Mission

The purpose of national association for state community services programs is to assist states in the identification of economic and social constraints confronting low-income citizens and to promote consistent and effective delivery of programs that alleviate the causes and effects of poverty.

Governance Explanations

Form 990, Part VI, Section A, Line 4

The organization made the following changes to their bylaws in 2013: members within each of the 5 designated association board regions shall select a csbg program representative, an alternate csbg program representative, a wap program representative and an alternate wap program representative as their regions' representatives to the board of directors. The organization defined the composition of their executive committee as the president, vice president, secretary, treasurer, csbg program chair, weatherization program chair, and the sitting ex-officio member. The organization defined their executive officers as a president, a vice president, a secretary, a treasurer, one csbg program chair, and one weatherization program chair. Added to the duties of the executive officers was to cause an annual performance and compensation review of the executive director in collaboration with the executive committee in the first quarter of each year and in accordance with the organization's personnel policies. The bylaws removed reference to a legislative committee. Elections were modified so that all board officer positions are elected annually instead of in every even year.

The organization has members. Membership in the association shall be open to each state, commonwealth or organized territory having a duly designated csbg or wap office.

Voting members shall be directors of the csbg program and directors of the weatherization program or their designated representatives. Each state may have, but not exceed, two voting members, one representing the csbg program and one representing the wap. During the course of business meetings, authorized voting members may be called upon to vote on approval of board.

A copy of the 990 is emailed to each board member before submission with the internal revenue service, with the direction to contact national association for state community services programs with any questions or clarifications.

Annually, the board is notified at a meeting of the conflict of interest policy and all board members are instructed to notify the executive director and board chair of any conflicts or possible conflicts. Any individual with an actual or perceived conflict of interest is recused from discussion and voting on the matter that gives rise to the conflict.

For the executive director position, comparable wages were looked at for the executive directors of comparable nonprofit organizations with various revenue levels. The board reviewed this data and determined a salary in conjunction with the executive director's performance appraisal. For all job classifications, the executive director makes recommendations to the board and the board approves.

National association for state community services programs (nascsp) is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. Nascsp has determined there are no amounts to record as assets or liabilities related to uncertain tax positions. Federal returns for the calendar years ended 2010, and thereafter remain subject to examination by the internal revenue service.
