Mission

The purpose of national association for state community services programs is to assist states in the identification of economic and social constraints confronting low-income citizens and to promote consistent and effective delivery of programs that alleviate the causes and effects of poverty.

Increasing capacity in states to achieve economic security and energy efficiency in low income communities.

Governance Explanations

Form 990, Part VI, Section A, Line 6

The organization has members. Membership in the association shall be open to each state, commonwealth or organized territory having a duly designated c.s.b.g or weatherization office.

Form 990, Part VI, Section A, Line 7A

Voting members shall be directors of the c.s.b.g. Program and directors of the weatherization program or their designated representatives. Each state may have, but not exceed, two voting members, one representing the c.s.b.g. Program and one representing weatherization. During the course of business meetings, authorized voting members may be called upon to vote on approval of the board.

A copy the form 990 is e-mailed to each board member before submission to the internal revenue services, with the stated directions to contact national association for state community services programs with any questions, concerns, clarifications or corrections.

Annually, the board is notified at a meeting of the conflict of interest policy and all board members are instructed to notify the executive director and board chair of any conflicts or possible conflicts. Any individual with an actual or perceived conflict of interest is recused from discussion and voting on the matter that gives rise to the conflict.

The board reviewed this data and determined a salary in conjunction with the executive director's performance appraisal. PART X, LINE 2:

The association follows the authoritative guidance relating to accounting for uncertainty in income taxes included in accounting standards codification topic 740-10, income taxes. These provisions provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition and derecognition of tax positions taken or expected to be taken in a tax return. It is the association's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expenses. The association performed an evaluation of uncertain tax positions for the year ended december 31, 2020 and determined that there were no matters that would require recognition in the financial statements or that may have any effect on its tax-exempt status. The statute of limitations generally remains open for three tax years with the u.s. Federal jurisdiction or the various states and local jurisdictions in which the association files tax returns.
