The human rights campaign foundation is organized for the charitable and educational purposes of promoting public education and welfare for the lesbian, gay, bisexual, transgender and queer community. Hrc foundation envisions a world where lgbtq people are ensured equality and embraced as full members of society at home, at work and in every community.

Governance Explanations

Form 990, Part VI, Section A, Line 1A

The executive committee meets as needed between board of directors meetings and has the authority to exercise many of the powers and duties of the board of directors, except the election of directors to fill vacancies on the board of directors, the removal of directors from the board, the appointment or removal of the president, and the amendment of the bylaws. Unless otherwise specified by an act of the board of directors, the executive committee is the only committee authorized to take action that would otherwise require a vote of the board of directors.

The form 990 was prepared by the outside accountants and was reviewed by senior management. The audit and finance committees reviewed the form 990 public disclosure copy prior to filing. The board was invited to review the form 990 public disclosure copy before filing and a copy was provided electronically to all board members before the form 990 was filed.

Form 990, Part VI, Section B, Line 12C

The organization annually sends out a conflicts of interest policy to its board members, officers and key employees and requests a signed disclosure form from each covered individual. Any disclosed conflict is reviewed by the general counsel. If a conflict does exist on a specific issue, meeting minutes reflect the board action to clear the conflict, either by having the affected board member, officer or key employee recuse themselves from the discussion or vote or remove themselves from all deliberations. This policy also applies to employees. All director-level staff certify annually they have reviewed the policy and have no potential conflicts to report. If a conflict is reported, it is reviewed by general counsel who resolves the conflict.

Within the fiscal year, the president's compensation was reviewed by a committee of independent directors and external compensation consultant. The results were presented to the full board for review and approval. Compensation for senior level staff is analyzed periodically by independent consultant and reviewed with a committee of the board. Minutes are kept of such meetings.

Part III, Line 4A (continued)

The financial health & economic empowerment program aims to provide culturally responsive education and resources to multi-marginalized lgbtq+ adults ages 18 to 30, supporting their efforts to navigate biased systems and achieve greater economic stability. After refining its programmatic work in fy23, the economic empowerment program launched two initiatives in fy24: worthit and next level. These programs offer culturally responsive education and resources to help multiply marginalized lgbtq+ young adults navigate biased systems and gain increased economic stability. Worthit is a digital wellness platform designed to inspire and motivate lgbtq+ individuals to improve their financial health and well-being. Tailored to the needs of lgbtq+ adults ages 18 to 44, worthit aims to raise awareness of economic injustice within the lgbtq+ community and provide tools and information to help close the lgbtq+ wealth gap. It serves as a trusted resource for basic financial education by offering access to community-centered information through worthit.hrc.org. Next level is the hrc foundation's 20-hour (10-week) financial health, job readiness, and wellness course for lgbtq+ adults ages 18 to 30. The course centers on the lived experiences of black and brown, trans, and non-binary community members, providing knowledge and skills to navigate biased systems and achieve greater economic stability. The program model involves collaborating with and funding community partners across the country to recruit and support participants through wraparound services and supplemental local engagement. The public education & research (pe&r) program produces written resources and conducts original quantitative and qualitative research to explore the lived experiences of lgbtq+ individuals. In fy24, the pe&r team released over 25 reports, resource pages, and research briefs covering a wide range of topics related to lgbtq+ daily life. A major highlight was the release of the 2023 lgbtq+ youth report, which presented findings from the 2022 lgbtq+ youth survey conducted by hrc and the university of connecticut, involving nearly 13,000 lgbtq+ youth aged 13 to 17 (the survey is conducted every five years). We also started publishing short monthly reports on additional key issues affecting lgbtq+ youth, such as online safety and literacy, school discipline, and the school-to-prison pipeline. Additionally, pe&r collaborated with various teams across the foundation and hrc to contribute data, research, and storytelling for key policy and advocacy products. Notable contributions include: (1) co-leading several reports released alongside the national state of emergency declaration, such as "lgbtq+ americans under attack: a report and reflection on the 2023 state legislative session and the "state of lgbtq+ rights" resource page. (2) conducting community surveys among lgbtq+ adults, analyzing the data, and releasing reports on how the lgbtq+ community was impacted by and responded to issues like the 2022 mpox outbreak, changes to the fda's blood donation guidance, rising state-level gender-affirming care bans, and workplace experiences related to outness, acceptance, and discrimination (as detailed in the equality rising report). (3) updating and releasing new resource pages on topics including an faq on gender-affirming care, homelessness and housing insecurity (with support from radian), and coming out and living authentically as an lgbtq+ latine, black, or aanhpi person. (4) monitoring and reporting on fatal violence against the transgender and gender non-conforming community for the 11th consecutive year. The transgender justice initiative (tji) is an innovative program that leads economic empowerment programs, capacity-building initiatives, community engagement efforts, and public safety education campaigns to combat the discrimination faced by transgender people. In fy24, tji continued investing in their community leadership work by overhauling both the elevate a

