“The executive committee meets as needed between board of directors meetings and has the authority to exercise many of the powers and duties of the board of directors, except the election of directors to fill vacancies on the board of directors, the removal of directors from the board, the appointment or removal of the president, and the amendment of the bylaws. Unless otherwise specified by an act of the board of directors, the executive committee is the only committee authorized to take action that would otherwise require a vote of the board of directors.”
“The form 990 was prepared by the outside accountants and was reviewed by senior management. The audit and finance committees reviewed the form 990 public disclosure copy prior to filing. The board was invited to review the 990 public disclosure copy before filing and a copy was provided electronically to all board members before the 990 was filed.”
“The organization annually sends out a conflicts of interest policy to its board members, officers and key employees and requests a signed disclosure form from each covered individual. Any disclosed conflict is reviewed by the general counsel. If a conflict does exist on a specific issue, meeting minutes reflect the board action to clear the conflict, either by having the affected board member, officer or key employee recuse themselves from the discussion or vote or remove themselves from all deliberations. This policy also applies to employees. All director-level staff certify annually they have reviewed the policy and have no potential conflicts to report. If a conflict is reported, it is reviewed by general counsel who resolves the conflict.”
“Within the fiscal year, the president's compensation was reviewed by a committee of independent directors and external compensation consultant. The results were presented to the full board for review and approval. Compensation for senior level staff is analyzed periodically by independent consultant and reviewed with a committee of the board. Minutes are kept of such meetings.”
“Hrcf does not make its governing documents or conflicts of interest policy available to the public. The combined financial statements of human rights campaign and human rights campaign foundation are posted on the website, www.hrc.org.”
“The team contracted with lifecents to develop a white-labeled, hrc-branded version of the lifecents financial wellness app. The app will launch in fy24 and be used as an evaluation tool and supplemental resource for the "next level" course while also being marketed toward the broader lgbtq+ community. The public education & research program produces written resources and conducts original quantitative and qualitative research exploring the lived experiences of lgbtq+ people. In fy23, the team released over 20 research reports, resource guides, and blogs, fielded 4 community surveys, and introduced several new programs of work, while also continuing ongoing projects. At the start of the fiscal year, the team continued their work exploring the lgbtq+ wage gap, releasing a report on "the lgbtq+ women's wage gap in the united states, and co-chaired lgbtq+ equal pay day as part of their continued partnership with the equal pay today roundtable, a coalition of organizations fighting to close the wage gap. They also continued their "understanding" resource guide series, releasing guides on intimate partner violence; neopronouns, and disability. In addition, the pe&r released the third and final brief from their research into the impact of covid-19 on the lgbtq+ community, highlighting high levels of vaccine uptake among the community. In response to the 2023 mpox outbreak, pe&r collaborated with the hiv & health equity team to conduct a community survey of almost 3,500 lgbtq+ adults, the results of which were presented in lgbtq+ community and mpox: on the heels of a public health crisis and the path forward. A second research brief in this series (in)equity in the u.s. Mpox response: trends and disparities in national data explored publicly available cdc data to highlight demographic trends and disparities in mpox incidence, vaccination, and treatment, leading pe&r and hiv & health equity to participate in a debriefing interview with omb on lessons learned, and how the federal response could have been improved. And in response to rising attacks on the lgbtq+ community, pe&r released several products highlighting the proliferation of hateful and abusive speech encountered by lgbtq+ users across social media platforms, including documenting the cycle of online harassment and offline violence experienced by gender-affirming care providers and children's hospitals. The transgender justice initiative (tji) is an innovative program that leads economic empowerment programs, capacity-building initiatives, community engagement efforts, and public safety education campaigns that combat the discrimination faced by transgender people. In fy23, tji continued our successful lyft rides grant program and by the end of the fiscal year, we will have granted a total of $80k to bipoc trans folks across the country through 30+ community-based organizational partners. To date, the program has facilitated more than 3,200 rides over 29,777 miles (more than the earth's circumference) and a total ride duration of 68,188 minutes (more than 47 days spent in lyfts). Not a single negative experience has been reported. Tji hosted a 3-day in-person activate & elevate conveningthe first in-person meeting since elevate launched in 2019. 