Mission and Program Overview

Mission

Eesi was formed more than 30 years ago as an independent not-for-profit organization by a bipartisan group of members of congress, including founder and board member, former representative richard ottinger (d-ny), who identified a need for policymakers to have greater access to fact-based information on energy and environmental issues, and created eesi to fill it. Today, eesi continues to be a trusted source of non-partisan information and innovative, common-sense approaches to energy, climate, transportation, and related policies. As part of its work, eesi conducts congressional briefings, produces fact sheets, and publishes free weekly newsletters ("climate change news and "sustainable bioenergy, farms, and forest"). All of these resources are available via e-mail and on our website, www.eesi.org.

EESI STAFFERS REGULARLY PEN ARTICLES AND OP-EDS FOR PUBLICATIONS, FURTHER EXTENDING THE REACH OF OUR SUSTAINABILITY MESSAGE. IN 2016, EESI CALLED ATTENTION TO THE PLIGHT OF HISTORICALLY COAL-DEPENDENT COMMUNITIES, SHOWCASED WAYS FORWARD IN A NEW, SUSTAINABLE ENERGY ECONOMY, AND MUSTERED FEDERAL SUPPORT FOR THEM, INCLUDING THE RECLAIM ACT INTRODUCED IN 2016. THE ACT, WHICH HAS 22 BIPARTISAN CO-SPONSORS, WOULD REDIRECT $1 BILLION IN TRUST FUNDS TO RESTORE LAND AND WATER RESOURCES AFFECTED BY COAL MINING, THEREBY REHABILITATING THE ENVIRONMENT WHILE CREATING GOOD JOBS IN SOME OF THE COUNTRY'S MOST ECONOMICALLY DEPRESSED REGIONS. AS PART OF THIS OVERALL EFFORT, EESI CO-HOSTED A SCREENING OF THE DOCUMENTARY AFTER COAL. THE SCREENING WAS FOLLOWED BY A PANEL DISCUSSION ON REVITALIZING COAL COMMUNITIES.ADDITIONALLY, EESI IS WORKING WITH ELECTRIC COOPERATIVES AND PUBLIC UTILITIES TO HELP FAMILIES REDUCE THEIR ENERGY USAGE WITH "ON-BILL FINANCING": HOUSEHOLDS RECEIVE LOANS TO PAY FOR HOME ENERGY UPGRADES, WHICH ARE REPAID THROUGH A MONTHLY CHARGE ON THEIR UTILITY BILL. EESI HELPED LAUNCH FOUR ON-BILL FINANCING PROGRAMS IN 2016, WITH MORE IN STORE. EESI HELPED THE HOLLAND, MICHIGAN, MUNICIPAL UTILITY DEVELOP ITS HOLLAND ENERGY FUND ON-BILL LOAN PROGRAM, WHICH WAS LAUNCHED AT THE END OF OCTOBER. EESI HELD A BRIEFING LOOKING AT THE ABILITY OF THE UNITED STATES TO SUSTAINABLY PRODUCE 1 BILLION TONS OF RENEWABLE NON-FOOD BIOMASS EVERY YEAR, WHICH COULD POTENTIALLY DISPLACE MORE THAN 30 PERCENT OF THE COUNTRY'S PETROLEUM CONSUMPTION. THE WELL-ATTENDED BRIEFING, WHICH WAS BASED ON THE FINDINGS OF THE DEPARTMENT OF ENERGY'S BILLION-TON REPORT, ATTRACTED ATTENDEES FROM 40 CONGRESSIONAL OFFICESEESI SET THE STAGE FOR ACTION ON TOXIC GASOLINE AROMATICS, WHICH HAVE BEEN LINKED TO A WIDE RANGE OF ADVERSE HEALTH IMPACTS. EESI'S 2016 FACT SHEET, "A BRIEF HISTORY OF OCTANE IN GASOLINE: FROM LEAD TO ETHANOL," CALLED ATTENTION TO THE DANGERS OF GASOLINE AROMATICS. HEALTH STUDIES HAVE FOUND THAT AROMATICS, WHICH ARE ADDED TO GASOLINE TO INCREASE OCTANE LEVELS, MAY CONTRIBUTE TO NEGATIVE DEVELOPMENTAL, REPRODUCTIVE AND IMMUNOLOGICAL RESPONSES, AS WELL AS ADVERSE CARDIO-PULMONARY EFFECTS. EESI ALSO PROVIDED INFORMATION FOR AMBITIOUS FUEL ECONOMY STANDARDS FOR CARS, WHICH CAN BE MET WITH SMALLER ENGINES USING BIOFUELS. THE FEDERAL GOVERNMENT REVIEWED ITS CORPORATE AVERAGE FUEL ECONOMY (CAFE) STANDARDS IN 2016. RATHER THAN RELAX THE FUEL ECONOMY STANDARD, EESI HIGHLIGHTED THE CASE FOR TAKING INTO ACCOUNT THE POSSIBLE CONTRIBUTION OF HIGH-OCTANE, LOW-CARBON BIOFUELS. RENEWABLE BIOFUELS HAVE A PARTICULARLY HIGH OCTANE RATING, AND USING HIGHER OCTANE FUELS ENABLES AUTOMAKERS TO USE SMALLER, MORE EFFICIENT ENGINES. BIOFUELS ALSO REDUCE CARBON EMISSIONS AND CAN BE PRODUCED DOMESTICALLY, THEREBY CREATING NEW ECONOMIC OPPORTUNITIES AND JOBS.