The workplace equality program's global business engagement project supports a foundational institution of daily life: the workplace. Hrc's four in-country workplace indices - equidad mx (mexico), equidad cl (chile), equidad ar (argentina), and equidade br (brazil) - promote lgbt-inclusive workplaces across latin america. This is done in partnership with local advocacy organizations and leaders from both the public and private sectors, including multinational and country-specific businesses. In fy24, 70 out of the 151 participating companies received top scores, marking a 23% increase in top-scoring companies from the previous year. Equidad argentina awarded the "mejores lugares para trabajar lgbti+" designation for 2023-2024. The program also grew by 8%, reaching a total of 82 participating employers across the country. Equidade brazil, founded in 2021, celebrated a 36% program growth this fiscal year, with over 120 participating companies. Of these, 79 earned the "melhores empresas para pessoas lgbtqia+ trabalharem" designation in the equidade br 2024 report. The youth well-being program provides professional development to over 10,000 youth-serving professionals annually through the time to thrive conference, webinars, participation at major national convenings, and by amplifying the stories of hrc youth ambassadors. In fy24, the program focused on highlighting hrc's 2023 youth report by creating action guides for educators, librarians, mental health professionals, and parents on how to meet the needs of lgbtq+ youth. The team also presented this data at national conferences, including prevent child abuse. Additionally, efforts were made to expand the project thrive campaign, welcoming new partners such as truth initiative, active minds, and the national center for missing & exploited children to the coalition dedicated to helping lgbtq+ youth thrive. Lastly, time to thrive shifted from an annual national conference to regional summits throughout the year, building hrc's capacity in different regions. In fy24, we hosted time to thrive in the upper midwest, focusing on minnesota, wisconsin, iowa, and illinois, where we welcomed more than 400 educators and youth-serving professionals to share resources and best practices in support of lgbtq+ youth. The impact litigation and advocacy program works to serve as a vehicle through which the lived experiences of lgbtq+ people are recognized and lifted up before judges, leveraging our deep organizational knowledge and partnerships to strategically engage in issues, projects, and cases to bring about positive systemic changes. By working with litigators from top firms, the organization utilizes the courts to hold accountable entities and governments that target the lgbtq+ community with discriminatory laws, regulations and policies. The litigation team is involved in multiple cases focusing on gender affirming care bans and discriminatory school policies targeting transgender students. In addition to these cases, the team engaged in three amicus briefs in sines v. Kessler, brandt v. Rutledge, and doe v. Commonwealth of kentucky. The team also provided advice and referrals to over 50 intakes from concerned community members on issues ranging from employment discrimination to harassment. The municipal equality index (mei) and the state equality index (sei) are 2 flagship publications produced annually by the hrcf - designed to provide lgbtq+ advocates and city and state leaders with a thorough understanding of the legal landscape for lgbtq+ people in their regions. The mei is the only nationwide assessment of lgbtq+ inclusion in municipal law, policy and services. The 2023 mei rated 506 cities - including the 50 state capitals, the 200 largest cities in the united states, the five largest cities or municipalities in each state, and 75 cities with a high proportion of same-sex couples.