16 fellows visited dc for a three-day culmination event that included presentations from 5 guest facilitators (all trans-identified). Topics included business management, storytelling, financial management, research by and for the trans community, & political advocacy. Welcoming schools is the only bias-based bullying prevention program in the nation that provides lgbtq+ specific training and resources for pre-k-12 educators with an intersectional lens. In fy23, welcoming schools released its 2nd annual digital report highlighting the increased reach of our training as well as the introduction of new resources and cross-collaboration with the anti-defamation league on a video and resource specifically for secondary educators titled: c”
“The youth well-being program provides professional development to over 10,000 youth-serving professionals annually, through the time to thrive conference, webinars, participation at major national convenings, and by amplifying the stories of hrc youth ambassadors. The program also convenes hrc's parents for transgender equality council. In fy23, this team continued their work with project thrive, growing to include over 30 partner organizations and holding monthly webinars on topics ranging from supporting lgbtq+ youth during the often difficult holiday season, understanding asexual and aromantic identities, and discussing the unique needs of lgbtq+ youth in their college searches. In fy23, time to thrive, a convening of educators, counselors, and youth-serving professionals, shifted from a large national conference to smaller regional summits that allowed for more on-the-ground connections and coalition building and enabled the content to focus on specific regional leads. Time to thrive in the deep south was hosted in atlanta, ga february 2-3, 2023 with over 200 attendees with a specific focus on the needs of black lgbtq+ youth in the south.the youth well-being program is also home to hrc's youth ambassadors, 9 lgbtq+ youth advocates and activists who share their stories and experiences to inform and inspire our community and allies to action. The youth ambassadors provided keynote addresses at time to thrive in the deep south, hosted a webinar on the importance of pride for lgbtq+ youth, and participated in engagements across the organization. The impact litigation and advocacy program works to serve as a vehicle through which the lived experiences of lgbtq+ people are recognized and lifted up before judges, leveraging our deep organizational knowledge and partnerships to strategically engage in issues, projects, and cases to bring about positive systemic changes. By working with litigators from top firms, the organization utilizes the courts to hold accountable entities and governments that target the lgbtq+ community with discriminatory laws, regulations and policies. Following this year's record number of anti-lgbtq+ legislation, the litigation team is currently involved in five different cases focusing on gender affirming care bans and discriminatory school policies targeting transgender students. In addition to these cases, the team engaged in three amicus briefs in carpenter v. James, tarrant county community college v. Sims, and in re executive message (governor v. Prosecuting attorneys) in front of the michigan supreme court. The team also provided advice and referrals to over two dozen intakes from concerned community members on issues ranging from employment discrimination to harassment. The municipal equality index (mei) and the state equality index (sei) are 2 flagship publications produced annually by the hrcf -- designed to provide lgbtq+ advocates and city and state leaders with a thorough understanding of the legal landscape for lgbtq+ people in their regions. The mei is the only nationwide assessment of lgbtq+ inclusion in municipal law, policy and services. The 2022 mei rated 506 cities -- including the 50 state capitals, the 200 largest cities in the united states, the five largest cities or municipalities in each state, the cities home to the state's two largest public universities (including graduate and undergraduate enrollment), 75 cities with a high proportion of same-sex couples, 25 mid-sized cities, and 25 small cities alongside 98 cities selected by hrc and equality federation. This year, a record-breaking 120 cities earned the highest score of 100, up from 110 in 2021. The state equality index (sei) is a comprehensive state-by-state report that provides a review of statewide laws and policies that affect lgbtq+ people and their families. The 2022 sei detailed statewide laws and policies that affect lgbtq+ people and their families and assessed how well states are protecting lgbtq+ people from disc”
