Governance Explanations

Form 990, Page 6, Part VI, Line 11B

Conservation florida's form 990 is prepared with the assistance of a cpa. The completed return, including all schedules and statements is provided to the executive director for review. After revisions are made, the entire form is provided to the board of directors for their review and approval prior to filing.

Form 990, Page 6, Part VI, Line 12C

New board members, staff members and volunteers are required to sign cfl's conflict of interest policy (coi) at the time of their orientation to the organization. Board members renew their coi every three years if they choose to renew their board term. To monitor and enforce compliance, each year, as a part of the preparation of the form 990, each board member answers a questionnaire aimed at determining if any conflicts are present. If conflicts are found, they would be dealt with according to cfl's coi policy.

Form 990, Page 6, Part VI, Line 15A

Cfl established an ad hoc search committee that conducted a nationwide search for a new executive director. Part of the committee's responsibilities included reviewing the land trust alliance's most recent salary survey report and data provided in the "central florida nonprofit compensation & benefits report" published by the rollins edyth bush institute for philanthropy & nonprofit leadership. The board then voted to establish the salary range for the executive director position based on this data and the recommendation by the search committee. Its discussions and decisions are recorded in the board's meeting minutes. Generally, the pay rate is approved by the entire board in january at the annual meeting during the adoption of the annual budget.

Form 990

Conservation florida (cfl) is an accredited land trust. Accreditation is a mark of distinction in land conservation. It is awarded by the land trust accreditation commission, an independent program of the land trust alliance, to land trusts meeting the highest national standards for excellence and conservation permanence.

Form 990, Page 2, Part III, Line 4A

From the florida panhandle to the everglades headwaters north of lake okeechobee, our projects are shaping florida's conservation future. The large, statewide projects we target have global significance and will help protect some of the rarest habitats and species in the world. Land protection program conservation florida's land protection program protects lands with natural, agricultural, and community conservation values. Our work creates, expands, and links conservation lands. We focus on projects that provide habitat for the survival of florida's iconic species, recharge drinking water or benefit other hydrologic functions, offer outdoor recreation, and other community benefits. We also help landowners with working ranches, farms and timberlands to keep their land in production for generations to come. We work statewide to serve communities that are not served or are underserved by local land conservation organizations. We have expanded our service areas to reflect our statewide, landscape-scale approach to conservation. In 2018, cfl served more than 60 landowners, providing expertise to guide landowners through the land protection process. We continued working on our conservation portfolio of active projects that total over 175,000 acres. We also facilitated the protection of nearly 2,200 acres of ranchlands and natural habitats.

Form 990, Page 2, Part III, Line 4B

Advocacy, education and outreach program our education, events, and advocacy efforts are aimed at supporting our vision of a florida where protected lands: - form a statewide conservation corridor - support healthy populations of native plants and wildlife - provide places to recreate and connect with nature - contribute to a strong economy - support the success of working family farms and ranches - replenish and safeguard florida's freshwater supply designed to promote land conservation through effective education and advocacy, cfl hosted its inaugural conservation florida bioblitz, a citizen science event in which more than 100 participants logged nearly 400 observations that identified 197 species in 2 conservation areas. Cfl worked with 13 partners in 2018, serving as a trusted community partner to support statewide land conservation.

Financial Statement Notes

Schedule D, Page 1, Part II, Line 5

Conservation florida is wholly committed to good stewardship, which necessarily includes effective and quick resolutions of violations or non-compliance with conservation easement terms. The organization approaches easement violations and non-compliance by comprehensively analyzing all aspects of the easement and taking into consideration other facts and circumstances.

Schedule D, Page 1, Part II, Line 9

The organization received all of its easements via donation. The organization does not report donated easements as revenues or as assets. The footnotes to the organization's financial statements include the following related to conservation easements: "property owners grant to the corporation conservation easements that restrict the owner's use of the land in perpetuity. Some allow the corporation to conduct research and studies on the properties. At december 31, 2018 the corporation held easements on six properties for a total of 731 acres. Since the corporation does not receive any rights to the property, the corporation does not report a value."

Schedule D, Page 2, Part V, Line 4

Endowment funds are to be invested in perpetuity, the income from which is to be used to monitor and enforce conservation easements. In the remote instance of a legal challenge to a conservation easement that is not covered by insurance, principal of the endowment may be used to defend the easement.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0CONSERVATION FLORIDA (CFL) IS AN ACCREDITED LAND TRUST.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1FROM THE FLORIDA PANHANDLE TO THE EVERGLADES HEADWATERS NORTH OF LAKE OKEECHOBEE, OUR PROJECTS ARE SHAPING FLORIDA'S CONSERVATION FUTURE.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2ADVOCACY, EDUCATION AND OUTREACH PROGRAM OUR EDUCATION, EVENTS, AND ADVOCACY EFFORTS ARE AIMED AT SUPPORTING OUR VISION OF A FLORIDA WHERE PROTECTED LANDS: - FORM A STATEWIDE CONSERVATION CORRIDOR - SUPPORT HEALTHY POPULATIONS OF NATIVE PLANTS AND WILDLIFE - PROVIDE PLACES TO RECREATE AND CONNECT WITH NATURE - CONTRIBUTE TO A STRONG ECONOMY - SUPPORT THE SUCCESS OF WORKING FAMILY FARMS AND RANCHES - REPLENISH AND SAFEGUARD FLORIDA'S FRESHWATER SUPPLY DESIGNED TO PROMOTE LAND CONSERVATION THROUGH EFFECTIVE EDUCATION AND ADVOCACY, CFL HOSTED ITS INAUGURAL CONSERVATION FLORIDA BIOBLITZ, A CITIZEN SCIENCE EVENT IN WHICH MORE THAN 100 PARTICIPANTS LOGGED NEARLY 400 OBSERVATIONS THAT IDENTIFIED 197 SPECIES IN 2 CONSERVATION AREAS. IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3CONSERVATION FLORIDA'S FORM 990 IS PREPARED WITH THE ASSISTANCE OF A CPA.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt4NEW BOARD MEMBERS, STAFF MEMBERS AND VOLUNTEERS ARE REQUIRED TO SIGN CFL'S CONFLICT OF INTEREST POLICY (COI) AT THE TIME OF THEIR ORIENTATION TO THE ORGANIZATION.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt5CFL ESTABLISHED AN AD HOC SEARCH COMMITTEE THAT CONDUCTED A NATIONWIDE SEARCH FOR A NEW EXECUTIVE DIRECTOR.
