Additional Explanations

Form 990, Part III, Line 2: New Services

Actively participated in samco and taot educational efforts in support of proposition 7(dedication of sales taxes and vehicle sales taxes to the state highway fund)approved by more than 83 percent of voters statewide november 3,2015. As a result,$2.5 billion in additional funding for txdot will be available starting in 2018, assuming certain budget thresholds are met.successfully advocated for inclusion of two san antonio projects in the congestion relief initiative(later renamed the texas clear lanes program)coordinated by txdot commissioner bruce bugg. The two san antonio projects are us 281 n - segment 2 row($110 million) and the us 90/i410 interchange($90 million). These projects are primarily funded through revenue made available by ending the practice of legislative diversions from the state highway fund. Organized delegation of twenty-five samco members to attend the may 26, 2016 texas transportation commission meeting in support of bexar county judge nelson wolff's testimony(along with other key elected and appointed officials)pertaining to approval of hov lanes along ih 10 n and us 281 n, as well as a $70 million funding plan for i 10 w from loop 1604 to fm 3351.

Financial Statement Notes

Part X : FIN48 Footnote

U.S. generally accepted accounting principles require SAMCo management to evaluate tax positions taken by SAMCo and recognize a tax liability (or asset) if SAMCo has taken an uncertain position that more likely than not would not be sustained upon examination by the Internal Revenue Service. SAMCos management has analyzed the tax positions taken by SAMCo, and has concluded that as of September 30, 2016 and 2015, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. SAMCo is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. SAMCos management believes it is no longer subject to income tax examinations for years prior to 2013.
