Eesi was formed more than 30 years ago as an independent not-for-profit organization by a bipartisan group of members of congress, including founder and board member, former representative richard ottinger (d-ny), who identified a need for policymakers to have greater access to fact-based information on energy and environmental issues, and created eesi to fill it. Today, eesi continues to be a trusted source of non-partisan information and innovative, common-sense approaches to energy, climate, transportation, and related policies. As part of its work, eesi conducts congressional briefings, produces fact sheets, and publishes free weekly newsletters ("climate change news and "sustainable bioenergy, farms, and forest"). All of these resources are available via e-mail and on our website, www.eesi.org.

“Eesi has always valued the principles of diversity, equity, and inclusion as critical to fair and equitable programs and policies that advance climate solutions. Eesi's board of directors established a committee on diversity, equity, and inclusion and adopted a resolution formally establishing them as core values. Eesi strives to weave these values into our policy recommendations, technical assistance work, communications, operations, and everything else we do. We began reaching out to and building relationships with diverse schools nationwide to increase diversity among applicants for our internships. “Once the resp eligibility expansion was announced, eesi quickly got the word out about the new opportunity to green banks around the country. The response was resounding: in just a few months, we helped eight green banks apply for a combined $50 million in resp funds. In particular, eesi helped a green bank submit a resp application for $10 million to help more households and small businesses in rural, underserved, and distressed communities participate in its existing energy efficiency and clean energy programs. The application also proposed a new on-bill financing program for residential solar and battery storage as part of its broader goal to deploy 50 megawatts of battery storage by the end of 2025. Usda has already given initial approval to five of these green bank applications totaling $35 million. In all, resp disbursed $104 million and made 11 loans in 2020-its biggest year to date. Eesi also encourages utilities to replace direct fossil fuel use (e.g., propane, heating oil, gasoline) with electricity in a way that reduces overall emissions and energy costs for households and businesses. This process is known as "beneficial electrification." eesi is an active member of the beneficial electrification league, a not-for-profit established by the national rural electric cooperative association (nreca) and the natural resources defense council to promote best practices to the approach. Eesi actively participates in league-hosted statewide electrification events for electric cooperatives in colorado, indiana, iowa, north carolina, and wisconsin.”

ALL CONGRESSIONAL OFFICES ARE INVITED TO OUR BRIEFINGS AND STAFF FROM 163 CONGRESSIONAL OFFICES-FROM BOTH SIDES OF THE AISLE-ATTENDED IN 2020. OUR PUBLIC BRIEFINGS ARE LIVE CAST AND RECORDED FOR ONLINE DISTRIBUTION, WHICH FURTHER EXTENDS THEIR REACH AND IMPACT; OUR YOUTUBE CHANNEL HAS MORE THAN 353,920 CUMULATIVE VIEWS. IN ADDITION, 587 INDIVIDUALS FROM GOVERNMENT, ACADEMIA, INDUSTRY, MEDIA OUTLETS, AND THE GREATER POLICY COMMUNITY PARTICIPATED IN THE ONLINE EDITION OF OUR BIPARTISAN CONGRESSIONAL RENEWABLE ENERGY AND ENERGY EFFICIENCY EXPO AND POLICY FORUM, WHICH FEATURED 25 SPEAKERS AND REMARKS FROM FIVE MEMBERS OF CONGRESS. A 16-PART BRIEFING SERIES ON COASTAL RESILIENCE CULMINATED IN THE RELEASE OF A COMPREHENSIVE REPORT, A RESILIENT FUTURE FOR COASTAL COMMUNITIES, DESIGNED AS A PRACTICAL RESOURCE FOR CONGRESS, FEDERAL AGENCIES, AND THE PUBLIC. GREATER ENERGY EFFICIENCY REDUCES HOUSEHOLD ENERGY COSTS AND IMPROVES RELIABILITY AND COMFORT, WHILE REDUCING FOSSIL FUEL USE. THE PROGRAM PROMOTES THE ADOPTION OF ON-BILL FINANCING, A MECHANISM ALLOWING CUSTOMERS TO PAY FOR HOME ENERGY IMPROVEMENTS OVER TIME VIA THEIR UTILITY BILLS, THEREBY EXPANDING ACCESS TO COST-SAVING ENERGY MEASURES TO HOUSEHOLDS OF ANY INCOME LEVEL. INDEED, EESI'S PROGRAM DESIGN PLACES AN EMPHASIS ON ACCESSIBILITY AND INCLUSION BY FORGOING TRADITIONAL CREDIT APPROVAL PROCESSES. PROGRAMS AS TWO EXAMPLES OF INCLUSIVE FINANCING PROGRAMS FOR CLEAN ENERGY UPGRADES THAT EESI HELPED DEVELOP. BOTH PROGRAMS PROVIDE FINANCING TO EVERYONE REGARDLESS OF INCOME, CREDIT HISTORY, OR RENTER STATUS. HISTORICALLY, ON-BILL FINANCING PROGRAMS HAVE FOCUSED ON ENERGY EFFICIENCY MEASURES, BUT NOW A NEW WAVE OF PROGRAMS ARE EMERGING THAT ALSO FINANCE SOLAR ROOFTOP PANELS, BENEFICIAL ELECTRIFICATION PROJECTS, AND BATTERY STORAGE DEVICES. IN 2020, EESI HELPED DEVELOP AND IMPROVE ON-BILL FINANCING PROGRAMS IN 18 STATES THROUGHOUT THE COUNTRY, INCLUDING ALASKA, COLORADO, HAWAII, INDIANA, AND OHIO. THESE PROGRAMS SUPPORT BOTH ENERGY EFFICIENCY AND RENEWABLE ENERGY, SUCH AS COMMUNITY SOLAR. ALASKA WAS A MAJOR FOCUS IN 2020. WE WORKED WITH THE CITY OF JUNEAU ON AN EFFICIENT ELECTRIC HEATING PROGRAM, AND A PILOT PROGRAM TO UPGRADE 150 HOMES WAS LAUNCHED IN 2020. WE ALSO CONNECTED WITH TWO ALASKA ELECTRIC COOPERATIVES: GRAND VALLEY ELECTRIC ASSOCIATION (GVEA), WHICH COVERS THE GREATER FAIRBANKS AREA, AND HOMER ELECTRIC ASSOCIATION (HEA). IN COLORADO, EESI HELPED MOUNTAIN PARKS ELECTRIC (MPE), AN ELECTRIC COOPERATIVE NORTHWEST OF DENVER, LAUNCH ITS "ELECTRIFY EVERYTHING" ON-BILL FINANCING PROGRAM, BACKED BY A $10M FEDERAL GOVERNMENT LOAN. MPE'S ON-BILL FINANCING PROGRAM ALLOWS THE COOPERATIVE'S MEMBERS TO FINANCE AIR-SOURCE HEAT PUMPS, HEAT PUMP WATER HEATERS, AND RESIDENTIAL SOLAR PV PANELS. EESI WORKS TO PROMOTE AND IMPROVE THE U.S. DEPARTMENT OF AGRICULTURE'S RURAL ENERGY SAVINGS PROGRAM (RESP), WHICH PROVIDES PARTICIPATING ELECTRIC COOPERATIVES AND MUNICIPAL UTILITIES WITH ZERO-INTEREST FEDERAL LOANS, TO ACCELERATE CUSTOMERS' ADOPTION OF ENERGY EFFICIENCY AND RENEWABLE ENERGY. TOGETHER WITH THE NATIONAL COOPERATIVE BUSINESS ASSOCIATION, EESI IS LEADING A CAMPAIGN TO SHORE UP SUPPORT FOR RESP.
