IRS990/Desc0SEE SCHEDULE O.OVERVIEW:THE MINNESOTA ENVIRONMENTAL PARTNERSHIP (MEP) WORKS IN A UNIQUE WAY TO BRING TOGETHER THE ENERGIES AND PASSIONS OF ENVIRONMENTAL AND CONSERVATION NONPROFITS INTO A SINGLE POWERFUL VOICE. WE WORK IN SYNCHRONY WITH OUR MEMBERS AT THE STATE AND FEDERAL LEVEL AND WORK WITH THE PUBLIC ON THE MOST PRESSING ENVIRONMENTAL LAWS, INVESTMENTS AND INITIATIVES. MEP'S WORK IS FUNDED THROUGH INDIVIDUAL INVESTMENTS, MEMBER GROUP DUES, AND FOUNDATIONS. THREE OF MEP'S CURRENT FOUNDATION PARTNERS SUPPORT MEP THROUGH STRATEGIC TWO-YEAR GRANTS, WHICH WERE EACH RENEWED IN FY13. MEP'S ACCOUNTING PROCEDURES CALL FOR GRANTS TO BE BOOKED IN THE FISCAL YEAR IN WHICH THEY ARE RECEIVED, AND RELEASED MONTHLY THROUGHOUT THE GRANT PERIOD. UNDER GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, RESTRICTED GRANTS RECEIVED FROM FOUNDATIONS ARE RECOGNIZED AS REVENUE IN THE FISCAL YEAR RECEIVED AND RECORDED AS TEMPORARY RESTRICTED NET ASSETS. THE RESTRICTED FUNDS ARE RELEASED TO UNRESTRICTED NET ASSETS AS THE GRANT TERMS ARE MET. BECAUSE OF THIS REQUIREMENT, FOUNDATION GRANTS RECEIVED IN FY13 INTENDED FOR AND ALLOCATED FOR EXPENSES IN FY14 DO NOT APPEAR AS REVENUE IN THIS FORM 990.CORE CONVENING, COORDINATION AND CAPACITY-BUILDINGAS A COALITION, OUR PRIORITY ISSUES FALL INTO FOUR LONG-TERM GOALS: CLEAN WATER; CLEAN ENERGY; DEFENDING ENVIRONMENTAL LAWS; AND ACHIEVING STRONG CONSERVATION INVESTMENTS. WE DO THIS WORK THROUGH WORKING GROUP CLUSTERS, WHICH INCLUDE MEP MEMBER GROUPS AND OTHER INTERESTED ADVOCACY GROUPS. DURING THIS YEAR, MEP CLUSTERS INCLUDED: GREAT LAKES; CLEAN WATER; CLEAN ENERGY; TRANSPORTATION; AND MINING.OVER THE PAST YEAR, MEP COORDINATED MULTIFACETED COLLABORATIVE CAMPAIGNS WITH OUR MEMBER ORGANIZATIONS ON THREE SPECIFIC PRIORITY ISSUES, SELECTED THROUGH A DEMOCRATIC PROCESS: 1) PROTECTING OUR CLEAN WATER RESOURCES: INCLUDING PHASING OUT THE TRICLOSAN CONTAMINATION TO MINNESOTA'S SURFACE WATERS, REESTABLISHING THE LEGISLATIVE WATER COMMISSION, AND INVESTING IN INNOVATIVE DEVELOPMENT OF CROPS THAT PROTECT WATER AND HABITAT THROUGH THE UNIVERSITY OF MINNESOTA'S FOREVER GREEN INITIATIVE; 2) INVESTING IN CLEAN ENERGY AND JOBS: INCLUDING CREATING LOW-COST ENERGY EFFICIENCY FINANCING TOOLS FOR BUSINESSES, CREATING TRANSPARENCY IN THE ACTUAL COSTS OF RENEWABLE ENERGY SYSTEMS; AND 3) ADDRESSING MINNESOTA'S GROWING TRANSPORTATION DEFICIT BY PASSING COMPREHENSIVE, BALANCED, STATEWIDE FUNDING FOR TRANSPORTATION. IN ADDITION TO THESE THREE PRIORITY ISSUES, MEP WORKED TO PREVENT SULFIDE MINING FROM IMPAIRING MINNESOTA'S DRINKING WATER, LAKES, STREAMS, RIVERS, AND NATURAL RESOURCES; AND PROTECTING MINNESOTANS BREATHABLE AIR BY GARNERING SUPPORT FOR THE ENVIRONMENTAL PROTECTION AGENCY'S CLEAN POWER PLAN. THE EFFORTS OF MEP AND OUR COALITION RESULTED IN SOME POSITIVE STEPS FORWARDWE ACHIEVED:- NEW LEGISLATION THAT BANS THE SALE OF TRICLOSAN-BASED CLEANING PRODUCTS THAT ARE USED FOR SANITIZING OR HAND AND BODY WASH, EFFECTIVE JANUARY 1, 2017. - REESTABLISHMENT OF THE LEGISLATIVE WATER COMMISSION, WHICH WILL CREATE AN ONGOING BI-PARTISAN LEGISLATIVE FORUM TO OVERSEE AND COORDINATE THE MANY ORGANIZATIONS AND EFFORTS UNDERWAY TO PROTECT AND RESTORE MINNESOTA'S WATER RESOURCES. - AN APPROPRIATION OF $1 MILLION TO ADVANCE THE UNIVERSITY OF MINNESOTA'S FOREVER GREEN INITIATIVE TO ACCELERATE THE DEVELOPMENT OF ECONOMICALLY VIABLE PERENNIAL AND COVER CROP OPTIONS THAT WILL ENHANCE FARM PROSPERITY, WATER QUALITY, AND HABITAT. - LAWMAKERS PASSED, AND GOVERNOR DAYTON SIGNED, THE SUPPLEMENTAL BUDGET BILL THAT INCLUDED AN IMPORTANT PROVISION THAT WILL ALLOW THE MINNESOTA DEPARTMENT OF COMMERCE TO WORK WITH MANUFACTURERS, HOSPITALS AND OTHER BUSINESSES TO HELP FUND ENERGY EFFICIENCY PROJECTS WITH LOW-INTEREST FINANCING THROUGH ITS STATE REVENUE BOND AUTHORITY. THE NEW LAW ALLOWS $100 MILLION IN STATE REVENUE BONDS FOR THOSE LOANS TO FINANCE COMMUNITY ENERGY EFFICIENCY PROJECTS, INCLUDING INDUSTRIAL, COMMERCIAL AND PUBLIC PROJECTS. - ENACTMENT OF THE OMNIBUS EN
