Brian korman and will kiefer are 50/50 partners in a real estate llc called 353 realty associates. That company has no association to or interaction with bench mark program. The business was formed in 2019 to purchase a single rental property in lancaster city.

The draft 990 form is shared with the entire board of directors via email, providing them time to review, highlight, and discuss the form 990 before it is approved at a board meeting during a vote.

Form 990, Part VI, Section B, Line 12C

Officers, directors, and staff must disclose to the best of their knowledge all potential conflicts of interest as soon as they become aware of them and always before any actions involving the potential conflict are taken. Individuals must submit a signed, written statement disclosing all the material facts to the finance committee. Individuals must also file an annual disclosure statement in form and directors must file the form prior to their initial election, submitting the form to the board treasurer. After there has been disclosure of a potential conflict and after gathering any relevant information from the concerned director, officer or employee, the finance committee shall determine whether there is a conflict of interest. The director, officer or employee shall not be present for deliberation or vote on the matter and must not attempt to improperly influence the determination of whether a conflict of interest exists. In determining whether a conflict of interest exists, the finance committee shall consider whether the potential conflict of interest would cause a transaction entered into by the program to raise questions of bias, inappropriate use of the program's assets, or any other impropriety. A conflict always exists in the case of a related party transaction. A transaction, agreement or other arrangement in which a related party has a financial interest and in which the program or any affiliate of the program is a participant. If the finance committee determines that there is a conflict of interest, it shall refer the matter to the board of directors. When a matter involving a conflict of interest comes before the board, the board may seek information from the director, officer or employee with the conflict prior to beginning deliberation and reaching a decision on the matter. However, a conflicted person shall not be present during the discussion or vote on the matter and must not attempt to influence improperly the deliberation or vote.

Bench mark program began a predisposition program in 2022, currently serving 4 students/day. This new service provides predisposition programming (1:1 mentoring) to juveniles recently released from the lancaster county youth intervention center.

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the organization, including whether the entity is exempt from income taxes. Management evaluated the tax positions taken and concluded that the organization had no uncertain tax positions that require recognition or disclosure in the financial statements. Therefore, no provision or liability for income taxes has been included in the financial statements. With few exceptions, the organization is no longer subject to income tax examinations by u.s. Federal, state, or local tax authorities for the years before december 31, 2019.
