The form 990 was prepared by the outside accountants and reviewed by the finance officer and senior management of global development network, inc. (gdn). It was also reviewed by the sub-committee of the board.

Form 990, Part VI, Section B, Line 12C

In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the board considering the proposed transaction or arrangement. Following any disclosure by an interested person of the existence of a financial interest, the president shall make an initial determination as to whether such financial interest may constitute an actual or potential conflict of interest. The president will inform the board at each board meeting of his initial determination. The board shall then review each disclosure, together with the president's initial determination, and make a final decision whether a conflict of interest exists or not. The interested person shall leave the board meeting while the remaining directors on the board consider all the information presented and make the final decision. Procedures for addressing the conflict of interest: a. After exercising due diligence, the board shall determine whether the corporation can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest. If the board is able to obtain a more advantageous transaction or arrangement, it may terminate the situation giving rise to a conflict of interest and pursue the more advantageous transaction or arrangement. B. If a more advantageous transaction or arrangement is not reasonably possible, the board shall determine by a majority vote of the remaining directors whether the transaction or arrangement is in the corporation's best interest, for its own benefit, and is fair and reasonable. Based on the above determination, the board shall decide whether to enter into the transaction or arrangement. Violations of the conflict of interest policy: a. If the board has reasonable cause to believe that a director has failed to disclose actual or possible conflicts of interest, it shall inform the director concerned of the basis of such belief and afford the director an opportunity to explain the alleged failure to disclose. B. If the board still has reason to believe that an actual or possible conflict of interest exists, it shall take appropriate corrective action.

Gdn's ceo compensation was reviewed and approved by the board members. The review included a comparison of compensation with other similar nonprofit institutions. The deliberation and decision of the board review was documented in the meeting minutes the last review took place in october 2019. The president is responsible for determining all other staff compensation.

THIS MAKES FOR A GREAT VARIETY OF ACTIVITIES IN THE COMPETITION, MAKING IT GDN'S ONLY PROGRAM TO INVOLVE BOTH RESEARCHERS AND DEVELOPMENT PRACTITIONERS. THE AWARDS COMPETITION RECOGNIZES EXCELLENCE IN POLICY-ORIENTED RESEARCH, IDENTIFIES TALENTS, SUPPORTS THE CAREER ADVANCEMENT OF RESEARCHERS IN DEVELOPING COUNTRIES, AND FUNDS INNOVATIVE SOCIAL DEVELOPMENT PROJECTS IMPLEMENTED BY NGOS AND BENEFITING MARGINALIZED GROUPS IN THE DEVELOPING WORLD. CURRENTLY, ON TOP OF THE IMPLEMENTATION OF THE GRANTS AWARDED (2017 EDITION) AT GDN'S ANNUAL CONFERENCE IN NEW DELHI ON 22-23 MARCH 2018, GDN IS AWAITING THE ISSUANCE BY THE WORLD BANK OF THE GRANT AGREEMENT FOR THE NEXT 3 EDITIONS, APPROVED BY THE DONOR (MINISTRY OF FINANCE, GOVERNMENT OF JAPAN) IN JULY 2018. IN THE MEANWHILE, THE WORLD BANK HAS ALLOWED RETROACTIVE FINANCING TO RUN THE ORD COMPETITION ALONE BETWEEN MAY 2019 AND OCTOBER 2019, WHEN THE WINNERS ARE EXPECTED TO BE ANNOUNCED AT THE GDN GLOBAL DEVELOPMENT CONFERENCE IN BONN, GERMANY. UNDER THE ORD CALL FOR 2019, 102 APPLICATIONS WERE RECEIVED FROM 32 DIFFERENT COUNTRIES (CITIZENSHIP OF THE PRINCIPAL INVESTIGATOR). 29.4% OF THESE APPLICATIONS FEATURED A TEAM LED BY A WOMAN, AND 31.4% WERE ABOUT PROJECTS OR RESEARCH LEAD BY A TEAM WITH CITIZENSHIP OF A LOW-INCOME ECONOMY COUNTRY (28.4% WERE ALSO RESIDENTS IN SUCH A COUNTRY). 53 PROPOSALS FROM 25 DIFFERENT COUNTRIES (CITIZENSHIP OF THE AUTHOR) WERE SHORTLISTED, OF WHICH 35.8% LED BY A WOMAN, AND 22.6% LEAD BY A TEAM WITH CITIZENSHIP OF A LOW-INCOME ECONOMY COUNTRY. THE FINAL SHORTLIST INCLUDES 3 PROPOSALS FROM INDIA, MALAYSIA AND PHILIPPINES.

