TCHC leads the community solution to homelessness by serving as a catalyst for community change. TCHC is the lead agency and collaborative applicant for the Fort Worth/Arlington/Tarrant County Continuum of Care.

Coordinated entry became a major program in 2018. Coordinated entry is a process designed to ensure all experiencing homelessness have fair and equal access to the community's resources; are quickly identified, assessed and rapidly served with the most appropriate intervention. Coordinated entry is the front door to all homeless services in our community. Households in crisis are immediately assessed for need and matched with the most appropriate housing intervention to end their homelessness. Navigators work with households to obtain the necessary documentation to enter housing, facilitate referrals to housing providers, and advocate on behalf of the household. Households are connected to housing providers as openings become available and assisted until housing is secured. The goal is to move families from homelessness to housing in 60 days.

Financial Statement Notes

Part X : FIN48 Footnote

TCHC is exempt from federal income taxes under section 501(c)(3) of the Internal Revenue Code (IRC). However, income generated from activities unrelated to TCHCs exempt purposes is subject to tax under IRC Section 511. TCHC had no unrelated business income for the year ended December 31, 2018. Accordingly, no provision has been made for federal income tax. GAAP requires the evaluation of tax positions taken in the course of preparing TCHCs tax returns and recognition of a tax liability (or asset) if TCHC has taken an uncertain position that more likely than not would not be sustained upon examination by the Internal Revenue Service. Management has analyzed the tax positions taken by TCHC, and has concluded that as of December 31, 2018, there are no uncertain tax positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements.

CONTINUUM OF CARE OPERATIONS ALSO INCLUDES THE NEW COORDINATED ASSESSMENT SYSTEM WHICH PROVIDES A HOMELESS HELPLINE FROM 8 AM 10 PM DAILY TO PROVIDE INFORMATION AND REFERRAL AND DIVERT PERSONS WITH A HOUSING CRISIS FROM ENTERING IN TO THE HOMELESS SYSTEM. THE HMIS IS A WEB-BASED CLIENT AND SERVICES DATABASE FOR 139 HOMELESS HOUSING AND SERVICES PROGRAMS INVOLVING OVER $24 MILLION IN FEDERAL, STATE AND LOCALLY FUNDED PROGRAMS PROVIDED BY 38 NONPROFIT AND GOVERNMENTAL AGENCIES. THE HMIS IS USED FOR DATA COLLECTION, GRANTS MANAGEMENT, DATA ANALYSIS, PROGRAM MONITORING AND PERFORMANCE REPORTING TO FUNDERS AND THE COMMUNITY. THE HMIS ENHANCES COORDINATION OF CARE BY AND BETWEEN HOUSING, SUPPORTIVE SERVICES, MENTAL HEALTH, BEHAVIORAL HEALTH, HEALTH CARE, AND FIRST RESPONDERS. TCHC MAINTAINS AND MONITORS THE QUALITY OF DATA IN THE HMIS, TRAINS USERS, AND ISSUES HMIS IDENTIFICATION SCAN CARDS TO HOMELESS INDIVIDUALS TO ACCURATELY ENUMERATE THE NUMBER OF HOMELESS PERSONS AND RECORD UTILIZATION OF SERVICES. TCHC MANAGES THE TB SCREENING PROCESS THROUGH THE HMIS IN COLLABORATION WITH THE TARRANT COUNTY PUBLIC HEALTH DEPARTMENT, SIGNIFICANTLY REDUCING THE INCIDENCE OF TB AMONG THE HIGH RISK HOMELESS POPULATION.
