FORM 990 - ORGANIZATION'S MISSION

People who have just been released from prison are typically stigmatized, overlooked, and pigeonholed by society. When they walk into project return, they discover that here they are valued, heard, and encouraged. While reduction of incarceration and other criminal justice reform continues to elude the u.s., project return serves as part of the solution. Project return is solely dedicated to the successful new beginnings of people returning to our community after incarceration. Now in its 39th year of service to the nashville and middle tennessee community, project return provides reentry assistance, including workforce development, to hundreds of men and women each year. We place employment at the core of our work, because it is the best predictor of a successful future for the people we serve, and all of our program services and business development are woven together to ensure maximal employment opportunity. The mission of project return is to provide services and connect people with resources needed to return successfully to work and community after incarceration.

Form 990, Page 2, Part III, Line 4B

References, and their financial literacy and wherewithal. Following the success of proe, and recognizing the severe need for affordable rental housing that is accessible to people with a conviction history, project return launched its second social enterprise, "proh" (project return opportunities for housing), in 2017. Through proh, project return acquires and rehabs modest, scattered-site (anti-enclave), multi- family properties, which are available to rent for those who have come through project return's programs. Since its launch in 2017, project return has purchased and rehabbed 16 units (duplexes and triplexes) in sites scattered across nashville for rent to people who are leading successful new lives after incarceration.

Form 990, Page 2, Part III, Line 4C

Wraparound support, which includes outfitting them with footgear, attire, and the necessary tools for their job. Proe generates revenue by securing and invoicing on its staffing arrangements with the companies needing workforce and partnering with project return. Now in its fifth year, we've employed over 500 people immediately after prison, paid them more than 1 million in wages, and generated more than 1 million in earned revenue.

Form 990, Page 2, Part III, Line 4D

In-reach: project return conducts in-reach sessions on a near-daily basis with groups of men and women in incarceration facilities across the region and state sparking connections such that they will come to project return upon their release. By design, no one is ever mandated for project return's services - people come to project return of their own volition - which makes connecting with them in prison, and sparking their motivation, all the more vital.

Financial Statement Notes

Schedule D, Page 3, Part X

The agency is exempt from federal and state income taxes under internal revenue code section 501(c)(3) and the tax laws of the state of tennessee. Accounting principles generally accepted in the united states of america require the agency to evaluate tax positions taken by the agency and recognize a tax liability (or asset) if the agency has taken an uncertain position that more likely than not would not be sustained upon examination by the irs. The management has analyzed the tax positions taken by the agency and has concluded that as of june 30, 2018 no uncertain positions are taken or are expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The agency is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The agency is no longer subject to u.s. Federal income tax examinations by tax authorities for years ended prior to june 30, 2015.

IRS990/MissionDesc0PEOPLE WHO HAVE JUST BEEN RELEASED FROM PRISON ARE TYPICALLY STIGMATIZED, OVERLOOKED, AND PIGEONHOLED BY SOCIETY. THE MISSION OF PROJECT RETURN IS TO PROVIDE SERVICES AND CONNECT PEOPLE WIT

IRS990/ProgSrvcAccomActy2Grp/Desc0PRO HOUSING: THE COMMON HOUSING TRAJECTORY WE SEE FOR OUR PEOPLE IS THAT THEY ARE FORTUNATE TO RESIDE IN TEMPORARY HOUSING FOR THE FIRST FEW MONTHS OF THEIR RELEASE, BUT IT EVENTUALLY COMES TO AN END AND THEY MUST LOOK FOR AFFORDABLE RENTAL OPPORTUNITIES. DESPITE EARNING SATISFACTORY WAGES AND MAINTAINING A TAXPAYING EXISTENCE IN OUR COMMUNITY, IT'S EXCEEDINGLY DIFFICULT FOR THEM TO ATTAIN HOUSING WHEN MOST LANDLORDS ACROSS THE CITY REJECT APPLICATIONS FROM PEOPLE WITH CONVICTION HISTORIES. INDEED, RESEARCH SHOWS THAT IT'S TEN TIMES MORE LIKELY FOR FORMERLY INCARCERATED PEOPLE TO BE HOMELESS THAN PEOPLE WHO'VE NOT BEEN INCARCERATED. IN WORKING WITH HUNDREDS OF PEOPLE EACH YEAR, WE HAVE FOUND THAT IT CAN BE PRACTICALLY IMPOSSIBLE FOR THEM TO GET ON A LEASE, DESPITE THEIR STEADY INCOME, THEIR REFERENCES, AND THEIR FINANCIAL LITERACY AND WHEREWITHAL.

IRS990/ProgSrvcAccomActy2Grp/RevenueAmt031893
IRS990/ProgSrvcAccomActy3Grp/Desc0PRO EMPLOYMENT (PROE): DESPITE INCREASING AWARENESS AND WILLINGNESS OF EMPLOYERS TO HIRE PEOPLE WITH CONVICTION HISTORIES, THERE IS STILL TREMENDOUS RELUCTANCE TO HIRE PEOPLE IMMEDIATELY AFTER THEIR RELEASE FROM INCARCERATION. PROJECT RETURN'S INNOVATIVE SOCIAL ENTERPRISE FUNCTIONS AS A TRANSITIONAL JOBS PROGRAM THAT BRIDGES THE GAP BETWEEN INCARCERATION AND EMPLOYMENT. THROUGH "PROE," (PROJECT RETURN OPPORTUNITIES FOR EMPLOYMENT) PROJECT RETURN HIRES ELIGIBLE PARTICIPANTS TEMPORARILY AND PLACES THEM IN JOBS ON THE WORKSITES OF PARTNERING EMPLOYERS. THOSE COMPANIES GAIN MUCH- NEEDED WORKERS, WHILE PROJECT RETURN'S MOTIVATED JOB SEEKERS GAIN AN IMMEDIATE INCOME AND VALUABLE WORK EXPERIENCE. PROJECT RETURN ALSO PROVIDES TRANSITIONAL EMPLOYEES WITH COACHING, TRAINING, TRANSPORTATION, AND WRAPAROUND SUPPORT, WHICH INCLUDES OUTFITTING THEM WITH FOOTGEAR, ATTIRE, AND THE NECESSARY TOOLS FOR THEIR JOB.
IRS990/ProgSrvcAccomActy3Grp/ExpenseAmt0671096
IRS990/ProgSrvcAccomActyOtherGrp/Desc0IN-REACH: PROJECT RETURN CONDUCTS IN-REACH SESSIONS ON A NEAR-DAILY BASIS WITH GROUPS OF MEN AND WOMEN IN INCARCERATION FACILITIES ACROSS THE REGION AND STATE SPARKING CONNECTIONS SUCH THAT THEY WILL COME TO PROJECT RETURN UPON THEIR RELEASE.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0THE AGENCY IS EXEMPT FROM FEDERAL AND STATE INCOME TAXES UNDER INTERNAL REVENUE CODE SECTION 501(C)(3) AND THE TAX LAWS OF THE STATE OF TENNESSEE.