THE MULTI-COUNTRY STUDIES ALLOW FOR BOTH COMPREHENSIVE AND COMPARATIVE PERSPECTIVE ACROSS REGIONS AND COUNTRIES. - DOING RESEARCH ASSESSING THE ENVIRONMENT FOR SOCIAL SCIENCE RESEARCH IN DEVELOPING COUNTRIESTHE GLOBAL DEVELOPMENT NETWORK (GDN) LAUNCHED AN INNOVATIVE PROGRAM TO INVESTIGATE SYSTEMATICALLY THE CHALLENGES OF DOING QUALITY SOCIAL SCIENCE RESEARCH IN DEVELOPING COUNTRIES. INFORMED BY A TWO-YEAR PILOT PHASE, THIS PROGRAM HAS PARTNERED WITH NATIONAL RESEARCH INSTITUTIONS FROM BOLIVIA, INDONESIA, MYANMAR AND NIGERIA TO IMPLEMENT THE DOING RESEARCH ASSESSMENTS (DRA): A METHOD FOR ANALYZING THE STRENGTHS, WEAKNESSES, CHALLENGES AND BOTTLENECKS THAT AFFECT QUALITY AND POLICY-RELEVANT SOCIAL SCIENCE RESEARCH. EXCEPT FOR MYANMAR, WHICH IS FUNDED BY IDRC, ALL GRANTS ARE CURRENTLY FUNDED BY GDN. THE PROGRAM REPRESENTS AN INNOVATIVE OPPORTUNITY TO LEARN ABOUT AND ACT ON THE STATUS AND FUTURE OF SOCIAL SCIENCES IN DEVELOPING COUNTRIES, AND GDN WILL LEAD THE AGGREGATION, BENCHMARKING AND COMPARATIVE ANALYSIS OF KNOWLEDGE THAT EMERGES FROM THE ASSESSMENT, SUPPORTING IMPLEMENTING PARTNERS TO USE FINDINGS TO GUIDE ACTION ON RESEARCH SYSTEM STRENGTHENING. IN THE PAST YEAR, GDN HAS GUIDED THE 4 COUNTIES THROUGH THE IMPLEMENTATION OF THE DRA, AND HAS EXPANDED THE GLOBAL VISIBILITY OF THE PROGRAM, IN PREPARATION FOR A LARGER IMPLEMENTATION AS PART OF AN ALLIANCE OF LIKE-MINDED ORGANIZATIONS, DONORS AND PARTNERS, WHICH WILL BE DISCUSSED AT THE GDN GLOBAL DEVELOPMENT CONFERENCE IN BONN, GERMANY, IN OCTOBER 2019.- BUILDING RESEARCH CAPACITY IN LEAST DEVELOPED COUNTRIES(LDC SCALE PHASE PROGRAM)A CALL FOR PROPOSALS FOR INSTITUTIONS INTERESTED IN STRENGTHENING THE PRODUCTION AND USE OF POLICY-RELEVANT KNOWLEDGE ON THE LINKS BETWEEN THE ECONOMY AND THE ENVIRONMENT HAS BEEN ISSUED IN SPRING 2018, AS A FOLLOW-UP TO THE IDRC-FUNDED PROGRAM "STRENGTHENING RESEARCH CAPACITIES IN LEAST DEVELOPED COUNTRIES". LIKE THE INTERNATIONAL DEVELOPMENT RESEARCH CENTRE (IDRC)-FUNDED PROGRAM, THIS CALL FOCUSED ON DEMAND-LED PROPOSALS THAT SOUGHT TO IMPLEMENT HOME-GROWN IDEAS TO STRENGTHEN RESEARCH PRODUCTION, TRAINING AND OUTREACH LOCALLY. THIS CALL ADDS TO PREVIOUS FUNDING A THEMATIC FOCUS (THE LINK BETWEEN THE ECONOMY AND THE ENVIRONMENT), AND WILL BE USED TO INNOVATE IN TERMS OF A NUMBER OF ASPECTS OF GDN FUNDING, STARTING FROM 'MENTORING' APPLIED TO INSTITUTIONAL DEVELOPMENT GRANTS, TO STRONGER M&E AND SUSTAINABILITY FRAMEWORKS FOR EACH GRANT AND THE PROGRAM OVERALL.