THE FEDERAL RAILROAD ADMINISTRATION (FRA) IS CONSIDERING DIFFERENT INVESTMENT SCENARIOS FOR THE NORTHEAST CORRIDOR, THE BUSIEST PASSENGER RAIL LINE IN THE UNITED STATES, WHICH RUNS FROM BOSTON TO WASHINGTON, D.C. EESI PARTICIPATED IN A PUBLIC HEARING (OUR STAFFER WAS QUOTED BY THE WASHINGTON POST) AND SUBMITTED WRITTEN COMMENTS REGARDING A HOLISTIC APPROACH THAT CONSIDERS THE ENTIRE TRANSPORTATION NETWORK, NOT JUST RAIL. UNDERINVESTING IN RAIL WILL MEAN SPENDING MORE ON ROAD AND AIR NETWORKS, OBVIATING ANY SAVINGS. EESI HAS ALSO RESEARCHED AN AMBITIOUS HIGH-SPEED RAIL INVESTMENT PROGRAM, TO ALLOW PASSENGER AND FREIGHT RAIL TO REACH THEIR FULL POTENTIAL. RAIL CAN BE A PARTICULARLY COST-EFFECTIVE, ACCESSIBLE, AND LOW-EMISSION FORM OF TRANSPORTATION.WORKING WITH OUR PARTNERS AT THE AMERICAN PUBLIC TRANSPORTATION ASSOCIATION (APTA), EESI EXAMINED HOW RIDE-SHARING CAN STRENGTHEN PUBLIC TRANSPORTATION. ACCORDING TO AN APTA REPORT, AND CONTRARY TO EXPECTATIONS, RIDE-SHARING PLATFORMS LIKE LYFT AND UBER DO NOT REDUCE PUBLIC TRANSPORTATION RIDERSHIP. INSTEAD, THE TWO COMPLEMENT EACH OTHER, WITH RIDE-SHARING MAKING IT EASIER TO REACH MASS TRANSIT STATIONS. MUNICIPALITIES ARE FINDING IT CAN BE CHEAPER AND MORE EFFECTIVE TO SUBSIDIZE THEIR RESIDENTS' RIDE-SHARING, SO THEY CAN EASILY ACCESS EXISTING STATIONS RATHER THAN SETTING UP NEW BUS ROUTES.
