Mission

Pai champions policies that make it possible for women to exercise their reproductive rights, and fights to remove the policy barriers between women and the care they need. We work with policymakers in washington and our network of partners in developing countries to advance women's reproductive rights.

Pai works with its partners to mobilize the resources, policies, and political willpower necessary to close the global gap in family planning, which is an unmet need estimated at 222 million women.

Governance Explanations

Form 990, Part VI, Section B, Line 11

The pai board of directors delegates responsibility for the review of the completed form 990 to the audit committee. The committee reviews the form with the vice president of finance and when the committee is in agreement with management on the information in the return it approves the final copy for management to sign. A complete copy of the final return is distributed to all board members and the audit committee reports its approval to the full board at the next scheduled meeting of the board.

Form 990, Part VI, Section B, Line 12C

Each officer and director of the pai board of directors reviews, completes, and signs the conflict of interest review form annually. The signed form is submitted to the chair of the pai board of directors. Any conflict of interest that arises is brought to the attention of the board of directors and the officer or director involved does not vote on the matter. Each staff member reviews, completes, and signs the pai policy statements (including conflict of interest) upon hire. The signed form is submitted to the vice president of finance & administration and any conflicts are reported to the chair of the board of directors. The staff member agrees to report to the chair of the board of directors any further situations that may develop during their employment.

Form 990, Part VI, Section B, Line 15

Pai determines compensation for all employees by following the guidelines set forth in the pai salary administration policy. The pai executive committee and budget & finance committee periodically review and approve this policy. Each staff position is analyzed and defined in a job description developed through a cooperative effort of the department vice president or director, the chief operating officer and the incumbent (when appropriate), and approved by the president/ceo. To achieve internal and external equity a salary comparison is completed in even numbered years for each position. The outcome of the salary comparison is the establishment of a salary range for each position. These ranges are developed by the vp of finance & administration and approved by the president/ceo by utilizing up to three current salary studies such as, prm consulting, inc. - management compensation report for not-for-profit organizations; inside ngo - headquarters salary, benefits, and human resource administrative policies survey compensation report; and total compensation solutions - not-for-profit compensation survey. Development of the salary comparison results in a salary range involving a minimum, midpoint and maximum as defined below: - minimum - the lowest rate paid to an individual who is hired for or promoted to a job/position that has been classified in the grade level. The minimum is 15% below the mid-point. - midpoint - competitive rate for the particular grade level which represents the worth of the job/position to pai - that is, the amount of compensation considered to be fair and equitable for an employee who is fully qualified in terms of training and experience. The mid-point of each salary range is the weighted average of survey composites (staff size, budget size, organization type, scope, etc.) at the median (50th percentile) base salary of each job/position. - maximum - highest rate which may be paid to an incumbent in the grade level. The maximum is 45% greater than the minimum. The pai board of directors plans to conduct a 360 degree performance appraisal and salary review of the president/ceo every two years. The salary range is determined by the process described in the salary administration policy and guidelines above. The board of directors last reviewed the salary of the president & ceo in december 2014.

Pai makes its governing documents (e.g. Minutes of board and committee meetings, audited financial statements, form 990, conflict of interest statement, whistleblower policy and document retention policy) available to the general public by providing copies on request or allowing inspection at the washington dc office of the organization. The form 990 is also posted on guidestar.org and is available for inspection anytime. The form 990 and current audited financial statements are also posted on pai's web site for review anytime.

