Founded in 1901, ChildCareGroup (CCG) is one of the oldest and largest non-profit organizations in Dallas and has been a United Way of Metropolitan Dallas Service Provider since 1923. Through a triad of services, ChildCareGroup serves the community through a two generation approach, providing the highest quality early childhood education programs for children; support and engagement services as well as child care subsidies for parents; and professional development for early childhood teachers to elevate the quality and access of child care across the community. ChildCareGroup's Early Care and Education Centers were the first in Dallas to be accredited by the National Association for the Education of Young Children (NAEYC) and have maintained NAEYC accreditation since 1986. ChildCareGroup advocates for safe, high-quality early childhood care and education that produces an industry with a living wage and a strong, stable workforce.

ChildCareGroup is led by an independent and diverse Board of Trustees consisting of 21 community and business leaders. Trustees meet at least six times per year and actively support CCG with strategic planning, fundraising, and program planning and implementation. More than 150 volunteers assist with the planning and execution of our annual fundraiser, The Great Adventure Hunt. More than 1,100 community volunteers annually support ChildCareGroup's various initiatives and activities in our programs, and 100% of the parents of children in our Early Care and Education Centers participate as CCG volunteers. ChildCareGroup operates an Adopt-A-Center program for our Early Care and Education Centers, in which Dallas corporate employees and community groups sponsor our centers with funding and volunteer support. Volunteers read with our children, perform essential repairs and building projects, and provide stimulating field trips our students would otherwise never experience.

CHILD CARE ASSISTANCE (CCA): To be eligible for this program, parents must work, attend school, or participate in a job training program. Nearly 1,100 early care and education providers in Dallas County and Southeast Texas are enrolled in the program. Child care is a workforce issue, and low income working parents need access to affordable, quality care for their children in order to go to work or school.

HEAD START & EARLY HEAD START-EARLY CARE AND EDUCATION CENTER PROGRAMS: In Dallas County, 38% of children live in poverty, which negatively impacts their development and growth. Providing holistic support for parents and children helps secure the investment in a child and support the current workforce, making our community stronger. In addition, 49% of children in Dallas County enter kindergarten unprepared. Learning starts at birth; therefore, early intervention is key to setting children in our community on a path to success. For over a century, ChildCareGroup has implemented an effective early intervention Two-Generation Approach that addresses the needs of children and families living in poverty. We lead the early childhood field by providing comprehensive, high quality care and education programs that promote healthy development for young children and kindergarten readiness and that provide practical, holistic services and referrals for the whole family to help support parents striving for self-sufficiency. In 2015, ChildCareGroup operated six early care and education centers accredited by the National Association for the Education of Young Children (NAEYC) located in East Dallas, Garland, Oak Cliff, and South Dallas. We served 627 children and their approximately 850 parents through these programs every day. Forty of these children are served through our collaboration with Bryan's House, providing care and education to children with special medical needs as well as their siblings. Classroom activities include evidence based curriculum and best practices, including an Individualized Education Plan (IEP) for each child, health and wellness screenings, referrals for special needs, emphasis on social-emotional development as a foundation to learning, and kindergarten transitioning. Families receive in-depth assessment, support and referrals for needs. Parents work closely with Family Advocates to set goals, create action plans and reach goals to model success for their children and set the family on a pathway out of poverty. Parents have many opportunities to practice engaging in their child's education in preparation for elementary school and beyond. Volunteers provide tens of thousands of hours of support and valuable in-kind matching funding for our programs each year. Every day, "Foster Grandparents" from the Senior Source volunteer their time in our Center Program classrooms. Funding for our Early Childhood Programs is provided by Early Head Start, Head Start of Greater Dallas, and generous private donors, including the United Way of Metropolitan Dallas, community groups, foundations, and individual donors. For every one dollar we raise privately, ChildCareGroup can receive four federal matching dollars a tremendous return on the community's investment. As part of this program, ChildCareGroup offers home-based child care and education to 64 children in 16 state registered Family Child Care (FCC) Homes, which abide by the rigorous Early Head Start center-based guidelines. These FCC Home settings provide a learning-rich, home-like environments and low teacher to child ratios. Additionally, ChildCareGroup operates the Early Head Start-Child Care (EHS-CC) Partnership with a grant from the U.S. Department of Health and Human Services to pilot a new nationwide partnership program in Dallas. We serve 128 infants, toddlers and families through partnerships with local center-based and family child care providers. We help centers improve teacher-child ratios, enhance their health and family support services, and we provide technical assistance to help those facilities meet EHS standards.

