organization has sponsored. We did 490 surgeries for Animal Care Services on the mobile clinic in FY2013.

IRS990/Description0SNAP has reduced-cost stationary surgery/wellness clinics in Houston, Pasadena, and San Antonio. In FY 2013, the Houston Spay-Neuter and Animal Wellness Clinic sterilized 13,835 dogs and cats, the Pasadena Spay-Neuter and Welness Clinic did 3,538, and the San Antonio Spay-Neuter and Animal Wellness Clinic did 9,534. In addition, the San Antonio clinic saw 3,894 wellness patients, the Houston clinic treated 12,775, and the Pasadena clinic had 1,319 wellness visits. These clinics participated in World Spay Day, spaying or neutering 106 dogs and cats. The San Antonio Spay-Neuter and Animal Wellness Clinic held a special free pit bull day for this event, sterilizing thirteen pit bulls. Best Friends Animal Society has provided funding in San Antonio for TNR across the fourteen zip codes with the most serious community cat overpopulation. SNAP is part of that sweeping effort and in FY2013 sterilized 1,266 cats for the project. In addition, our Houston Spay-Neuter and Animal Wellness Clinic continued Animal Aid, which offers free sterilizations, free wellness exams, and wellness products at cost to the dogs and cats living with people affected by HIV/AIDS. In FY2013, we helped seventy-six clients and 127 animals in this program. SNAP began in May to collaborate with the City of Pasadena Animal Control in providing free spay/neuter surgeries through a voucher program to income-qualified animal guardians in the Pasadena area. In FY2013, 101 surgeries were provided through this program.