THIRTEEN OF OUR PARTNERS IN EIGHT COUNTRIES HAVE MADE SIGNIFICANT POLICY AND FUNDING ACHIEVEMENTS IN ADVANCING FAMILY PLANNING AND REPRODUCTIVE HEALTH (FP/RH) AT THE NATIONAL LEVEL AS A RESULT OF PAI'S SUPPORT. THIS IMPACT AT THE COUNTRY LEVEL IS ACHIEVED THROUGH SEVERAL OF OUR PROGRAMMATIC INITIATIVES, DESCRIBED BELOW:- THE PRIORITY COUNTRY FOCUS ON MALAWI, GUATEMALA AND KENYA HAS RESULTED IN A BETTER UNDERSTANDING OF THE OPPORTUNITIES AND CHALLENGES IN ADVANCING FP/RH IN THESE THREE GEOGRAPHIES. IN MALAWI, PAI HAS INCREASED INVESTMENT THROUGH THE RH BUDGETWATCH PROGRAM DESCRIBED BELOW. IN GUATEMALA, WE CONTINUE TO WORK WITH IN-COUNTRY PARTNERS TO ENSURE THE GAINS MADE FROM THE INCLUSION OF FAMILY PLANNING IN THE PRESIDENT'S ZERO HUNGER PACT-THE GOVERNMENT'S MAIN HUNGER ALLEVIATIONS INITIATIVE-ARE OPERATIONALIZED AT THE PROGRAM LEVEL, AND THAT SUPPORT FOR FAMILY PLANNING AND REPRODUCTIVE HEALTH IS MAINTAINED THROUGH THE UPCOMING GUATEMALAN ELECTIONS. IN KENYA, WE CONTINUE TO WORK WITH IN-COUNTRY PARTNERS VIA THE ADVANCE FAMILY PLANNING OPPORTUNITY FUND AND THE RECENTLY LAUNCHED FAITH + FAMILY PLANNING ACTION FUND, WITH A KENYA-BASED ANCHOR GRANTEE.- OUR RH BUDGETWATCH PROJECT PROVIDES GRANTS AND TECHNICAL ASSISTANCE TO MALAWIAN CSOS TO TRACK GOVERNMENT FUNDING AND POLICY COMMITMENTS FOR CONTRACEPTIVES. ONE RESULT OF THIS WORK LED THE MALAWIAN PARLIAMENTARY HEALTH COMMITTEE TO INCREASE THE CONTRACEPTIVE BUDGET LINE, NOT ONLY MEETING, BUT SURPASSING MALAWI'S FP2020 FINANCIAL COMMITMENT.- THE OPPORTUNITY FUND, A JOINT INITIATIVE WITH ADVANCE FAMILY PLANNING HAS AWARDED 18 SUBGRANTS TOTALING $702,300 TO IN-COUNTRY ADVOCATES IN 11 COUNTRIES SINCE MAY 2013. AS MANAGERS OF THE OPPORTUNITY FUND, PAI HAS SUCCESSFULLY COMPLETED YEARS ONE AND TWO OF THE INITIATIVE SUPPORTING OUR PARTNERS IN ACHIEVING A SERIES OF STRATEGIC QUICK WINS AND ACCOMPLISHMENTS. IN 2014, OUR STRATEGIC GRANTMAKING, COUPLED WITH OUR PROVEN TECHNICAL ASSISTANCE PROVISION LED TO A NUMBER OF VICTORIES, INCLUDING: THE FIRST EVER BUDGET ALLOCATION FOR REPRODUCTIVE HEALTH SUPPLIES AND CONTRACEPTIVES IN MAURITANIA, DOUBLING THE 2014 BUDGET LINE FOR CONTRACEPTIVES IN BENIN, AND AN INCREASE IN THE 2015 BUDGET ALLOCATION FOR RH SUPPLIES IN ZAMBIA. AS A RESULT OF THE SUCCESSES SEEN IN YEARS ONE AND TWO, PAI RECEIVED A SUPPLEMENTARY AWARD FOR YEAR THREE TO BE USED SPECIFICALLY FOR ADDITIONAL SUBGRANTS TO CSO PARTNERS.- WE HAVE LAUNCHED THE FAITH + FAMILY PLANNING ACTION FUND, AN INITIATIVE MODELED AFTER THE OPPORTUNITY FUND THAT ACTIVATES FAITHBASED CIVIL SOCIETY ORGANIZATIONS AS CHAMPIONS FOR FP/RH IN DEVELOPING COUNTRIES.

WE HOSTED PARTNERS FROM UGANDA, MADAGASCAR, AND BANGLADESH TO VISIT THE UNITED STATES AND MEET WITH CONGRESSIONAL AND ADMINISTRATION POLICYMAKERS, FOSTERING AN EXCHANGE THAT PROVIDED VALUABLE EXPERIENCES FOR THESE ADVOCATES TO SHAPE STRATEGIES IN THEIR HOME COUNTRIES. WE HAVE ALSO JOINED THE STEERING COMMITTEE FOR THE GLOBAL GENDER AND CLIMATE ALLIANCE (GGCA), WHICH WILL PROVIDE US AN ADDITIONAL GLOBAL PLATFORM TO SHOWCASE THE PHE AND CLIMATE WORK OF OUR IN-COUNTRY PARTNERS.

IRS990/ProgSrvcAccomActy3Grp/Desc0UNITED STATES GOVERNMENT RELATIONS: IN THE UNITED STATES, PAI PUSHED THE U.S. GOVERNMENT TO PROVIDE LEADERSHIP ON INTERNATIONAL FAMILY PLANNING AND REPRODUCTIVE HEALTH. THIS INCLUDES MARKING THE 30TH ANNIVERSARY OF THE GLOBAL GAG RULE, CALLING ON THE WHITE HOUSE TO REVISE THE HELMS AMENDMENT, SUPPORTING THE PEACE CORPS EQUITY ACT, AND PUSHING FOR STRONG FP/RH FUNDING DURING THE FY2015 APPROPRIATIONS PROCESS. WE LAUNCHED A FLAGSHIP PROGRAM TO ATTRACT NEW HIGH LEVEL CHAMPIONS FOR FP/RH, WITH WASHINGTON, DC AND THE SAN FRANCISCO BAY AREA AS INAUGURAL TARGET MARKETS. AND, WE HAVE MOBILIZED BOTH POLICYMAKERS AND ENVIRONMENTALISTS FROM THE BIG GREENS IN FAVOR OF THE INTEGRATED POPULATION-HEALTH-ENVIRONMENT(PHE) PROGRAMS CURRENTLY SUPPORTED BY USAID (AT PAI'S BEHEST)AND WHICH OFFER A STRONG COMMUNITY-BASED MODEL FOR BRINGING CONSERVATION EFFORTS TOGETHER WITH THOSE THAT IMPROVE WOMEN'S RIGHTS, HEALTH, AND RESILIENCE IN THE FACE OF OUR CHANGING GLOBAL CLIMATE. TOGETHER WITH OUR PARTNERS IN THE IFPC AND IN CONGRESS, PAI HAS SUCCESSFULLY PRESERVED US INVESTMENTS IN FP/RH FOR BOTH FY2014 AND FY2015. ADDITIONALLY, WE ARE CELEBRATING A POLICY WIN PEACE CORPS VOLUNTEERS ARE NO LONGER PROHIBITED FROM USING THEIR FEDERAL HEALTH BENEFITS TO PAY FOR ABORTIONS IN THE INSTANCES OF LIFE ENDANGERMENT, RAPE OR INCEST.