OTHER PROGRAM SERVICES - COMMUNITY EDUCATION AND TRAINING: CHILDCAREGROUP'S COMMUNITY EDUCATION AND TRAINING CONSISTS OF PROFESSIONAL TRAINING AND DEVELOPMENT, SMALL BUSINESS SUCCESS, AND OBESITY PREVENTION TRAINING. PROFESSIONAL TRAINING AND DEVELOPMENT: The early childhood profession is dominated by women (90%) and minorities who generally have low levels of education. Our goal is to help stabilize and professionalize this economically fragile industry by providing training in the state-required courses, the latest research and best practices to help a professional escalate her career in the early childhood profession. (1) State Required Training: Pre-Service Child Care Training The state mandates 24 hours of pre-service training for the early childhood classroom, so CCG provides the 24 hours of state-mandated pre-service training for a low cost to participants. Continuing Education Training We offer professional trainings in CPR, transportation safety, managing staff performance and child abuse/neglect. Participants receive hours that count towards their required annual professional development hours. Summer Sizzler - More than 500 professionals attend our Summer Sizzler training conference each year to receive required credit hours. (2) Leadership, Mentoring & Quality Enhancement Early childhood professionals benefit from training programs to help them succeed as owners, directors, and leaders in classrooms. Our programs include: Small Business Success We use evidence-based curriculum developed by the Kaufman Foundation that is designed to help early childhood professionals operate viable businesses. Leaders Taking Action This leadership program enhances child care center directors skillsets through participation in site visits of high quality Texas Rising Star (TRS) centers. Using curriculum from the McCormick Center for Early Childhood Leadership, this program focuses on healthy organizational work climate, change management and the implementation of shared decision making. CCG offers Directors Toolbox to Child Care Assistance providers in the Dallas community to raise the level of quality. Healthy Start, Healthy Children The success of the health programs in our own Center-Based Programs led us to create Healthy Start, Healthy Children to extend our knowledge of childhood obesity prevention to other providers. We train child care program directors and teachers each year to enhance their own programs with healthy nutrition and physical activity to help reduce or prevent childhood obesity. More than 5,000 children in care each year benefit from this program and it strategically aligns with United Way of Dallass Healthy Zone schools targeting elementary-age school children.

OTHER PROGRAM SERVICES - FOOD AND NUTRITION PROGRAM: Each year we serve 625,425 healthy meals and snacks to 2,127 children throughout Dallas County, providing at least two-thirds of their daily nutritional requirements through the USDA Food & Nutrition Program.

OTHER PROGRAM SERVICES - TEXAS HOME VISITING PROGRAM (PARENT EDUCATION): Born Learning is a comprehensive, evidence-based home visiting program for low-income families in vulnerable neighborhoods located in Pleasant Grove/Dixon Circle, Bachman Lake, West Dallas, Mesquite, and Balch Springs. Utilizing the rigorous, evidence based Parents As Teachers curriculum model (PAT), Born Learning teaches parents how to be their child's first teacher and helps them identify and address the individual developmental needs of their children through one-on-one education sessions between a Parent Educator, parents and children. Group Connections provide an opportunity for group learning and socialization between families on topics relevant to low-income families, strengthening the social capital of low-income families in our community. Born Learning Parent Educators assess family needs, teach parents to set goals, create action plans and reach their goals to model success for their children and help the family achieve self-sufficiency. Parents learn to engage early in a child's education and development, setting a healthy foundation for the child later in school and in life. CCG operated the HHSC contract managing the Home Visiting Matching System (HVMS), a comprehensive database linking parents to home visiting programs across our community.

OTHER PROGRAM SERVICES - PUBLIC PRE-K PROGRAM: Through a partnership with Uplift Education charter schools, ChildCareGroup served children with quality, relationship-centered pre-K programming at Uplift Gradus in DeSoto and Uplift Heights Preparatory in West Dallas in 2015. In order to access public pre-K, one of the following qualifications has to be satisfied: child is unable to speak or comprehend English; child qualifies for free or reduced lunch program; child is homeless; child of a parent actively serving in the military; child of a parent killed or injured in military service; or a child is in foster care. With a strong, early start in ChildCareGroup's longstanding, tested program, these children will transition smoothly into Uplift Education's successful, college-bound program.

However, income from certain activities not directly related to the organization's tax-exempt purpose may be subject to taxation as unrelated business income. In addition, the organization qualifies for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an organization that is not a private foundation. Accounting standards codification (asc) 740-10, income taxes, requires that the organization recognize in its financial effects of a tax position, if that position is more likely than not of being sustained upon examination, including resolution of any appeals or litigation processes, based upon the technical merits of the tax position. The requirements provide guidance on measurement, classification, interest and penalties and disclosure. Tax positions taken related to the organization's tax exempt status, unrelated business activities, taxable income and deductibility of expenses and other miscellaneous tax positions have been reviewed, and management is of the opinion that material positions taken by the organization would more likely than not be sustained by examination accordingly, the organization has not recorded an income tax liability for uncertain tax benefits. The organization is still open to examination by taxing authorities from year 2012 forward.
