Mission

The purpose of national association for state community services programs is to assist states in the identification of economic and social constraints confronting low-income citizens and to promote consistent and effective delivery of programs that alleviate the causes and effects of poverty.

The organization has members. Membership in the association shall be open to each state, commonwealth or organized territory having a duly designated c.s.b.g or weatherization office.

Form 990, Part VI, Section A, Line 7A

Voting members shall be directors of the c.s.b.g. Program and directors of the weatherization program or their designated representatives. Each state may have, but not exceed, two voting members, one representing the c.s.b.g. Program and one representing weatherization. During the course of business meetings, authorized voting members may be called upon to vote on approval of the board of directors.

During the course of business meetings, authorized voting members may be called upon to vote on matters affecting association business or policies, including conference location, executive director and committee reports, and other matters called by the board president.

For the executive director position, comparable wages are researched for the executive directors of comparable nonprofit organizations with various revenue levels. The board of directors reviews this data and determines a salary in conjunction with the executive director's performance appraisal. For all other job classifications, the executive director researches and reviews comparable salaries for positions to determine compensation. The board of directors reviews and approves an annual budget which includes staff salaries and benefits. The process for determining compensation of the executive director was last conducted in september 2023.

Financial Statement Notes

PART X, LINE 2:

The association follows the authoritative guidance relating to accounting for uncertainty in income taxes included in accounting standards codification topic 740-10, income taxes. These provisions provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition and derecognition of tax positions taken or expected to be taken in a tax return. It is the association's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expenses. The association performed an evaluation of uncertain tax positions for the year ended december 31, 2023 and determined that there were no matters that would require recognition in the financial statements or that may have any effect on its tax-exempt status. The statute of limitations generally remains open for three tax years with the u.s. Federal jurisdiction or the various states and local jurisdictions in which the association files tax returns.
